“Greetings to everyone. I am proud to be the secretary-elect for the Indianapolis chapter of ASMC for the 2020-2021 year. I am an accountant in the Disbursing department at DFAS and I have been with DFAS for two years. I received my bachelor’s degree in accounting and business administration from San Diego State University and my master’s degree in Accounting from Kelley School of Business, Indiana University. I am a wife of 20 years and mother to five children. Before I began my career at DFAS, I was a co-founder of the community outreach mission, Angels in Progress, based in San Diego County. Our mission was to serve the over-populated homeless community with food, clothing, hygiene essentials, and resource support. My interests include cooking, baking, reading novels, and hosting dinner parties. I enjoy live comedy shows, camping, and traveling.”

ASMC NATIONAL HEADQU ARTERS

Although the Professional Development Institute (PDI) was canceled this year, ASMC headquarters has been busy hosting live Webinars, conducting random drawings, and adjusting to the current environment through changes like CDFM Virtual Exams.

During what should have been National PDI, ASMC headquarters held random drawings among all current members for CDFM textbooks and PDI 2021 registrations. There was no need enter, your membership was your entry. So, a friendly reminder to all to make sure your membership is up to date. One lucky ASMC Indianapolis Chapter member, Victor Hong, won a CDFM textbook! Congratulations Victor!

Individual chapter accomplishments are announced during PDI and although we weren’t able to receive recognition on stage we are still elated to announce that ASMC Indianapolis retained our Five Star Recognition AND were awarded for Community Service Excellence. Kudos to everyone involved! Those who choose the online proctored testing will still have to follow all the steps listed in the CDFM Candidate Handbook.

STATEMENT BY THE EXE CUTIVE DIRECTOR OF ASMC ON THE DEATH OF GEORGE FLOYD

For the past 75 years, the American Society of Military Comptrollers (ASMC) has been bringing people together toward our purpose of promoting education, training, and professional development in all aspects of defense financial management. We are the voice of the professionals that comprise the defense financial management community, and it would be unworthy of our membership not to exercise that voice at this point in time. Most of the 15,000 members of our Society are currently serving our nation or have served in the past, having taken the oath to support and defend the Constitution of the United States. Our Constitution provides all citizens equal protection under the law. And yet, last week on Memorial Day, George Floyd was denied equal protection under the law. Rather, his life was taken violently and without any justification by members of our nation’s law enforcement. ASMC grieves over the death of George Floyd. We stand up for his family and for all of the African-Americans in our Society, in recognition of this horrible example of the continuing unfair treatment, inequality, and racism in our nation. We are all indebted to the members of our nation’s police forces who serve honorably in protecting all people (regardless of their color) equally under the law, however it is clear that we must call upon the mayors and chiefs of police of every municipality to review their policies, procedures, training, culture, and leadership climate, to end racial discrimination. Our justice system must deliver equal protection, freedom, inalienable rights, and justice guaranteed by our Constitution to all. We must be as committed to social justice, inclusivity and leadership as we are to the professional development and advancement of our members. We welcome and encourage your input, and encourage all of our members to engage with each other openly and honestly to ensure that Americans participate in and contribute to a world free of prejudice and racism.

SCHOLARSHIP NEWS

ASMC Indianapolis Scholarship Recipient

Danielle Tinsley, daughter of ASMC Indy Chapter Member Karen Tinsley, is this year’s recipient of our Indianapolis Chapter’s ASMC Graduating High School Senior scholarship. Our chapter scholarship of $1000 will be used to help with the costs of her first year of college.

Danielle graduated from Pendleton Heights High School in Pendleton, IN, with a 4.08 GPA. She was a member of the Pendleton Heights High National Honor Society chapter (2 years) and of the Spanish Club for all 4 years of her high school career. She was also a member of the Beta Club (4 years), performing community service and mentoring/tutoring elementary students. As a member of the Purdue University chapter of the American Society of Civil Engineers, Danielle participated in the ASCE Bridge Bust Tournament for two years.

Danielle was also an active member of Pendleton Height’s Golf Team, qualifying to play varsity in her freshman year. She was voted MVP for the Golf team 3 years Did you know ASMC wants running, and served as Team Captain in her senior year. She also played varsity to give you money?! Be Basketball for Pendleton Heights for two years. sure to keep an eye out for all the different types of scholarships offered. Danielle will be attending Huntington University in Indiana, where she will major in Mathematics while also continuing to play golf collegiately.

If you’ve been keeping up with your emails you probably read about the selection of Cathy Van Hoesen as the new Director of Finance Standards and Customer Service. But did you know she’s a member of ASMC? How exciting to applaud the success of one of our own! In the words of Direc- tor Audrey Davis, “Mrs. Van Hoesen is a collabora- tive and proactive leader with a proven record of accomplishments leading diverse efforts and teams to success at both DFAS and with the De- partment of Navy (DoN).”

Q&A with Cathy

 Can you give us a brief background on your career leading up to your new Senior Executive Service (SES) position. They partner across the Agency every day to ensure our customers are paid accurately and timely which is especially critical in the times we find ourselves in today.  Do you have short/long term goals for this position?  My short term goal in this role is to get to know the team, the mis- sion and how we can continue to drive standardization across the enterprise. My long term goal is to continue to drive change, ensure the team is ready to lead in a dynamic environment, and identify creative solutions to improve business processes. We cannot stay the same, we must find ways to drive value to our customers and for the DoD and I’m excited to be a part of that.

 How does this align with your life goals?  My goal in life is to add value and drive teamwork whether that is at DFAS, in partnering with my husband to raise our girls to be good people and leaders, and within our community.  What inspires you the most?  I am inspired by people that are positive, willing to help, and who drive change. I have had the good fortune to learn from some very strong leaders that you can be successful while keeping a positive outlook, you can find great success in teams, and you can really have fun along the way.  What advice do you have for anyone hoping to advance their career at DFAS or in general?  I have been lucky throughout my career to be guided by leaders who were willing to lean into me and help me grow. I recommend you find a couple of mentors and talk with them. It does not have to be a formal relationship but seek out those that are willing to al- low you to ask questions, listen to their thoughts and then work to Did you know DFAS has a apply them. A NOTE FROM ASMC IND Y PRESIDENT

Dear ASMC-Indy family,

I am honestly not even sure where to start this note. These are difficult times. There is so much going on right now. The COVID pandemic has caused us to change how we live our lives, how we view the world and how we interact. It has reminded me that we do not all experience life in the same way or live with the same risks. The events of the last few weeks have brought that home even more. The disparities and inequities of our systems are continually being exposed to us all.

I wish I could say that these were all new issues, but they are not. I re-read Bobby Kennedy's comments from the night the Martin Luther King was assassinated and they still ring true today - 52 years later. His words direct us to a future we have not yet found and that makes me sad. I can only speak from my own experience and what I know to be true in my family’s life and mine. We all view life through different lenses. We have all experienced life in different ways. I cannot fully comprehend what I have not lived but I

can learn about it. None of us is on the exact same journey as we move toward our goals of diversity, equity, and belonging.

I also know that many of us joined ASMC because it represents a diverse group of individuals with a common goal of providing the best defense financial management possible. Now is a perfect time to recharge our commitment by doing all we can, together. We may not be able to change the world, but we can continue the work that we have been doing for many years, like serving our communities and helping others (Sandy Arnold, Community Service Chairperson, is always looking for volunteers). Now is a perfect time to lean in and listen to those who may need to share. Learn about communities different from yours. Seek out organizations that need your support. Enhance your skill set professionally. This will only make you and our chapter stronger.

All I can say is I am proud to be your President and serve alongside you in the extraordinary journey we are on, together.

BEING AN ALLY

I think it is fair to say that most people have experienced privilege to some degree, whether it is because of our education, income, gender, occupation, sexuality, etc. Unfortunately, the degree to which some people experience privilege is largely disproportionate, especially when it comes to race. For those of us lucky enough to not experience (or experience to a lesser degree) injustice because of the color of our skin, we cannot discount the experiences of those who do experience it. “Black Lives Matter” has risen as a cry for justice, a call to attention to the systemic racism that has long existed, a call for change. Some have taken this movement and decided to tack on an invisible “Only” in front. That is misguided. Focus does NOT mean exclusion.

If my friends and I are at a restaurant and they all get their food but me, so I ask, “Where’s my food? I’m hungry.” The response from my friends and the server shouldn’t be, “We’re all hungry” as my friends sit with food or begin to eat without me. I’m not mentioning my lack of food or being hungry to Did you know that alt- invalidate anyone else’s hunger. BEING AN ALLY

What does learning and practicing the skills of being an ally mean? It can be as simple as listening or providing emotional support. It’s useful to use Susan Silk and Barry Goldman’s Ring Theory. This theory can help in many situations from death of a loved one to the Black Lives Matter movement. Basic premise: 1. Draw a circle. In this circle write the name of the person at the center of the crisis. 2. Draw a larger circle around the first. In this circle put the name of the person/ people next closest to the crisis. 3. Keep drawing larger circles and in each circle put the next closest person/ people.

Did you know Ring Theory works in many situations. If you’re at your beloved grandmother’s funeral, you don’t want to hear a friend complaining about the traffic on the way there

or how horrible the food is at the wake. As someone outside the center circle we should be thankful not to be in the center of the trauma, instead empa- thize with those who are.

They can curse, moan, complain, scream, whatever. Everyone else can too… but only to people in the same or larger rings. You want to direct support/comfort inwards and dump outwards. Remember that this exercise isn’t to devalue/value some people’s feelings/opinions over others. This is a way to spare the people who already have a lot to deal with, and to instead encourage and support them. TRACKSIDE NOTES Page 13

How do we take action to make individual/societal/institutional change?

There are many ways to take action. We may be more comfortable with some forms than others; it’s up to each person to decide if/how they want to take action.

Some possibilities:  Protest- Whether in a group or individually, can be profound and impactful. A person/people’s act of dissent can lead to much bigger change: American Revolution, Boston Massacre, Boston Tea Party, American Civil War, Civil Rights Movement, etc.  Donate time or money to organizations- There are many scam organizations so it’s important to research before donating money but there are lots of legitimate nonprofit organizations that can use your help: ACLU, NAACP, Legal Aid Society, Know Your Rights Camp, etc.

 Support Black Owned Businesses– Being a small business is hard enough, but other factors can make it harder. Support local.
