Lucknow Page | 2 Conceptual plan : New District jail Allahabad, Vacant Land of Central Jail, Naini, Tehsil: Meja, District- Allahabad, Uttar Pradesh, Naini, District- Allahabad Uttar Pradesh EXECUTIVE SUMMARY This document pertains to the Environmental Pre-Feasibility study of the “New District Jail - Allahabad U.P. project proposed by the District Jail Superintendent – Allahabad U.P .SAWEN Consultancy Services Pvt. Ltd., Lucknow was contracted by the UPRNN Ltd., to secure Environmental clearance from MoEF/SEAC & No Objection Certificate (NOC) from Uttar Pradesh Pollution Control Board (UPPCB) for the proposed project development. The proposed project is a Jail construction project having total built up area of 16018.63m2. The project provides adequate open spaces, thus, defining the quality of recreational environment. The allocated land has a plot area of 254952.99m2 (63 Acres) which is easily approachable through Naini and Allahabad Railway Stations by rail routes and is well connected to various places through national highways and telecommunication systems. The cost of the project is estimated to be around Rs.160.11 Crore. The U.P. State Electricity Board will provide the essential load of 630 KVA to meet the electrical requirement of the proposed project. The power back up for the essential load shall be provided through 02 no. of DG Set of 62.5KVA & 25KVA capacities respectively. Appropriate fire fighting measures including the entry and exit way marking signs, emergency lights, ventilation, essential emergency electrical services, and stationary fire pump (jockey) shall be provided for the proposed project. In the proposed layout, some area has been reserved for green belt development and a vision to create a buffer zone will help in the creation of a calm, serene, and cool environment for the jail inmates and support staff. A thick green belt is planned on 67625.64 m2 area to provide the ecological perspectives to the proposed project considering urban biodiversity and native species. The gaseous discharges from the D.G. Set shall be managed through stacks of 1.87 m above the tallest building as per guidelines of CPCB. Noise pollution levels shall be maintained by providing acoustic enclosures with the DG sets and also by following the traffic norms strictly. For traffic noise, plantation along the traffic route shall be provided to act as a noise barrier At the proposed project during operation the total water requirement is estimated to be around 604.60 KLD of which 119.94 KLD is the domestic requirement. About 258.32 KLD water will be generated as sewerage waste water from domestic uses which will be treated by a 2 MLD STP based on FAB Technology and after treatment this treated water will be used for gardening, D.G. Set cooling and flushing purposes. The excess water of 69.48 KLD quantities shall be diverted from Storm Water Pit. Fresh water requirement for the proposed 246 bed hospital I estimated to be around 110.70 KLD which will generate about 88.56 KLD of effluents for which an ETP of 110 KLD capacity would be required to be set up. It has also been roughly estimated that about 2500.75 kg/day of solid waste will be generated from the proposed project, for which 01 no. of transit center shall be provided. In concern to this over crowdedness in jails and due to the increasing crime rates graph the Mukhyalaya , Karagar Prashasan Evam Sudhar Sewayen, Uttar Pradesh has come up with a new district jail - Allahabad U.P. project to be implemented in the vacant land of Naini Jail ( Allahabad District. U.P.) Premises. This report pertains to the pre – feasibility studies conducted on the environmental aspects around Naini Central Jail premises in district Allahabad for obtaining the Environmental clearance from MoEF/SEAC & No Objection Certificate (NOC) from Uttar Pradesh Pollution Control Board (UPPCB). 1.1 ENVIRONMENTAL CONCERNS OF BUILDING & CONSTRUCTION PROJECT 1.1.1 Building Construction Affects the Environment Using non-sustainable materials in the construction of the building has a temporary negative effect. Building construction is responsible for a huge percentage of the greenhouse gas emissions that have been affecting the climate change. In fact, the buildings are responsible for near Railway 38% of all CO2 emissions. Many of the materials used in construction of buildings are produced in a non-sustainable way. The factories that make the materials produce damaging CO2 emissions. 1.1.2 Waste from Building Construction and Demolition The destruction and renovation of buildings result in generating a large amount of waste. Building waste often includes concrete, metals, glass, plastics, wood, asphalt, bricks and more. This waste is often disposed of in either landfills or incinerators. This pollutes the land and the air, and to add more the transportation required to remove and dispose these wastes also has a major impact on the environment as well. According to the Environmental Protection Agency, there were already over 170 million tons of debris generated in the construction and demolition of buildings in the U.S. alone in 2003. 61 percent of which were produced by non - residential buildings. The present proposal is about new development on vacant plot hence this category of waste generation is not applicable to this project. 1.1.3 Building Energy Consumption: Buildings account for 40% of energy use worldwide (WBCSD).Energy used during its lifetime causes as much as 90% of environmental impacts from buildings (Journal of Green Building).Building operations consume more than 2/3 of all electricity (BuildingScience.com. Energy consumed in the buildings sector consists of residential and commercial end users and accounts for 20.1% of the total delivered energy consumed worldwide. Energy consumption in the residential sector includes all energy consumed by households, excluding transportation uses. Consumption of delivered, or site, energy contrasts with the use of the primary energy that also includes the energy used to generate and deliver electricity to individual sites such as homes, offices, or industrial plants. In the International Energy Outlook 2016 (IEO2016) Reference case, delivered energy consumption in buildings worldwide increases by an average of 1.5%/year from 2012 to 2040. In the non-Organization for Economic Cooperation and Development (non-OECD) nations, consumption of delivered energy in buildings grows by 2.1%/year from 2012 to 2040, near Railway three times the growth rate for the OECD nations. For the OECD region, residential energy consumption increases by an average of 0.6%/year from 2012 to 2040 as demand for household electronics increases; electricity surpasses natural gas as the largest source of energy for OECD residential use, accounting for 43% of total residential consumption in 2040.
