Oldham Council Date: 04 June 2019 Children’s Services SEND Service PO Box 40, Civic Centre, West Street, Oldham, OL1 1XJ Tel: 0161 770 4269 Fax: 0161 770 4277 Dear Parent/Carer Re: Update on your allocated Local Authority SEND Officer and briefing on improvements made to the provision of SEND services in Oldham I am pleased to report that our SEND Officers have now been allocated specific schools and will be responsible, with the school SENCO, for the review and maintenance of Education, Health and Care Plans (EHC Plans), for any child/young person attending a school or setting. This will mean that your son/daughter, along with the school SENCO will have a named contact for communication regarding their EHC Plan. It also means where an Oldham child or young person with an EHC Plan attends: • a school outside of Oldham, the ward in which they live will be used to determine the named officer. For example, if a child/young person attends a school in Bolton and lives in the Failsworth West area, the named officer would be the officer covering the Failsworth West area. • a post 16 provision (college, further education, training college, apprenticeship), the ward in which they live will be used to determine the named officer. For example, if a young person attends Oldham College and lives in the Failsworth West area, the named officer would be the officer covering Failsworth West area. • a school in Oldham, there will be a named officer for that school dependent on the ward it is located in. We can confirm that there will be a deputy officer allocated to all schools and settings in the case of annual leave or absence. I hope this information reassures you of our commitment to offer a bespoke and personal service which better meets the needs of your family and gives you a named contact in the school through the SENCO as well as a Local Authority contact. Attached to this letter is a complete list of wards, schools and named officers. Parent/carer event (11 July 2019) I can also report that within Oldham Council and NHS Oldham Clinical Commissioning Group (Health) we have significantly increased the resources allocated to SEND and re-focused our efforts on how to improve co-production with families when creating a high quality EHC Plan and updating annual reviews. If you have been working with our team over the past year, I do hope you have seen a positive difference and are satisfied with the quality of service you have received. We will be running a parent/carer event on 11 July 2019 and this will be an opportunity to celebrate the changes made and listen to the voices of families about how we can continue to improve further. We will be in touch with you soon with more details on venue and times for the parent/carer event, which we’d love for you to attend. The Local Offer is an easily accessible, one-stop hub of information that details support, guidance and support for children and young people with SEND and their families. Transport offer In other news, we have also completely reviewed the SEND transport offer and worked hard to ensure that all children and young people are safe and appropriately transported, irrespective of their need. We are trying to be creative in order to help our young people become independent as they grow older. Once again, any comments on the significant changes we have made are welcome. Our objective as a local partnership, which includes Oldham Council, Health (CCG) and the Parent Carer Forum (POINT) is to serve the SEND community in Oldham, ensuring that our children and young people achieve the very best outcomes possible to help them thrive. We aim to co-create our polices and practice with parents/carers and listen and respond to feedback. However, we recognise that some parents/carers may still have some concerns and anxieties and your local SEND officer will, where possible, aim to help and advice you. Faith ~ Vision ~ Nurture Dear Parents, Guardians and Carers, This has been a short and very busy term! It is the business term, when students and staff are all focused on the exams to come, and the work that has to be submitted, marked and sometimes improved. Fortunately we haven’t had to contend with much snow (Friday, 4th March presented a few challenges with transport, but the Snow Zone Policy worked well. Thank you for your support), and good progress has been made. The newsletter focuses, as always, on what students have been doing in different areas of the school, and it is staff who generally tell the story. But this year I have asked Rebecca Howarth from Year 7 to introduce the term’s news. As an introduction to Blue Coat, and to all those happy (but possibly slightly apprehensive) Year 6’ers who have just got their letter, it’s a gem! (See below, and thank you). The girls arrived at Bluecoat opti misti c and ready to take the win. With some excellent fi elding in the fi rst innings, we kept their scores low. Superb batti ng and tacti cal play saw us enter our 2nd batti ng innings with only 1 rounder needed to win the game. We did this easily on our 1st ball, with Emilie taking the win immediately. We stopped the game here at the request of the oppositi on and due to the heat, knowing our place in the fi nal was safe. A great performance by all and I look forward to the fi nal which will take place on Tuesday 10th July, 4pm at Oasis. POM: Emilie N. However, students will need to show an IGO pass to travel at the concessionary (reduced) fare. If students do not have an IGO pass, they will have to pay a higher fare. Most of the journeys shown in this timetable are funded by Transport for Greater Manchester (TfGM). The majority of TfGM funded services charge a standard fare and also offer daily return tickets. In some cases, the return ticket can also be used for travel on other journeys which serve similar areas – even if it is provided by a different operator. On most services, students can also buy a weekly scholar’s ticket, which costs £7.60. These are ONLY valid on schooldays on school buses and are available from the bus driver on all services where they are applicable. Executive Summary In 2020 the pandemic caused the closure of schools and cancellation of examinations. Students were awarded their centre assessment grade or calculated grade, whichever was higher. This increased grades and meant that results for 2020 could not be directly compared to other years. In addition, performance data is not available at the school level, making 2020 analysis very limited. This paper provides a performance overview by summarising 2020 published data and reflecting on trends in 2017-2019 published data. In 2020, GCSE and A’ level outcomes for Oldham pupils were below national averages and the gaps between Oldham and national averages were wider than previously. The trends from 2017 to 2019 show a widening gap between GCSE and A’ level outcomes in Oldham and those nationally. In some cases, the return ticket can also be used for travel on other journeys which serve similar areas – even if it is provided by a different operator. On most services, students can also buy a weekly scholar’s ticket, which costs £7.30. These are ONLY valid on schooldays on school buses and are available from the bus driver on all services where they are applicable.
