    Paper prepared for The Fourth Euroacademia International Conference Identities and Identifications: Politicized Uses of Collective Identities Venice, Italy 4 – 5 March 2016 This paper is a draft Please do not cite or circulate 1 Contested identities among Japanese-Bolivians pre-war and post-war descendants Yvonne Siemann, University of Lucerne The first phase of Japanese migration (“pre-war migration”) to Bolivia started in 1899, when individual Japanese escaped from Peruvian plantations to Bolivian Amazonia. In the 1950s, two Japanese agricultural colonies were founded in Santa Cruz department (“post-war migration”). After a difficult start, many post-war Nikkei (Japanese descendants) have achieved considerable material wealth and an excellent reputation, whereas pre-war Nikkei have often been less successful. Although ‘Nikkei’ can apply to all those with Japanese ancestors abroad, not everybody is considered Nikkei in practice: many pre-war descendants do not identify as Nikkei or join Nikkei activities. However, at the same time, some pre-war leaders claim legitimacy as descendants of the first Bolivian Nikkei vis-à-vis post-war descendants. All these discourses have been influenced by official policies of the Japanese state, Japan’s economic situation and Bolivian notions of citizenship. So how is Bolivian Nikkei identity defined by whom, how and why? What are the discourses of inclusion and exclusion, where are intersections with class identification and what does that mean for the creation of a Bolivian Nikkei community? My research is based on a one-year stay in Bolivia (Santa Cruz area).     1INTRODUCTION (1) Background of the Study The Republic of Bolivia is a landlocked country located between 10 degrees and 23 degrees South, has an area of 1,098,581km2 (3 times as large as Japan) with a population of 8,137,000 (1999), and is also known as one of the poorest countries in Latin America. Bolivia continues to promote popular participation and decentralization laws, as it maintains its policies on free economy. The Bolivian government has launched “5-year National Plan = Action Plan (1997-2002)” with the purpose to alleviate poverty. In the medical and public health sector, it aims to reduce by half under-five mortality rate and maternal mortality rate, addressing policies on a) introduction of Basic Health Insurance, b) improvement of nutritional status, c) infectious disease control (e.g., Chagas' disease, malaria, tuberculosis). Beni Department occupies 213,000km2, 20% of the nation’s total land, and has approximately 365,000 people (2001 Census) that account for the second lowest population density in the country. The annual population growth rate in Beni is rather high at 3.16%, while that of the urban areas is 5.19%, and the rural areas 0.43%, showing a remarkable trend of migration from rural areas to urban centers. Three major illnesses in Beni are ARI, malaria and diarrhea. Three major causes of death are heart disease, diarrhea and pneumonia. Diarrhea, ARI and malnutrition account for high infant mortality rate. Maternal mortality rate is also high, though the rate of rural areas is twice as high as that of urban areas.

In these missions Western Baroque music was used as an instrument of evangelization, and after the expulsion of the Jesuits from Latin America in 1767 the Indigenous people continued performing this music and preserving the scores. This music can be found today in the archives of Chiquitos and Moxos, the only mission archives in Latin America (Nawrot 2000). Since 1996 young people of Moxos perform this repertoire at the San Ignacio de Moxos Music School and its most important ensemble: Ensamble Moxos. A: THE UNITED STATES AND 13 LATIN AMERICAN COUNTRIES The United States government initiated and orchestrated the exchange program, assuming all expenses and responsibility. The Department of State was responsible for the deportations from Latin American countries and the exchanges with Japan. The Department of Justice was responsible for interning Japanese Latin Americans in the United States. 13 Latin American countries cooperated with the exchange program by apprehending, detaining and deporting citizens and permanent residents of Japanese ancestry: Bolivia, Columbia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama and Peru. Q: HOW MANY JAPANESE LATIN AMERICANS WERE APPREHENDED, DEPORTED TO & INTERNED IN THE UNITED STATES? A: 2264 JAPANESE LATIN AMERICANS + 68 BABIES BORN DURING INTERNMENT 2264 men, women & children of Japanese ancestry, citizens & permanent residents of 13 Latin American countries) At least 331 men were also interned at the U.S. military base in Panama (some being forced to perform hard labor) before being sent to internment camps in the U.S. 68 babies were born in Crystal City Internment Camp, Texas between 1942 and 1947. ? persons died while in custody between 12/41 and 2/27/48 (when Crystal City Internment Camp officially closed).
