Garrison Engineer, Air Force, Halwara, Punjab – 141106. ….. Respondents (Present: Mr. Sanjay Goyal, Advocate) ORDER (Oral) SANJEEV KAUSHIK, MEMBER (J) 1. MA No. 060/01970/2018 stands allowed and the applicants are allowed to join together to file a single O.A. 2. Applicants are before this Tribunal for issuance of a direction, in the nature of mandamus, to the respondents to grant them benefit arising out of decision dated 06.01.2012 in O.A. No. 724/PB/2011 titled Anil Kumar Vasudeva & Others Vs. Union of India & Others, wherein a plea raised by the applicants for grant of Field Service Concession (FSC) has been allowed, based upon various decisions of this Tribunal. 3. Learned counsel submitted that while relying upon the decision aforementioned, the applicants approached the -4- O.A. NO. 060/01510/2018 respondents for grant of similar benefits being similarly placed like the applicants in the indicated case, by filing a legal notice, but their claim has been arbitrarily been denied, on the ground that they were not party to that case, vide impugned order dated 15.11.2018 (Annexure A-6). Learned counsel argued that once the issue has been settled by the Court of Law, then the respondents are duty bound to extend similar benefits to the other similarly placed employees also, without forcing them to approach the Court, for grant of similar benefits. Therefore, he prayed that the impugned view of the respondents be negated and a direction be issued to them to re-consider the claim of the applicants in view of ratio of law laid down in the case of Anil Kumar Vasudeva (supra). 4. Issue notice to the respondents. 5. At this stage, Mr. Sanjay Goyal, Advocate, appeared and accepted notice on their behalf. He was not in a position to controvert the averments made on behalf of the applicants. He, however, prayed that the respondents may be granted two months time to re-consider the case of the applicants in the light of the relied upon cases and if they are found similarly situated like the applicants therein, the relevant benefits would be granted to them. 6. In the wake of above, the impugned order dated 15.11.2018 (Annexure A-6) is hereby quashed, and the respondents are directed to re-consider the claim of the applicants in view of the ratio laid down in the case of Anil Kumar Vasudeva (supra) within a period of two months and if they are found similarly situated like the applicants therein, the similar benefits be extended to them, within a period of two months thereafter. -5- O.A. NO. 060/01510/2018 7. Needless to mention, the disposal of the O.A. shall not be construed as an expression of any opinion on the merits of the case. No costs. (P. For the first time, the census maps were published in the form of 'Census Atlases' in the decade 1961-71. Alongwith the national volume, atlases of states and union territories were also published.

' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths.

    INDIA METEOROLOGICAL DEPARTMENT (MINISTRY OF EARTH SCIENCES) SOUTHWEST MONSOON- 2020 END OF SEASON REPORT For the State of PUNJAB Main Highlights th Monsoon advanced some northern parts of Punjab on 24 June, and covered entire state on 26th June 2020. Earliest onset so far in Punjab is 13th June 2008 and latest is 27th July 1987. Punjab State received 387.6 mm of rainfall (June-September) against its average of 467.3 during monsoon 2020 with deviation of -17 % making it consecutive normal monsoon year. Monsoon 2020, forecast for Northwest India was overestimated, forecast for Northwest India was 107 ± 8%, whereas realized rainfall was 84% of LPA. Rainfall in Punjab was normal in year 2020 making it 3rd Consecutive year with normal monsoon in last decade (since 2011). For last decade normal rainfall was recorded in year 2013 and 2019 also. Lowest rainfall in Punjab since 1901 was in year 1987 with overall deficit of 67.6%. Rainfall in the month of June, July, August & September was 91%, 105%, 84% and 28% respectively. Out of 22 districts for which rainfall was reported in Punjab during monsoon 2020, 11 district received normal rainfall, 1 district received excess ,1 district large excess wherein rainfall in 8 district were deficient and 1 large deficient. District Hoshiarpur observed least rainfall (-61 %) while district Faridkot received highest rainfall (+75%). Monsoon rainfall (June – September) was above normal 109% of LPA for country as a whole and 84% of LPA for NW India. Monsoon withdrew from Punjab on 30th September 2020.
