INTRODUCTION Dr. (Smt.) Mridula Sinha, the Hon. Governor of Goa, vide Order dated the 15th March, 2017, summoned the First Session of the Seventh Legislative Assembly of the State of Goa, which commenced on the 16th March, 2017, at 11 30 AM at the Assembly Hall, Porvorim, Goa. The National Anthem was played at the commencement of the Session. The First Session, 2017 of the Seventh Legislative Assembly of the State of Goa had 4 sittings and had a duration of 6 hours and 8 minutes and has transacted an effective and a significant business. 2. DURATION OF THE SITTINGS OF THE HOUSE The total duration of the sittings of the House was 6 hours and 8 minutes. -

The challenge raised in the instant petition emerges from a Press Note dated 12.03.2017 – Annexure P-1, and the grievance with reference to the same, emerging from a communication dated 12.03.2017 – Annexure P-3, addressed by the leader of the Congress Legislative Party, to the Governor of the State of Goa (which is shown to be served on 13.03.2017). 2. During the course of hearing today, an order dated 12.03.2017, was handed over to us, depicting the appointment of Shri Manohar Parrikar, as the Chief Minister of the State of Goa. The above order is taken on record and marked as `Annexure-A'. The above order is stated to have been issued after a letter dated 12.03.2017 was addressed by the Governor, to Shri Parrikar. The instant letter is also taken on record and marked as `Annexure - B'. 3. It is not a matter of dispute, that the result of the electoral process in the State of Goa was declared on 11.03.2017. 2 The said Assembly comprises of 40 elected members. The party having support of at least 21 elected members, would obviously have majority. Annexure - B reveals, that besides the 13 elected members from the BJP Legislative Party, 3 members from the Maharashtrawadi Gomantak Party, Goa, and another 3 members from the Goa Forward Party have expressed their support to the BJP Legislature Party. -

CEO HOLDS MEET WITH POLITICAL PARTIES Urges for initiative on Special Summary Revision August 13, 2021 The Chief Electoral Officer, Shri Kunal, IAS held a meeting with representatives of political parties urging for initiative on Special Summary Revision, 2022 and to improve the health of Electoral Rolls by enrolling all eligible citizens and deleting the dead/absentees/ shifted voters as per ECI guidelines. The meeting was chaired by the Chief Electoral Officer Shri Kunal, IAS. Shri Narayan Sawant, Additional CEO, Shri Sanjit Rodrigues, Additional Collector I South Goa, Smt Mamu Hange, Additional CEO North Goa, Smt Aisha Vaingainkar, Jt CEO, and Smt Sangeeta Naik, Dy CEO were present on the occasion. The meeting deliberated on the schedule for the Special Summary Revision, 2022 and Summary Revision of last part of Electoral rolls relating to Service Voters, 2022, Appointment of BLAs, Special drive for marking of Persons with Disabilities and Medical Camps for certification. CEO Shri Kunal underscoring on the objective of the drive is to register maximum eligible electors especially left out youth, removing duplicate entries, shifted electors, and to correct errors in the electors informed that the booth Level Officers (BLOs),willundertake house to house visits to collect the inf ormation during the period. The target intervention will be Youth electors who will be attaining 18 years of age as on 01/01/2022, the overseas electors who can also be enrolled in the electoral roll under Form 6A, the Person with Disabilities for maximizing their enrolment and also marking their entries in the electoral data base he added. -
