From the editor ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

The sound of early morning birdsong and the sight of green tips appearing in the garden are very welcome after the bitter cold winds and severe icy frosts we have endured over the last few weeks. We are all glad to see Spring arriving and the opportunity to venture out in the garden in the sunshine without warm winter coats, and even familiar buildings are emerging from scaffolding showing bright new roof tiles !

We would like to thank all our contributors for sending in their news and pictures to reflect the activities of the Valley. We are grateful to Rupert Edwards for reviewing the 2011 accounts and to our Hon Treasurer Susan Chance for managing the finances. The good news is that advertising revenue and donations do just cover the print cost !

In this issue, read about our local schools’ ‘Olympic Torch’ on its journey through Dorset and information on the Piddle Valley Neighbourhood Plan. Since the Parish Council meeting, Richard Drewe has agreed to Chair the Piddle Valley Neighbourhood Plan Working Group. This has met already and will be meeting regularly, with progress included in News & Views.

MARRIAGES MADE IN HEAVEN?

Our (comparatively) new Bishop of Salisbury, Nicholas Holtam, recently gave a wide-ranging interview to The Times. The resulting article focused on what he said about civil partnerships.

A couple of days before Bishop Nicholas’ interview, Archbishop John Sentamu had expressed a traditional view of marriage when interviewed by the Daily Telegraph: “Marriage is a relationship between a man and a woman and that's marriage. We supported civil partnerships (the bishops in the House of Lords), because we believe that friendships are good for everybody. But then to turn civil partnerships into marriage, that's not the role of government to create institutions that are not of its gifting. I don't think it is the role of the state to define what marriage is. It is set in tradition and history...” For expressing that view he has received racist emails.

Bishop Nicholas acknowledged that he used to hold a traditional view but now “I think same-sex couples that I know who have formed a partnership have in many respects a relationship which is similar to a marriage and which I now think of as a marriage.”

In a subsequent radio interview, Bishop Nicholas stressed that it was now time for an open and honest conversation in the church and to revisit the traditional portrayal of homosexuality in the Bible where it is predominantly “idolatrous, promiscuous and exploitative. ... What has happened now is that we have begun to see in a way, which is not there in the Bible, that there are people in same sex relationships who are living faithfully and lovingly for life. ... I don’t think there is much there [in the Bible] which addresses the issue of faithful, same sex relationships. ... The real problem with civil partnerships is that they are a contract: there is no religious content to them whatsoever. And Christians who have contracted civil partnerships are saying that they want a covenantal relationship in which they promise themselves to one another lovingly for life and where it is possible to be prayed with and for within the life of the church.”

In a note to the clergy of the diocese, Bishop Nicholas said, “I am committed to a Church in which diversity is respected and differences of view are handled creatively. Jesus is present when two or three are gathered in his name and the task for us as a Church is to seek him faithfully together.”

Holy Baptism Riley John Kellaway was baptised on the 22nd January 2012 at St Martin’s, Cheselbourne.

Holy Matrimony The marriage of Robin Armstrong and Sarah Henry was blessed at St Martin’s, Cheselbourne on the 10th December 2011.

Funerals The funeral of Lilian Joan Granger of Piddlehinton took place at Weymouth crematorium on the 13th January 2012.

The funeral of Henry Charles Walker of Cheselbourne took place at St Martin’s, Cheselbourne on the 17th January 2012 followed by burial at St Andrew’s, Melcombe Horsey.

The ashes of Benjamin Gwynne Cox of were interred at All Saints’, Hilton on the 18th January 2012.

The funeral of Terence Edward Hunt of Piddletrenthide took place at Weymouth crematorium on the 30th January 2012.

Benefice Policy for Protecting the Vulnerable

The Benefice of the Piddle Valley with Hilton, Cheselbourne and Melcombe Horsey has published a draft ‘Policies and procedures for the protection of children and young people and of vulnerable adults’. This can be viewed on the Piddle Valley website www.piddlevalleyinfo on the Church Information page, index on left hand side.

Lyscombe Chapel

On Easter Eve an Easter Vigil will be held at Lyscombe Chapel (see cover photograph). Few people know this isolated Grade II* Listed building, tucked into the valley to the east of Plush. The chancel is 12th Century and the nave was almost entirely rebuilt in the 15th-16th Centuries. It was later probably used as a house, but by the beginning of this century the Chapel and neighbouring Priest’s House had fallen into a ruinous state. In 2005 they were repaired with a DEFRA grant, and converted into a public space. The chapel was blessed by the Bishop of Sherborne and is occasionally used for special services. In 2007 the renovations received a Civic Trust Award.

Lent Lunch

Lent Lunch will be held at East Farmhouse, Piddlehinton on Friday 30th March at 12.30. Lunch is free, being the usual fare of bread & cheese and water, but there will be a collection. News from the valley villages ~~~~~~~~~~~~~~~~~~~~~~

Alton Pancras

AP Tim Hurren and Kelly James of Barcombe Farm Cottages had an early and no doubt well-wrapped Christmas present with the arrival of their daughter Scarlett. She’s only three months old and has already lived during two different years!

AP Nigel and Sue Brazier had not been at Grey Thatches long before an elderly lady knocked on their door and said she had stayed in their house in earlier days when it was a B&B. Has anyone any knowledge of a B&B there, or elsewhere in AP?

AP Had the valley’s shop closed, it would have been very poignant for one of its regular customers. The parents of Rose Cosh (of Boldacre), Albert and Nellie Elsworth, had run AP’s post office and general store since 1946 with Rose particularly busy delivering phone messages. It became a Post Office-only from c1970 due to the advent of supermarkets in Sherborne and Dorchester, and closed as a PO in 1976. It was located in the thatched cottage now called, wait for it, The Old Post Office, opposite the phone box!

News from the Alton Pancras Village Trust

Distribution of the proceeds of the Alton Pancras Village Fete 2012

The village fete will take place on Saturday May 26th. After consultation with stall holders and the PCC the fete proceeds for 2012 will be distributed 50% to the Village Church maintenance fund; 25% to the Dorset children's hospice "Julia's House" and 25% on a project or good cause for the Alton Pancras community to be decided after further consultation with the village. Any suggestions on this project to Rex Goddard.

Piddlehinton

It was a mild but starry night as the Piddlehinton carol singers set forth round the village. Our band of singers and young collectors did a marvellous job and collected £212.98 which was sent to Julia's House, the children's hospice. We were well sustained on our way with mince pies and mulled wine and ended up at The Thimble where we entertained a large party enjoying a festive supper! VILLAGE HALL GETS A NEW ROOF – THANKS TO THE BIG LOTTERY!!

Piddletrenthide Memorial Hall was erected in 1923 as a memorial to the servicemen from the Village that lost their lives in the Great War. During those 90 years (almost!) the Hall has served the Village well.

A few years ago the Piddle Valley Players who use the Hall for their annual productions had to work with a ceiling stained from roof leaks; other problems started to occur, with worrying frequency, and it was decided that the only way forward was to renew the roof – not an inexpensive business! Quotes were obtained, planning approval sought, and then the problem arose of funding! Luckily the Big Lottery Fund (thank you to everyone who buys a lottery ticket each week!) came to the rescue and approved an application for a grant. In this case £9,312 was awarded to the Memorial Hall and the work started on 9th January - it should be completed by the time this magazine reaches you.

Expect wordplay and wistfulness, poignancy and po- faced cheek from Matt, enemy of all that's difficult and upsetting. The show also features Matt's alter ego Empath Man, a contemporary superhero who fights crime with his advanced listening skills and ability to stay open and vulnerable in a tight situation. Matt Harvey was poet- in-residence at Wimbledon 2010, and recently featured in Artsreach & Ben Osborne's project 'Jurassic Journey' as an associate artist.

In these days of possible recession and resulting frugality in the way we live our lives Village Halls are of major importance in keeping communities together, providing inexpensive and local facilities for meetings of all kinds. How fortunate we are in Piddletrenthide that this venue continues to serve the Villagers.

THE NATIONAL GARDENS SCHEME IVY HOUSE GARDEN, PIDDLETRENTHIDE

As I write, the garden is dusted with the first snow of Winter and every growing thing is holding its breath. Snowdrops and daffodils, which were showing some precocity at the beginning of January, have now remembered their rightful bloom-time in the gardening calendar and hopefully the basketloads of tulips planted against the end of December will be in full flower ready to welcome our April visitors on Easter Monday. But this year we have bargained on visitors suffering from seasonal 'cabin-fever' and wanting to be 'out and about' even earlier, so our first opening of the year will be Sunday March 25th, when the hosts of daffodils and the last of the hellebores should be in full flush. Our last 'Opening' for 2012 will be on the first May Bank holiday, Monday 7th, in time for the first herbaceous perennials such as oriental poppies and bearded irises and perhaps the earliest crabapple blossom.

If you haven't visited before, you'll find our garden in the centre of Piddletrenthide, opposite the village shop/P.O. We garden on a steep south facing slope, with plenty of handrails and seats to assist your journey to the upper levels, where you will be rewarded with wonderful panoramic views of the Piddle Valley. Regular visitors will discover that both the lower and top wildlife ponds have been renovated and the borders surrounding them extensively replanted.

As some of you will know, a few months ago I put up a ‘PLEASE SLOW DOWN 30’ banner between the lay-by and the Thimble Inn in Piddlehinton. This has now been removed by somebody. The 1st Piddlehinton Brownies made that banner for Piddlehinton as they were concerned about the speed of the traffic through our valley. They also made one for Buckland Newton which some of you may have seen. Whilst I appreciate that the signs are not particularly aesthetic, we really believe that they can make a difference, if only to a very few drivers, and that is surely worth a try?

Our intention was simply to help the villages with the speed problem, and we would be very sad if anybody saw it in an unfavourable light.

If anybody does know the whereabouts of the sign, could they please return it to me or pop it on the forecourt of 7 High Street, Piddlehinton please?

The 2012 Dorset Best Village Awards include the two categories that were introduced in 2010 – a ‘People’s Project’ Award and an ‘Environmental Champions’ Award. We have revamped this long running competition to give it a fresh look, with categories that fit into today’s world.

If you are unable to enter on behalf of your village, any voluntary group or organisation can enter, i.e. Church, village hall, youth club, playgroup etc. Forty-two villages and hamlets entered in 2011, with over £2000 in prize money handed out to the worthy winners. In addition to these cash prizes and East, North, West and Purbeck District Councils, with the Dorset Echo, Dorset Magazine and the Blackmore Vale Magazine, offer supplementary special prizes - on top of the deserved acclaim gained by the winning villages!

Overnight on Wednesday 8th and Thursday 9th February 2012, business vehicles have had diesel syphoned from their tanks at the Enterprise Park Industrial Estate, Piddlehinton.

On 1st March there will be a talk by Bonny Sartin on “The Yetties” at 2.30pm in The Memorial Hall Piddletrenthide. Bonny was a member of the group for 50 years. At the AGM on 30th January, following the officer’s reports, the new committee including Ian Condon and Neil Herbert was duly elected. The evening continued with wine and canapes, followed by an excellent slide show of stunning views of nature through the lens of Ian Condon.

Elizabeth Jollife’s Show secretary’s report outlined the great support both the Spring Show and Summer Show receive in terms of adult entries, though sadly the children’s classes have had a very low number of entries.

Localism & Neighbourhood Plans ~~~~~~~~~~~~~~~~~~~

The Localism Bill is now an Act of Parliament. The Parish Council and District Councillor’s intentions for moving forward with a Village Plan for the Piddle Valley are outlined below.

Parish Council Report

Localism was Item 13 on the Piddle Valley Parish Council Meeting Agenda on 31st January. Councillors questioned what was involved, what was possible and what was required of the Council. Chairman John Cox informed all of the impact and opportunity that Localism offered in the Piddle Valley. Councillors were concerned on the timescale to produce a Neighbourhood Plan, were they required to do so, how it could be achieved, what it would constitute. They concluded they needed time to familiarise themselves with the Localism Act.

District Councillor Jacqui Cuff explained why the Localism Bill was so important now and into the future and outlined how the community could help shape their settlements and environments. She pointed out that, unlike many other areas, the Piddle Valley was very fortunate in having the Piddle Valley Design Statement. This document had been accepted by District Council and can be used as a basis from which to move forward, and expanded to control the planning of our infrastructure and environment for the future. The Village Design Statement can be found at www.piddlevalley.info/valley/design.pdf.

Councillor Cuff used an example of an application for a new dwelling on a farm site in Plush which, under current regulations, would be automatically refused. Under Localism, if there was support for an application for a new building, restoration of existing, removal and clearance of unsightly and dangerous buildings on this site, and it was included in the Piddle Valley Neighbourhood Plan, then a planning application could be considered for approval.

Councillor Cox invited those attending to contribute to the discussion. Peter Chance, who represents CPRE, attended the Cerne Abbas presentation when they reported on their progress as a Neighbourhood Plan Trial Area (see Jan/Feb PVNV). He stressed the importance of preparing a Neighbourhood Plan in offering the opportunity for the community to play a far greater role in the development of many aspects of Valley life. John Browning, who had been part of the Working Group producing the Piddle Valley Design Statement, suggested looking at the helpful guide on the Communities and Local Government website.

After further discussion on the structure of a Piddle Valley Neighbourhood Plan, the expertise needed and involvement of Councillors, it was accepted that the Parish Council would set up a Neighbourhood Plan Working Group to develop the Piddle Valley Design Statement. Councillor Cox welcomed their confirmation that such a group would be willing to set out a structure to go forward so the matter can be discussed at the next meeting. It was stressed that the Working Group would involve at least 2 or 3 Councillors, have direct contact with all the villages and involve specific expertise and skill throughout the Valley.

Neighbourhood Planning is one of the 5 key measures in the Localism Act and gives communities, for the first time, ‘a new way for communities to decide the future of the places where they live and work’, ‘a real voice in the look and feel of development in their area’. My personal request to each and every one of you is ask that you investigate what this means for you as an individual and for your community as a whole. Consider especially the potential impact on your future and the future of your family. Do you live adjacent to a patch of land that is ripe for development? Do you have an aspiration for a future enterprise in your area? What services do you think your community would benefit from? What do you want to preserve – is there a particular building, landmark or area you feel is important? Can you identify areas that need improvement or could be better utilised? Please become engaged in the process by making your thoughts and views known, these will make up the pieces of the whole jigsaw that will become the statutory planning document for your area. Piddle Valley Parish Council

Meetings

The Piddle Valley Parish Council holds monthly meetings in Piddletrenthide Memorial Hall, normally on the last Tuesday of the month, beginning at 7.30pm. Each meeting starts with a “Democratic half-hour”, during which any local resident may personally raise direct to the Council any matter that affects the Valley community. So, if you have something important to say, please either contact your local Parish Councillor or raise it during the start of the next meeting.

The next meetings are scheduled for: March 27th and April 24th.

Localism

The Parish Council agreed to set up a Neighbourhood Plan Working Group to consider the issues reflecting local aspirations and opportunities and to develop the Village Plan and Piddle Valley Design Statement – see the report in the Localism and Neighbourhood Plans section above.

B3143 – White Lines

There has been little formal feedback to the Council on this matter and we also understand that not only is it against the “Rural Roads Protocol” (a formally adopted Council Policy), but also the County have no money to repaint the lines anyway. It appears that, unless there is clear evidence that the removal of the white lines has created a safety issue, they will not re- appear!

Fast Broadband

A decision on the application to Central Government by The District and County Council for provision of Fast Broadband in Dorset should be known in the next 6-8 weeks.

Finger Signposts

Many of the traditional fingerpost road signs in the County have been vandalised recently. The cost of replacing these is substantial, but cheaper alternatives are not acceptable in Areas of Outstanding Natural Beauty or Conservation Areas. County are now apparently investigating whether these signs can be offered to be the responsibility of the local Residents, as an alternative to replacing with modern signs.

Empty Homes

West Dorset District Council and Weymouth & Portland Borough Council are very supportive of the programmes on TV recently highlighting the issues of empty homes and the desperate need for appropriate accommodation that many in our country are experiencing. The District and Borough Councils are urging local people to tell them about empty homes in their neighbourhood so that the owners can be approached with help and advice about potential funding to help bring them back into use. Gypsy and Traveller and Travelling Showpeople Sites

The public consultation period within Dorset is now over, however permanent and temporary sites are desperately needed. Piddle Valley First School ~~~~~~~~~~~~~~~~~~~~~~~~~~

A red double decker bus pulled up outside the school recently. Inside were the teachers and children from Cheselbourne School who were passing on the DASP (Dorchester Area Schools Partnership) Olympic torch. One week later it was our turn to pass it on and we did so in some style. Opera Tenor (and parent at the school) John Hudson gave a rousing performance of Nessun Dorma then the torch was carried across to Cerne Abbas. Our mode of transport was a shiny John Deere tractor courtesy of Mr Smart. Photographs from DASP are included inside the front and back cover. Children at the school have been out and about this half term. Buzzards class (Year 2) learned about keeping safe at Streetwise. Woodpeckers (Year 1) who have been learning about ‘Under the Sea’ paid a visit to Weymouth Sealife centre. Owls were lucky enough to go on two trips to Nothe Fort and Bovington Tank Museum to help bring their World War 2 topic alive.

We are losing one of our longest serving members of staff soon as Sandra Clarke, one of our marvellous Midday Supervisors, is leaving us. We’d all like to say a very big thank you for all her hard work and wish her well in her new job.

Easter Opening times Over the Easter period the Surgery will be closed on Good Friday 6th April, and Easter Monday 9th April. The Surgery will be open on Easter Saturday 7th April. When we are closed our recorded message transfers you directly to the Dorset Urgent Care Service who will take details of your condition and pass these on to a doctor. In cases of accident or extreme emergency you may be advised to ring 999 and request an ambulance. For general medical information, advice or reassurance, ring NHS Direct on 0845 46 47.

Staff news Lynn, our Dispensary Manager will be retiring in April. Lynn started work with the surgery way back in 1989 as a receptionist before becoming Dispen- sary Manager, and has remained so for a massive 23 years. Those of you who know us well will know that Lynn is one of the mainstays of our organisation. She is very experienced and knowledgeable and has carried out her work with great effi- ciency and dedication. She will be greatly missed by the Doctors, staff and patients. Deena Richie will take on her role as Dispensary Manager, and we will be recruiting a new dispenser in April.

Baby Bond ! We would also like to offer our congratulations to Dr. Jonathan Bond and his wife Jenny on the birth of their baby boy, Robin, born on 8th January 2012.

Health Visitor clinics These clinics have changed to drop-in clinics and you can now bring your baby into surgery anytime between 9.30am and 11.30am on the 1st and 3rd Wednesday of the month. Development Check clinics will be held at the surgery on the 2nd and 4th Wednesdays of the month, and these will be booked ap- pointments made by the health visitor.

A Message about our Village Shops We are saddened to hear of the closure of the village shop in Hazelbury Bryan. It is unfortunate that so many village stores, Post Offices and pubs are closing in rural areas. For many people the village store is the hub of their community where they shop for their weekly essentials and the locally produced food items that Dorset is renowned for. We are extremely grateful to the village stores that provide a medica- tion collection service to our patients. This can save a 20 mile round trip for a patient collecting their medication from the Surgery. Our village stores, pubs and Post Offices rely on local people to take advantage of the services they provide. ‘Use it or lose it’ is a message that applies to all of us that live in rural communities. Fridge Lines - we are able to send small quantities of fridge line items to the village stores in specially insulated cold pouches. These will keep your items cool for 24 hours. (The stores are unable to keep these items in their own fridges, to limit con- tamination issues.) If you have ordered fridge line items you will need to pick up the items within the 24 hour period. Please return the pouches to the Surgery as soon as possible so that they can be re-used for other patients. Queue Busting - many patients collect their medication during the week from the Dispensary during the dispensary opening times of 11am - 12.45pm and 3.30 - 6pm. Did you realise you can also collect your medication on a Saturday morning up until 12noon? (excludes Bank Holiday weekends) So why not take the opportunity of collecting your medication during this quieter time? When collecting your medication at the Surgery of Village Stores please try and bring the exact monies with you. Nurses Sta+ion March 12th is National Quit Smoking Day! Get ready to quit by visualising yourself as a non-smoker. Think how great you would feel if you stopped smoking for good. Think positively. It’s not easy to quit, especially when it looks like everyone else is smoking. But actually only 21% of the population smoke. Consider your health: • 20 minutes after a cigarette, blood pressure & pulse go back to normal and circulation improves. • After 8 hours smoke free nicotine & carbon monoxide levels in the blood reduce by half. • After 24 hours carbon monoxide will be eliminated from the body & after 48 hours your body will be nicotine free. •In the 2 - 12 weeks after quitting circulation will improve throughout the body. •After 3 - 9 months, lung capacity can improve up to 10%. You can say goodbye to all the coughing, shortness of breath & wheezing. •In 5 years you will have halved your chances of getting a heart attack & after 10 years your risk of lung cancer will also be reduced by half.
