INTRODUCTION This annex summarises the way in which the Kent Waste Local Authorities have prepared their Joint Municipal Waste Management Strategy (the Strategy). It contains information on: • Who was Involved in Developing the Strategy; • Officer Engagement; • Member Engagement; • Community Sector Engagement; • Wider Community Engagement; • Strategy Publicity; • Sustainability Appraisal. KENT WASTE PARTNERSHIP 3 2. HOW WAS THE STRATEGY DEVELOPED? 2.1 WHO WAS INVOLVED IN DEVELOPING THE STRATEGY? Kent’s Joint Municipal Waste Management Strategy (JMWMS) has been developed through the Kent Waste Forum (KWF) over a number of phases from September 2005 through to November 2006. The Kent Waste Forum comprises of elected members from each of the twelve District and Borough Councils in Kent, the County Council, the Association of Parish Councils, the Environment Agency and ReMaDe Kent and Medway. Representatives from Medway Unitary Authority also attend, and input into Strategy development. The KWF meets roughly three times a year to discuss current and future issues. Support in developing the Strategy was provided by Environmental Resources Management Ltd (ERM) funded by Department for Environment, Food and Rural Affairs (Defra). The JMWMS strategy has been developed in parallel to the Waste Development Framework (WDF), which focuses on the planning and site procurement aspect of waste management in Kent. The WDF consultation ran concurrently with the JMWMS consultation, with many participants commenting on both. 2.2 STAGES IN STRATEGY DEVELOPMENT The key stages of the Strategy development are illustrated below: Figure 1 – The Strategy Process The Strategy Process Working Principles Criteria (for each tier of hierarchy) Development of ACTION ACTION of Development Reduction & Re-Use Recycling & Composting PLANS Residual Waste Final Objectives & Targets Annex A provides a detailed timeline of the Strategy progression. OFFICER ENGAGEMENT 3.1 OFFICER WORKSHOPS From August 2005 until April 2006 a series of officer workshops involving representatives from each of the twelve Districts, Boroughs and KCC were run by ERM to develop the draft Strategy. These workshops ensured that all authorities were in agreement and involved when developing the policies. The workshops provided each Authority the time and opportunity to offer their detailed views. 3.2 WHO WAS INVOLVED? There were a number of workshops covering each topic. At least one officer from each of the District and Borough Councils and KCC attended a workshop on each theme. 3.3 MEETING DETAILS • Four ‘Visioning’ workshops were held on 30th August 2005, 9th September 2005, 12th September 2005 and 15th September 2005. As a result of these workshops a set of objectives and important principles were developed. These objectives and principles provided a draft vision for how waste should be managed in Kent in the future. • Three ‘Waste Minimisation and Recycling and Composting’ workshops were held on 7th November 2005, 10th November 2005 and 11th November 2005. The waste growth rate and strategic recycling options, including kerbside collections, were discussed at these meetings. • Three ‘Residual Waste’ workshops were held on 21st November 2005, 22nd November 2005 and 23rd November 2005. This workshop focused on the residual waste technology options available to increase capacity and recovery in Kent. • Four ‘Finding the Way Forward’ workshops were held on 19th April 2006, 21st April 2006 and 28th April 2006. The overall objective of these meetings was to develop the Headline Strategy and the policies within it. KENT WASTE PARTNERSHIP 5 4. MEMBER ENGAGEMENT 4.1 KENT WASTE FORUM The existing Kent Waste Forum (KWF) steered the process of Strategy development and were used as a vehicle to engage members’ views as representatives of the people of Kent. The meetings involved the presentation of key Strategy information with the opportunity for further discussion. 4.1.1 Who was Involved? Invitees to the KWF meetings included: elected Members and officers from each of the Kent District and Borough councils and Kent County Council and community representatives such as Kent Association of Parish Councils, Medway Council, ReMaDe Kent and Medway and The Environment Agency. 4.1.2 Meeting Details Six KWF meetings were held at specific stages of Strategy development. • 13th October 2005, East Malling Research Centre. Introduction to the Strategy and presentation by ERM consultancy. The Working objectives of the Strategy were agreed. • 13th December 2005, University of Greenwich Conference Centre, Kings Hill, West Malling. Overview of waste minimisation, recycling and residual options, presented by ERM. Copies of the Baseline Report for the Strategy were distributed to all authorities. • 9th March 2006, University of Greenwich Conference Centre, Kings Hill, West Malling. The Strategy timescales were reviewed. ERM discussed their plans to work with individual authorities’ officers in April 2006 and to hold workshops at the end of April with the aim to gain a consensus on waste minimisation, recycling, composting and residual waste options. It was decided that a ‘Headline Strategy’ should be prepared by May 2006. It was agreed that the Headline Strategy should be shared as a consultation draft with the Kent Waste Open Forum representatives during June/July 2006. It was decided that the revised Headline Strategy and Action Plan would be available for adoption for each authority at the end of September 2006. • 5th July 2006, University of Greenwich Conference Centre, Kings Hill, West Malling. The draft consultation Strategy was discussed and agreed upon. The group was informed of the accessibility of the public consultation process and the surrounding publicity. ERM presented the timetable of the next stages of the Strategy development. The development of action plans was addressed. • 19th September 2006, University of Greenwich Conference Centre, Kings Hill, West Malling. An update on the consultation process was given, with details of publicity undertaken. It was noted that all information from the consultation will inform the Headline Strategy and Action Plans. • 16th November 2006, University of Greenwich Conference Centre, Kings Hill, West Malling. KENT WASTE PARTNERSHIP 6 ERM presented on the consultation responses. Following the consultation feedback, amendments to the Headline Strategy where agreed. The KWF agreed that the Strategy should now be accepted for adoption. 4.2 MEMBER BRIEFINGS Member briefings and roundtable discussions were held to provide Members with the opportunity to discuss the Strategy with ERM and raise any issues. The events provided education and information about the Strategy development. 4.2.1 Meeting Details • June 2005 This briefing introduced the Members to the Strategy process. • 29th November 2005. This briefing offered Members the chance to address issues that were emerging in the preparation of the draft Strategy. • 13th December 2005. During this Member briefing ERM presented the progress so far and the next steps in the Strategy development. • 12th June 2006. At this Member briefing the key features of the draft Headline Strategy were discussed, with particular reference made to recycling and composting targets. KENT WASTE PARTNERSHIP 7 5. COMMUNITY ENGAGEMENT 5.1 KENT WASTE OPEN FORUM MEETINGS Kent Waste Open Forum (KWOF) meetings were held for the key stakeholders in waste management to ensure that the Strategy was informed by a broad range of views. These interactive sessions were held to engage further stakeholder participation. 5.2 WHO WAS INVOLVED? Invitees to the KWOF meetings included: elected Members and officers from each of the Kent District and Borough councils and Kent County Council. Representatives from the voluntary, community and waste industry sectors, the Environment Agency, neighbouring authorities, Parish councils and the local community were also invited to attend. 5.3 MEETING DETAILS Three KWOF were held at key stages of the Strategy development. • 13th October 2005, University of Greenwich Conference Centre, Kings Hill, West Malling. The first meeting focused on the strategy vision and principles. It was agreed that a clear waste management vision statement was necessary for Kent. The group discussed options, initiatives and targets with regards to waste minimisation, recycling and composting. The group evaluated the Landfill Allowance Trading Scheme and different waste technology options. • 9th March 2006, University
