Barclay Senator Neil D. Breslin Ranking Minority Member, Ranking Minority Member, Standing Committee on Insurance Standing Committee on Insurance, New York State Senate New York State Assembly Neil David Breslin, Democrat, is currently serving his tenth term as New York State Will Barclay was first elected as a member of the New York State Assembly on Senator. He represents the 44th District, which consists of parts of Albany County and November 5, 2002. He currently represents the 120th Assembly District, which includes parts of Rensselaer County. the Oswego County towns of Albion, Amboy, Boylston, Constantia, Granby, Hastings, Mexico, New Haven, Orwell, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Neil has been a community leader for many years. Since 2006, Mr. Barclay has served as Chair of the Assembly minority by the RFK Democratic Club and in 2013, he received the “Person of the Year Award” conference campaign committee. In addition, Mr. Barclay holds the position of Ranking given by the Troy Youth Association. Most recently, in 2014 he received the Distinguished Minority Member on the Assembly Insurance Committee.
