INTRODUCTION Dr. (Smt.) Mridula Sinha, the Hon. Governor of Goa, vide Order dated the 15th March, 2017, summoned the First Session of the Seventh Legislative Assembly of the State of Goa, which commenced on the 16th March, 2017, at 11 30 AM at the Assembly Hall, Porvorim, Goa. The National Anthem was played at the commencement of the Session. The First Session, 2017 of the Seventh Legislative Assembly of the State of Goa had 4 sittings and had a duration of 6 hours and 8 minutes and has transacted an effective and a significant business. 2. DURATION OF THE SITTINGS OF THE HOUSE The total duration of the sittings of the House was 6 hours and 8 minutes.

The challenge raised in the instant petition emerges from a Press Note dated 12.03.2017 – Annexure P-1, and the grievance with reference to the same, emerging from a communication dated 12.03.2017 – Annexure P-3, addressed by the leader of the Congress Legislative Party, to the Governor of the State of Goa (which is shown to be served on 13.03.2017). 2. During the course of hearing today, an order dated 12.03.2017, was handed over to us, depicting the appointment of Shri Manohar Parrikar, as the Chief Minister of the State of Goa. The above order is taken on record and marked as `Annexure-A'. The above order is stated to have been issued after a letter dated 12.03.2017 was addressed by the Governor, to Shri Parrikar. The instant letter is also taken on record and marked as `Annexure - B'. 3. It is not a matter of dispute, that the result of the electoral process in the State of Goa was declared on 11.03.2017. 2 The said Assembly comprises of 40 elected members. The party having support of at least 21 elected members, would obviously have majority. Annexure - B reveals, that besides the 13 elected members from the BJP Legislative Party, 3 members from the Maharashtrawadi Gomantak Party, Goa, and another 3 members from the Goa Forward Party have expressed their support to the BJP Legislature Party.

A proposed new airport in North Goa has brought to the fore the old North Goa–South Goa feud. With the current Bharatiya Janata Party government determined to make the project a success, they could ride roughshod over concerns, environmental as well as political. If the Bharatiya Janata Party (BJP)-led state government has its way, Goa will have a new operational international airport in five years from now. The proposed airport will be located on the Mopa plateau in Pernem taluka in North Goa, near the Maharashtra border. But although the project is backed by strong political and commercial interests, it has encountered stiff opposition from other quarters. This commentary examines how the proposed Mopa airport has polarised public opinion in India’s smallest state. From Dabolim to Mopa The only airport in Goa today is the centrally-located Dabolim international airport. Dabolim was built by the Portuguese as a civilian airport in 1955—the Portuguese military air force never had a presence in Goa—but only months after the Indian Army had liberated Goa in December 1961, the airport was taken over by the Indian Navy’s air wing (Pais 2014: 217). Dabolim airport today is thus in effect a civilian enclave within a military airbase. The Indian Navy has shown no interest in relocating its base in Dabolim elsewhere, and has generally proven reluctant to relinquish more land for the expansion of civilian operations, even when a new, integrated terminal building was inaugurated in 2013.

    Govt decides to phase out plastic within 3 years TNN Jul 17, 2012, 03.13AM IST PANAJI: The state government intends to phase out the use of plastic for domestic use-such as carry bags, sachets, wrappers-over a period of three years. It also intends to make the throwing of plastics in public places a cognizable offence, where offenders will be penalized, environment minister Alina Saldanha told the Goa legislative assembly on Monday. Saldanha said that as a short-term measure, the government will launch a drive at the end of the monsoon to collect plastics from public places such as highways, with the help of government departments like the PWD and the Goa state infrastructure development corporation. She said the matter will be taken up after consultation with all stakeholders like the tourism department, the village panchayats and the people. In her written reply to a starred question by Fatorda MLA Vijai Sardesai, Saldanha said the measures to phase out plastic will take some time for implementation and will be done by involving all stakeholders. She said the government will conduct appropriate sensitization and awareness programmes for the general public and visiting tourists in this regard. She also informed the House that in August 2002, the government had prohibited the carrying, use and sale of non-biodegradable PET bottles and plastic carry bags in certain CRZ areas in Panaji , Caranzalem and Dona Paula, and also in some wildlife areas such as Cotigao. For other beach areas in Goa, the ma0tter will be taken up in consideration with all stakeholders, Saldanha said.

    CEO HOLDS MEET WITH POLITICAL PARTIES Urges for initiative on Special Summary Revision August 13, 2021 The Chief Electoral Officer, Shri Kunal, IAS held a meeting with representatives of political parties urging for initiative on Special Summary Revision, 2022 and to improve the health of Electoral Rolls by enrolling all eligible citizens and deleting the dead/absentees/ shifted voters as per ECI guidelines. The meeting was chaired by the Chief Electoral Officer Shri Kunal, IAS. Shri Narayan Sawant, Additional CEO, Shri Sanjit Rodrigues, Additional Collector I South Goa, Smt Mamu Hange, Additional CEO North Goa, Smt Aisha Vaingainkar, Jt CEO, and Smt Sangeeta Naik, Dy CEO were present on the occasion.
