Typhoon Neoguri Disaster Risk Reduction Situation Report1 DRR sitrep 2014‐001 ‐ updated July 8, 2014, 10:00 CET Summary Report Ongoing typhoon situation The storm had lost strength early Tuesday July 8, going from the equivalent of a Category 5 hurricane to a Category 3 on the Saffir‐Simpson Hurricane Wind Scale, which means devastating damage is expected to occur, with major damage to well‐built framed homes, snapped or uprooted trees and power outages. It is approaching Okinawa, Japan, and is moving northwest towards South Korea and the Philippines, bringing strong winds, flooding rainfall and inundating storm surge. Typhoon Neoguri is a once‐in‐a‐decade storm and Japanese authorities have extended their highest storm alert to Okinawa's main island. The Global Assessment Report (GAR) 2013 ranked Japan as first among countries in the world for both annual and maximum potential losses due to cyclones. It is calculated that Japan loses on average up to $45.9 Billion due to cyclonic winds every year and that it can lose a probable maximum loss of $547 Billion.2 What are the most devastating cyclones to hit Okinawa in recent memory? There have been 12 damaging cyclones to hit Okinawa since 1945. Sustaining winds of 81.6 knots (151 kph), Typhoon “Winnie” caused damages of $5.8 million in August 1997. Typhoon "Bart", which hit Okinawa in October 1999 caused damages of $5.7 million. It sustained winds of 126 knots (233 kph). The most damaging cyclone to hit Japan was Super Typhoon Nida (reaching a peak intensity of 260 kph), which struck Japan in 2004 killing 287 affecting 329,556 people injuring 1,483, and causing damages amounting to $15 Billion. -

Building Disaster and Climate Resilient Cities in ASEAN Draft Finnal Report APPENDIX 8: DAMAGES CAUSED BY NATURAL DISASTERS A8.1 Flood & Typhoon Table A8.1.1 Record of Flood & Typhoon (Cambodia) Place Date Damage Cambodia Flood Aug 1999 The flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone. Floods Nov 1999 Continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties. Flood Aug 2000 The second floods has caused serious damages on provinces in the North, the East and the South, especially in Takeo Province. Three provinces along Mekong River (Stung Treng, Kratie and Kompong Cham) and Municipality of Phnom Penh have declared the state of emergency. 121,000 families have been affected, more than 170 people were killed, and some $10 million in rice crops has been destroyed. Immediate needs include food, shelter, and the repair or replacement of homes, household items, and sanitation facilities as water levels in the Delta continue to fall. -

Through a set of three distinct studies, I use data on economic losses caused by natural disasters in order to analyze trends in disaster severity and answer important disaster policy questions. The first study reconciles the apparent disconnect between (a) claims that global disaster losses are increasing due to anthropogenic climate change and (b) studies that find regional losses are increasing due to socioeconomic factors. I assess climate change and global disaster severity through regional analyses derived by disaggregating global loss data into their regional components. -

Deadly bushfires destroy hundreds of homes in Australia’s New South Wales Windstorm Christian moved across western and northern Europe, bringing hurricane-force wind gusts and torrential rains to several countries. At least 18 people were killed and dozens more were injured. The heaviest damage was sustained in the United Kingdom, France, Belgium, the Netherlands and Scandinavia, where a peak wind gust of 195 kph (120 mph) was recorded in Denmark. More than 1.2 million power outages were recorded and travel was severely disrupted throughout the continent. Reports from European insurers suggest that payouts are likely to breach EUR1.0 billion (USD1.35 billion). Total economic losses will be even higher. The high tide records were broken at tide stations in Takamatsu and Uno Ports. We analyzed the tidal data and simulated this case with a numerical storm surge model. The storm surges moved eastward along with the passage of the typhoon, and it was favorably simulated. The results revealed that the wind set-up basically played a key role in causing the large storm surges. However, the maximum storm surge (MSS) in Takamatsu did not occur when the typhoon was the nearest to the city, but about 2 hours later. Since the time of MSS approximately corresponds to the high spring tide time, the record breaking storm tide was observed there. Moreover, we found the SIS can be divided into 6 areas according to the characteristics of sea topography and dominant wind direction by the typhoon. APRIL 1998 NOTES AND CORRESPONDENCE 1091 Statistical Analysis of the Characteristics of Severe Typhoons Hitting the Japanese Main Islands TAKESHI FUJII General Education and Research Center, Kyoto Sangyo University, Kyoto, Japan 5 May 1997 and 19 July 1997 ABSTRACT Characteristics of 51 severe typhoons hitting the Japanese main islands with central pressure equal to or less than 980 hPa during the period 1955±94 were analyzed by an objective method using hourly station observation during typhoon passages. Position of a typhoon center, central pressure depth Dp, and radius of the maximum wind rm, were obtained at hourly intervals after landfall on the main islands of Japan. The pressure pro®le of severe typhoons used in this analysis was chosen from formulas presented in previous papers, namely the same as one used by the U.S. Army Corps of Engineers for hurricanes hitting Florida. Coastlines of the main islands were divided into three sections: areas A, B, and C extending from west to east. Statistical analyses of parameters were made for each area. At time of landfall, the maximum value of Dp was 83.2 hPa for area A, 85.2 hPa for area B, and 47.8 hPa for area C. The differences in return period of Dp among areas are considered to be caused by the SST distribution off the Paci®c coast. On average, typhoons making landfall in area C have larger rm and speed, and display a more eastward component of translation than those in the other two areas. The differences of speed and direction among areas and months can be explained to be caused by variation of the synoptic-scale air current at the 500-hPa level. -

Four different quality categories from Wikipedia were chosen, from the total amount of eight, to ensure gathering of a representative sample, for each category there are fifty sentences, the total amount of the sentences altogether is, therefore, two hundred. The sentences will be analysed according to the Firabsian theory of functional sentence perspective in order to discriminate differences both between the quality categories and also within the categories. -

The results indicated that there were three distinct lightning flash regions in mature typhoon, a significant maximum in the eyewall regions (20–80 km from the center), a minimum from 80–200 km, and a strong maximum in the outer rainbands (out of 200 km from the cen- ter). The lightning flashes in the outer rainbands were much more than those in the inner rainbands, and less than 1% of flashes occurred within 100 km of the center. Each typhoon produced eyewall lightning outbreak during the periods of its intensifica- tion, usually several hours prior to its maximum intensity, indicating that lightning activity might be used as a proxy of intensi- fication of super typhoon.
