FILLONE, Ph.D. Research Specialist Associate Professor Civil Engineering Department Civil Engineering Department De La Salle University - Manila De La Salle University - Manila 2401 Taft Avenue, Manila, Philippines 2401 Taft Avenue, Manila, Philippines E-mail: [email protected] E-mail: [email protected] Abstract: The Epifanio Delos Santos Avenue (EDSA) has been the focal point of many transportation studies over the past decade, aiming towards the improvement of traffic conditions across Metro Manila. Countless researches have tested, suggested and reviewed proposed improvements on the traffic condition. This paper focuses on investigating the overall effects of the operational and administrative changes in the study area over the past couple of years, from the full system operation of the Mass Rail Transit (MRT) in the year 2000 to the present (2014), to the service operating characteristics of buses plying the EDSA route. It was found that there are no significant changes in the average travel and running speeds for buses running Southbound, while there is a noticeable improvement for those going Northbound. As for passenger-kilometers carried, only minor changes were found. The journey time composition percentages did not show significant changes over the two time frames as well. For the factors contributing to passenger-related time, the presence of air-conditioning and the direction of travel were found to contribute as well, aside from the number of embarking and/or disembarking passengers and number of standing passengers. -

As of 2004, the total length of the non-toll road network was reported to be 202,860 km, with the following breakdown according to type: • National roads - 15% • Provincial roads - 13% • City and municipal roads - 12% • Barangay (barrio) roads - 60% Road classification is based primarily on administrative responsibilities (with the exception of barangays), i.e., which level of government built and funded the roads. -

Increase in Budget of CDTA Strengthening Public-Private Partnerships in the Philippines (PHI 45515) PERFORMANCE OVERVIEW 1. TA implementation has progressed much better that expected. With its focus on improving PPP governance framework, the TA has become the anchor of the Government’s PPP program. This role of the TA was further re-enforced through PPP becoming a major component of the program cluster Increasing Competiveness for Inclusive Growth. The progress of implementation of the TA’s capacity building and Project Development and Monitoring Facility (PDMF) components is summarized below. 2. Capacity building component is progressing well. a. GHD Pty Ltd (Australia), the international firm on PPP policy, institutional, legal, information management strengthening and capacity building has (i) advanced in developing a comprehensive manual on PPPs for national government agencies (NGAs), (ii) substantially updated the PPP manual for local government units (LGUs) developed with support of the World Bank, (iii) submitted the first draft review of the government’s institutional set-up for PPPs, and (iv) submitted first two policy papers on selected PPP topics to inform the process of amending the BOT Law.1 The two manuals, which will cover the whole PPP project cycle, will be adopted by the Infrastructure Committee of the NEDA Board by end June 2012. GHD’s training of PPP Center staff, government oversight agencies, and selected line-departments on priority PPP topics will be completed by June 2012. b. Twelve national2 and two international consultants3 have been provided to the PPP Center. These have been critically supporting the PPP Center in coping with the increased demand for its services and contributed an enhanced quality of PPP Center’s performance. -

Battling Congestion in Manila: the Edsa Problem
Transport and Communications Bulletin for Asia and the Pacific No. 82, 2013 BATTLING CONGESTION IN MANILA: THE EDSA PROBLEM Yves Boquet ABSTRACT The urban density of Manila, the capital of the Philippines, is one the highest of the world and the rate of motorization far exceeds the street capacity to handle traffic. The setting of the city between Manila Bay to the West and Laguna de Bay to the South limits the opportunities to spread traffic from the south on many axes of circulation. Built in the 1940’s, the circumferential highway EDSA, named after historian Epifanio de los Santos, seems permanently clogged by traffic, even if the newer C-5 beltway tries to provide some relief. Among the causes of EDSA perennial difficulties, one of the major factors is the concentration of major shopping malls and business districts alongside its course. A second major problem is the high number of bus terminals, particularly in the Cubao area, which provide interregional service from the capital area but add to the volume of traffic. While authorities have banned jeepneys and trisikel from using most of EDSA, this has meant that there is a concentration of these vehicles on side streets, blocking the smooth exit of cars. The current paper explores some of the policy options which may be considered to tackle congestion on EDSA . INTRODUCTION Manila1 is one of the Asian megacities suffering from the many ills of excessive street traffic. In the last three decades, these cities have experienced an extraordinary increase in the number of vehicles plying their streets, while at the same time they have sprawled into adjacent areas forming vast megalopolises, with their skyline pushed upwards with the construction of many high-rises. -

TRILLANES AND SENATOR MAR ROUS EXPLANATORY NOTE It has been observed that a number of major streets in Metro Manila have been renamed in honor of past presidents of the country, namely, Manuel L. Quezon, Jose P. Laurel, Manuel A. Roxas, Elpidio Quirino and Ramon Magsaysay. Be that as it may, there is no major street in this premier metropolis that has been named or a monument of substance built in honor of General Emilio Aguinaldo, the President of the First PhiIippine Republic. President Aguinaldo, whose presidency was inaugurated on June 12, 1898 in Kawit, Cavite, remains to be unappreciated and underrepresented especially in matters that can exalt him for his unprecedented leadership. Considering that we are celebrating the 1 anniversary of First Philippine Republic next year (2008), it is a propitious time to give honor to the distinguished Filipino who was one of the leaders who signed the Pact of Biak-na-Bat0 and was the president of the Supreme Council of the Biak-na-Bat0 Republican Government, and who also led the resistance against the American imperialist forces. This bill, therefore, seeks to give due recognition to the valor and statesmanship of General Aguinaldo by renaming Circumferential Road 5 (from SLEX to Commonwealth Avenue), located in Metro Manila, as Emilio Aguinaldo Avenue. The role of Aguinaldo, the military leader of the Republic, is entitled to a "long-delayed place of honor" in the national pantheon of heroes. -
The Daang Hari Road
The Feasibility Study and Implementation Support on the CALA East-West National Road Project Final Report Chapter 7 7.7.2 Daang Hari Road (DH) The Daang Hari Road (DH) will start from the border between Muntinlupa City (National Capital Region) and the municipality of Imus, Cavite, where it will be connected with the existing Daang Hari Road which is at present under construction. The DH Road will end at the Coastal Road in the Municipality of Tanza. Total length of DH-3 and DH-4 is 21.0 km. Since the proposed alignment is located at lowland between EL.10 m to EL.30 m and crosses over many rivers flowing down from south to north into Manila Bay, due consideration will be required to decide the design flood levels appropriately. The DH Road can be divided mainly into two parts, namely east and west sections of Aguinaldo Highway. Within the eastern part, DH Road will cross seven rivers, which are moderately small creeks with 15 m to 25 m of width. It will cross with the proposed NS Road at Sta.8+230. At Sta.8+800, a new bridge is under construction along the proposed alignment. The western part which stretches from Aguinaldo Highway to the end point at the Coastal Road, a total of five rivers will be crossed by the alignment. Paddy and pasture land is the predominant land use in this area, contrary to those in the eastern part. It is noted that future urbanization and land use changes shall be taken into account to estimate flood discharge at crossings where the catchments varies between 50 to 100 km2 approximately. -

Currently, provincial buses are the only mode of public transport on the expressways. These buses have terminals located within Metro Manila and are one of the factors contributing to congestion. Introducing other modes of transport such as high capacity vehicles which follow specific routes, with designated stop points and make use of a prioritized lane will help improve the current situation. The primary objective of this study was to assess the impact that the proposed BRT had in terms of traffic congestion, passenger travel time, mobility, ridership potential and pollution. The study made use of volume count and on board surveys to obtain data that were used as primary input in the transit modeling process to analyze the impact of the BRT system in the whole Metro Manila road network. -

Ganiron Jr Railway Technical Society of Australasia, New Zealand Graduate School of Engineering, Dela Salle University, Manila [email protected] Abstract In order to minimize traffic disturbance during the construction of flyover, the 450 tones pier head is turned 90 degrees. A device is used in Metro Manila Skyway Project in the Philippines. The Sosrobahu device is a hydraulic non friction rotating device; it is a flat jack with a diameter of 80 cm and place in the center of pier. The pier head is then cast over the pier parallel to road axis, oil is injected into the device until the force produced but the oil pressure nearly equals the weight of the pier head, then the pier head is turned 90 degrees. Oil pressure is then released and the gap injected with non-shrink grout. Four post-tensioned U cables of total ultimate capacity of 600 tones are then turned through the pier head and pier, post-tensioned and grouted. Introduction The Metro Manila Skyway project has been designated by the government as one of its priority flagship projects, largely due to its positive economic factors. The project aims to provide a vital link between Metro Manila and the regional growth centers in both the northern and southern areas of Luzon through an elevated expressway system connecting the South and North Luzon expressway from Alabang to Balintawak via the inner western corridor of Metro Manila. -

The joint venture group of D.M. Consunji Inc. and C.M. Pancho Construction Inc., the only other pre-qualifi ed participant, withdrew from submitting a fi nal bid.
