The Maintenance of Portuguese as a Hetïtage Language in Wnnipeg is a study of the maintenance of the Portuguese language among members of the first and second generations in the Portuguese cornmunity in Winnipeg. In order to understand the context of this language maintenance, important details of the Portuguese immigration to Canada and of the Portuguese cornmunity in Winnipeg are presented. The study examines the extent to which the Portuguese language has been used by first and second generation members and determines the differenœs in language proficiency present in both generations. The respondents, members of 66 Luso-Canadian households in Winnipeg, were randomly seleded from the Winnipeg Telephone Diredory. The findings indicate that the Portuguese language is still widely used among members of the Portuguese cornmunity in Winnipeg, especially by members of the first generation, and mainly in the domains of family, friendship, church, and several businesses and services. Although approximately one third of second generation mernbers use Portuguese frequently, especially with their parents and grandparents, English is their language of preference in al1 other domains. In terms of language proficiency, both generations have high levels of wmprehension skills. However, there exists a wide gap between first and second generations in speaking, reading, and writing skills. In spite of the data indicating a gradua1 loss in language use in al1 its strands (wmprehension, oral, reading, and writing), there has been a conscious and continuous effort by the Portuguese institutions to develop cultural activities, as wll as language programs, in order to promote and maintain the Portuguese linguistic and cultural values in Winnipeg. i ACKNOWLEDGEMENTS 1 would like to express my gratitude to al1 members of the Portuguese community in Winnipeg, especially the respondents, who generously agreed to participate, thus wntributing to the completion of this study. CHAPTER I INTRODUCTION TO THE STUDY The phenornenon of migration from a home country to a different linguistic and cultural environment pressures the newly arrived immigrant to face the dilemma of acculturating into the new society while simultaneously responding to the responsibility of maintaining and transmitting his or her language and cultural values. Recognizing that both the language and culture are the strongest links that unite a geographically dispersed people connecting them to the country of origin. Correia de Jesus (1990).     Ana Isabel Correia Martins* The Official Inaugural Speech of Royal College of Nobles in Lisbon (1766): A Rhetorical Performance Supporting a Pedagogical Purpose DOI: http://dx.doi.org/10.12775/LC.2019.045 Abstract: The Europe of the 18th century manifested a keen interest on the education of nobles and Portugal was in line with this current tendency, founding the Royal College of Nobles in Lisbon. My main interest is the study of the official inaugural speech, delivered on 19th March of 1766 by Michael Antonius Cierae, a Latin discourse, never completely translated or deeply studied1. This 13 rhetorical performance is an important source to study the new pedagogical program conceived by of the King Joseph I and his minister José Sebastiăo Carvalho e Melo, also known as Marquês de Pombal, after the expulsion of Jesuits. This discourse represents a broad view of political philosophy and for this reason, I decided to divide the present article in three parts. First, I circumscribe the political and historical context in Europe, then analyse the creation’s circumstances of this Royal College, and shed light on the rhetorical structure of speech, its subjects and topoi articulated under 4(32) 2019 all partes orationis. I expect to recognize in which way this official speech reveals the pedagogical philosophy to understand the political polemics and controversies of this period in Portugal. Dimension (Short) Historical background The History of Portugal has a very important event, known as the ‘25th of April’, the day when the ‘Carnation revolution’ took place, in 1974. Therefore Portugal is a young democracy – and such fact explains in part what happened latter on in the 80’s, namely in what concerns education. The main legal document on education – Lei de Bases do Sistema Educativo – was approved in Portugal in 1986, instituting education as free and mandatory for the first time for 9 years and until the child is 15 years-old. In 2009, the legal document Lei n. 85/2009 (27 August) established the extension of the age of compulsory schooling to 18 years-old, changing the compulsory education from 9 to 12 years of schooling. Preschool education, intended for 3-6-year-old children, is optional and is often given in public or private kindergartens; basic education lasts for 9 years, from the ages of 6 to 15, and comprises three sequential cycles; after finishing the secondary school, i.e., the 12 years, students can apply for a position at the higher education. The 80’s were, according to Figueiredo (2007), one of the most encouraging decades to the development of what is usually called Information Society, as, following the reforms of the previous education minister Veiga Simão (1970-74), the number of researchers earning a PhD abroad had increased “returning to the country enriched with varied experiences and willing to change a country recently released from a dictatorship” (Figueiredo, 2007: 143).

    MIGUEL MONIZ The Day of Portugal and Portuguese Heritage, Social Exclusion, and Imagined Mobilities: Legacies of Racialized Migrant Industrial Labor in Contemporary New England ABSTRACT: Commemorations and monument dedications have been part of Portu- guese-speaking migrant place-making and as responses to social exclusion in New En- gland since these arrivals settled in and built industrial and agricultural worker com- munities beginning in the late nineteenth century. The racialization of migrant laborer identities imposed by discourse and law and supported by scientific studies relying upon genetic data, assisted politicians and elites during the second Industrial Revolu- tion to limit the civic and labor organization rights of workers. This study examines the complex history of Portuguese worker strategies to confront their civic, social, and ra- cial assimilability through civic associations that organized migrant participation in U.S. national celebrations (Fourth of July, Pilgrim ceremonies, war veterans’ memorials) and migrant community commemorations (including Portuguese heritage days and mon- ument dedications like Dighton Rock). Contemporary Day of Portugal celebrations and other heritage dedications that shape social participation in multi-cultural democracy are examined in light of the legacies of white nationalist strategies advocating for Por- tuguese social mobility. The study examines how some of the ritual elements of today’s celebrations yet promote discourses of racialized laborer hierarchies.
