I am the Executive Director of the Nashville Songwriters Association International ("NSAI"), a position which I have held since 1997. I submit this declaration in support of the submission of Mechanical Licensing Collective ("MLC") to be designated as the mechanical licensing collective pursuant to the Music Modernization Act (the "MMA"). Songwriters are the backbone of the American music industry. And, since it was established in 1967, NSAI has worked tirelessly to advocate for the American songwriting profession. NSAI is now the largest not-for-profit songwriter trade association in the world, with approximately 5,000 members and approximately 100 local chapters. 3. Our mission is to advocate for songwriters' legal and economic interests and educate a new generation of American songwriters. To accomplish this mission, NSAI provides an array of services to songwriters. Some services are educational. In the fair city of Detroit, nestled among the garage- rock nooks and country crannies, lurks the music of Blanche. Husband and wife Dan and Tracee Miller trade intense and haunting vocals over an uneasy sea of pedal steel, banjo, raw guitar sounds, and sparse, driving drumming. The moods created in the songs seem to define Blanche. Some songs are sad and pretty, while others have a powerful, spooky feel. The melodies trick you into singing along with tales of superstitions, garbage picking, fading trust, and feelings of lost hope. MUSIC ENROLLMENT UP AT WESTERN The department is enjoying a fin e crop of freshmen students this year. Although university averages are up approximately 6.9% ove rall. the music department has achieved a much higher percentage of increase in freshman student population. Western has a 71 % increase in the number of Freshman Music Majors. We believe this is due to the phenomenal support from our alumni this last year and a concerted etrort of faculty in the department to "spread the good word" about Western and in particular about the happenings in the music department. The two programs in the department which have increased the most arc the Bachelor of Arts program (56% increase) and the Bachelor of Music in Perlormanee (50%). All programs have increased in the number of 1986 Freshmen over the number of 1985 Freshmen. Sophomore. Junior and Senior level majors are exactly the same as last year, The marching band is 13% larger than last year. the Choral Union is 22% larger.
