OPERATION NEW BIRMINGHAM Papers, 1957-1981

Background: Operation New Birmingham was a non-profit organization whose mission was to promote commercial activity in Birmingham's City Center and interracial cooperation in public affairs.

The organization was founded as a committee of the Birmingham Downtown Improvement Association (BDIA) in 1962, with Vincent Townsend as chair. As a planning committee, it worked alongside the Downtown Action Committee, created in 1961 to market the city center as a shopping, business and entertainment destination.

The original purpose of ONB was to create a “Design for Progress” of the downtown Birmingham area. Harland Bartholemew and Associates of Atlanta commissioned the plan, and received cooperation and participation from the Birmingham League of Architects. The committee created such plans as the Birmingham-Jefferson Civic Center, the Red Mountain Expressway, and the project to turn the site of the former Birmingham Terminal Station into federal plaza, but was later downsized to the new Post Office.

The City’s Community Affairs Committee was absorbed by ONB. The CAC, headed by Lucius Pitts and Cecil Bauer, had been tasked with improving race relations after the Birmingham Campaign in 1963. The leaders of the CAC initiated a dialogue on issues in the minds of the general public, regardless of race. This kind of discourse enabled Black leaders the opportunity to address white officials about community-wide issues and proposals. In 1974 the Birmingham Citizen Participation Plan emerged out of the neighborhood groups that the CAC had organized.

In May 2009 Mayor Larry Langford suggested that ONB join with an organization being formed from the merger of the Birmingham Regional Chamber of Commerce, the Metropolitan Development Board and Regions 2020. He also suggested that the city no longer fund ONB operations. The idea of merging ONB with the Birmingham Business Alliance was revisited by the city after the retirement of longtime director Michael Calvert. Fran Godchaux served as interim director afterwards.

Former ONB staffer and Main Street Birmingham executive David Fleming assumed the directorship on November 1, 2011. On November 15, 2012 the organization merged with Main Street Birmingham as REV Birmingham.

Scope and Content: The collection includes correspondence, photographs, maps, memoranda, programs, reports, and minutes.
