    Prof. Dr. Ata ATUN Araştırmacı - Yazar E-mail : [email protected] Mobil : 0548 871 1111 Garantiler Varken Neler Olmuştu Hatırlayalım Rum Kilisesi bir taraftan dini kisve altında, yasal veya hukuk dışı yollarla Kıbrıs adası üzerinde bulunan Türk topraklarına sahip çıkmaya çalışırken, diğer taraftan da Rum Hükümeti Türklerin azınlık olduğu karma yerleşim yerlerinde, silah zoru ile Türkleri bölgeden uzaklaştırmak ve topraklarını da Rumlara dağıtmak çabalarını başlatmıştı 20. Yüzyılın başında. Böylece kilise, nüfus çoğunluğunu ve taşınmaz mal mülkiyet gücünü elinde bulundurarak Adanın gerçek sahihi olan Türk toplumunu azınlık durumuna getirerek, ileri aşamalarda kovma, asimilasyon ve terör hareketleriyle bıktırmak suretiyle tüm adaya sahip çıkmayı hedeflemişti. Nitekim Kıbrıs’ın Osmanlı yönetiminde bulunduğu yıllarda bu tür girişimlerde bulunan kilise, İngiliz sömürge döneminde büsbütün azarak, Adanın Rumlaştırılmasında ön plana geçmiş ve etkin rol oynayan bir güç haline gelmiştir. Kıbrıs kilisesinin gerek Türk şahıslar elinden ve gerekse İngiliz sömürge yöneticilerini ayartarak hile ve desiselerle ada toprağından gasp ettikleri taşınmaz malların miktarı korkunç, boyutlardadır. Yazılı bazı Rumca kaynaklar en acı gerçekleri açıkça ortaya koymaktadırlar. İstanbul Başbakanlık Arşivi’nde yer alan “Kilise Mukataası ve Emval Defterleri”nde kayıtlı bulunan taşınmaz mal miktarları ile İngiliz sömürge yıllarına doğru kiliseler ve manastırlar adına kaydedilen taşınmaz mal miktarları arasında çok büyük rakam farkı olduğu bilinmektedir. 1821’li yıllarda başkaldırı olaylarında ön planda bulunan Kıbrıs Ortodoks Başpiskoposluğu’nun kendi arşivlerinde saklı bulundurduğu emlak kayıt defterleri ve taşınmaz mülkleri ile ilgili tutanaklar, oldukça karmaşık vaziyette ve de gizlilik içerisindedir. 21 Aralık 1963’de Akritas Planı uyarınca Rumların Türklere karşı başlattığı sistemli saldırılardan sonra Kıbrıslı Türkler, 50 yerleşim biriminden 1,000 dolayında konutu terk etmeye zorlanmışlardır.

    260 No. 344. THE ELEMENTARY EDUCATION LAWS, 1933 TO 1944. PRESCRIPTION OF GROUPS. ORDER MADE UNDER SECTION 6 (2). Η. M. FOOT, Acting Governor. I, the Acting Governor, in exercise of the powers conferred on the Governor by section 6 (2) of the Elementary Education Laws, 1933 to 1944, and of every other power thereunto enabling do hereby order and prescribe as follows :— 1. This Order may be cited as the Elementary Education (Prescription of Groups) Order, 1944, and shall be read as one with the Order published under Noti­ fication No. 35 in Supplement No. 3 to the Gazette of the 10th February, 1944, (hereinafter referred to as " the principal Order "), and the principal Order and this Order may together be cited as the Elementary Education (Prescription of Schools) Orders, 1944. 2. The principal Order is hereby amended by the addition thereto, immediately after paragraph 3, of the following paragraph :— " 4. In respect of the religious community shown in column 1 of the Fourth Schedule hereto, the villages mentioned in column 2 of such Schedule shall be united in each case into a group for all purposes of the Elementary Education Laws, 1933 to 1944, except those of section 73 thereof." 3. The Third Schedule to the principal Order is hereby amended as follows:— (a) by the deletion of the words " Ayia Marina Xyliatou—Xyliatos." in column 2 under the heading " Nicosia District " in rospect of the Greek­Orthodox religious community ; (b) by the deletion of the words " Geunyeli—Kanli Keuy." in column 2 under the heading " Nicosia District "

    The Northern Cypriot Dream – Turkish Immigration 1974–1980 HELGE JENSEHAUGEN1 Abstract After the division of Cyprus in 1974 into a Greek Cypriot south and a Turkish Cypriot north, approximately 30,000 immigrants from Turkey moved to north Cyprus. The period between 1974 and 1980 is the time during which these immigrants arrived in northern Cyprus, and may be referred to as the first wave of immigration. This article seeks primarily to answer the question: Why did they immigrate to northern Cyprus? There are a lot of misperceptions about the movement of so many people from Turkey to north Cyprus; therefore it is important that this study creates an accurate and much-needed debate. In short, the first wave of immigration should be viewed as a result of the employment of state mechanisms as well as traditional pull factors: work opportunities, and a need for labour in north Cyprus. Once in northern Cyprus, these immigrants received housing, land, and aid plus help with other necessities such as food and supplies. Keywords: immigration, Turkey, north Cyprus, settlers, Turkish Cypriots, refugees Introduction When Cyprus was divided in 1974, the leaders of the Turkish Cypriot community, with the help of Turkish authorities, initiated a policy of encouraging people from Turkey to move to northern Cyprus.2 In addition to the relatively high number of casualties and missing persons, a population vacuum was created through the vast numbers of internally displaced persons. UNHCR estimated that there were circa 240,000 internally displaced as a result of the division of the island, of which approximately 180,000 were Greek Cypriots who moved south, and 60,000 were Turkish Cypriots who went north.3 This obviously resulted in a vast amount of abandoned moveable and 1 This article is based on my master’s thesis: H.

This Order may be cited as the Curfews (Nicosia District No. 14) Order, 1956. 2. No person within the area prescribed in the First Schedule hereto shall be out of doors between the hours prescribed in the Second Schedule hereto except under the authority of a written permit granted by the Commissioner of Nicosia or the Assistant Commissioner of Police in charge of the area: 3. Provided that this Order shall not apply to any member of the Executive Council, Her Majesty's Forces, or the Cyprus Police Force. This Order shall come into force on the 23rd day of April, 1956. In accordance with the resolution of the Security Council of 4 March 1964 (S/5575), the United Nations Peacekeeping Force in Cyprus was assembled and placed under the command of Lt. General P.S. Gyani of India. After an initial period devoted to deployrcent, the Force became operational on 27 March 1964. The Security Council resolution states that it is the task of the Force, in the interest of international peace and security, (a) to prevent a recurrence of fighting; (b) to contribute to the maintenance and restoration of 1s.w and order; (c) to contribute to a return to norEal conditions. 2. On 11 Muy 1964, Mr. &do Plaza of Ecuador was appointed by the Secretary- General as his Special Representative in Cyprus to conduct discussiol!s and negotiations with the parties concernad towards achieving the objectives of UNFICYPrs mandate as outline& in paragraph 4 of the Secretary-General*s Report to the Security Council on 29 Jippril 1964. 3.
