Apologies for Absence Cllr R Knill 2. To receive declarations of interest a. Councillors to declare any disclosable pecuniary interest in any items on the agenda None b. Public Question Time Some concerns were raised from residents of Cox hill in regards to current development happening at neighbouring property, Blanchlands, Cox Hill, Chacewater. Agenda Item 9 – Other Planning matters was brought forward for discussion Works taking place at Blanchlands, Chacewater include removal of a cornish hedge, caravan on site and a hardcore road has been created across the agricultural field to create access, all of which appear to have no planning consents Clerk to contact Cornwall Planning and look into what applications have been made. 4. Cornwall Councillor report Cllr John Dyer advised the Parish Council of two new pre-applications that were received today. Cllr J Carley left the meeting 5. 06.01 Minutes of the Meeting held on Friday 12th July 2019 Agreed Proposed – Cllr M Stephens Seconded – Cllr P Dyer Vote – Unanimous 6. Matters arising from those Minutes (for discussion or future agenda only) None 7. Agenda items 07.01/13.19 Tollhouse Some concerns were raised around the domestic property being used for commercial use. Cars causing obstruction on the road, parking along double yellow lines and the Chacewater car park being treated as commercial and being used for business purposes. Clerk to contact Linda Holloway from the Countryside Access team and raise the safety issue, and invite Linda to the next MVRG meeting in September. 07.03/13.19 Fireworks The Parish Council approved the amount of £2000 plus VAT for this year’s Fireworks event. Clerk to contact Came and Co Insurance to advise that the event details are the same as last year. Proposed – Cllr A Crocker Seconded – Cllr B Bailey Vote - Unanimous 07.04/13.19 Seagull sacks Clerk was given authorisation to order 20 more seagull sacks from Cornwall Council at the cost of £3 per bag Proposed – Cllr P Bearham Seconded – Cllr B Bailey Vote – Unanimous 07.05/13.19 Sergeants Hill Further concerns have been raised from residents of Sergeants hill regarding the new build that appears to be marking the boundary of the property further out, impinging onto the road and therefore narrowing access. Clerk to contact Western Power and Southwest Water, both of whom attached services to the property and copy in Cormac (Highways) and Cllr John Dyer Proposed – Cllr P Bearham Seconded – Cllr A Crocker Vote – 1 Abstained 07.06/13.19 Parking – High street / Brookside Clerk to write to Councillor Andrew Mitchell at Cornwall Housing (copy in Cllr John Dyer and Cornwall Police) regarding the continued issue of illegal parking of their vehicles outside Brookside, High Street Chacewater 07.07/13.19 BT Phone box removal Clerk to write to BT in response to the email received advising us of the plans to removal telephone boxes across the county, including Chacewater and advise that the Parish Council do not support this and would like to keep the phone in the village due to the sporadic or non- existing mobile telephone signal in and around the village. 8. Public Rights of Way None 14. Trees Boscawen Lane Ash Tree. It was noted that a resident took charge and trimmed back branches that were overhanging into his garden. It was reported back that the branches snapped off very easily which is a sign of Ash Dieback. Clerk and Cllr S Leech to look into reporting Ash Dieback and keep in contact with Cornwall housing who have been investigating the issue. 15. Recreation Ground Before discussion on these matters, the Council gives consideration to its interest as Trustees of the Recreation Ground Clerk to follow up with Matt Bardoe regarding a date for the footpath to be repaired 16. Car Park Before discussion on these matters, the Council gives consideration to its interest as Trustees of the Car Park [Old Recreation Ground] Meeting to be arranged for next week. 17. Millennium Green Before discussion on these matters, the Council gives consideration to its interest as Trustees of the Millennium Green Clerk to provide the Parish Council of recent report from Paul Shevlin 18. Currently in discussions with both social subscribing and football foundation regarding possible grants. The next plan is to hold a public consultation meeting – date to be confirmed. 19. Action Correspondence Received Request from resident of Riverside – Tree planting and signage It was discussed that the trees that were removed along riverside were due to the damage that the roots were causing to the river bank. No further trees should be planted at this stage. The Parish Council noted that the current signage along the bank was not installed or created by them. 20. Information Correspondence Received In regards to the solar installation at steppingstones pre-school, Clerk received correspondence from EPC provider that there would be a charge of £50 to have the address updated on the EPC certificate. The address currently states “Parish Rooms” however this address name does not appear on the royal mail website. All documentation must reflect the address registered with Royal Mail. The Police had sent their apologies for not being able to attend. In their written report they confirmed that further speeding checks at Frogpool had shown three offenders receiving written warnings. They continued to have a presence in the Wheal Maid Valley, although there had been no cautions issued in the past month. A reduction in reported crime of eight was shown when compared to a similar period last year. 2. Mrs Bone spoke regarding the planning proposal at Trelise, Frogpool. She outlined her objections which were also contained in a letter which would be considered when planning was discussed in the meeting proper. 3. The Clerk was asked if an Environment Agency update on remediation at Wheal Maid had been received. He read a letter from the E.A. explaining a delay had occurred due to sickness, but the October was now the likely date for a conclusion. DECLARATION OF ACCEPTANCE OF OFFICE 09/050 Following recent interviews, the Parish Council had invited Lee Barton of Frogpool to be co-opted onto the Council. He signed the register and duly took his place alongside the current Councillors.

PC Staines gave his report on activity in the Parish since the last meeting. Twenty seven calls were made to the police desk relating to Gwennap, two of which were reported crimes, a decrease from a similar period last year. He had spoken to mountain bikers who were digging in the Wheal Maid tailings dam, warning them of the health hazards. The police neighbourhood website is now linked to the Parish Council website and it was agreed our website would reciprocate. 2. Mrs Wharton asked if there had been any progress on the downgrading of the Hale Mills byway. The Clerk replied that although the matter was in hand, he was still waiting for Countryside Access to reply on progress. 3. Mrs Wharton reported that the netting under the bridge across the Cornish Way seemed to have a large piece of debris in it, a change from previous months. This would be raised at the next Mineral Tramways meeting. 4. The Clerk explained that the reason the Parish Council did not replace signs on boards alongside the westerly tailings dam was because the Environment Agency’s report only highlighted a potential human health risk at the lower tailings dam. There was no risk to human health from the westerly dam, and to erect signs to the contrary was misleading.

After mine closure in 1991, underground pumping ceased, allowing groundwater levels to recover, releasing acidic metal laden minewater into the Camon River. The result was a highly visible and widely reported pollution incident extending into the Fal Estuary. In 1992 the NRA set up a project with the following objectives: - • Amelioration of the effects of the metal rich minewater from Wheal Jane on the Camon River and Fal Estuary. • Development of water quality objectives for the Camon River. • Research into the most appropriate and cost effective long term treatment strategies for achieving various water quality objectives. This report provides the basis for the NRA’s recommendations, to the DoE, on the long-term options for treating the Wheal Jane minewater.

Mr Needham spoke regarding his planning application that the Council were discussing later in the meeting relating to the lifting of the 106 condition on his annexe. 2. Mr Crewes handed out copies of an application he intended to submit in the near future, following pre-application advice. He hoped to build a dwelling on land at Coombe Hill, replacing a redundant animal shelter. The Chairman explained that we could not comment unless studying the actual application, but DL did explain that if the proposal was sited closer to other buildings it would increase the chance of approval. At present, it seemed to be in an open green-field position. PCSO Woodward gave his monthly report to the Meeting. A decrease of nine crimes was shown when compared to the previous years’ period. Their work in the Wheal Maid Valley showed another Section 59 warning notice being issued along with verbal advice given to bikers not actually on the Valley. Speedwatch had been carried out again at Frogpool, with three warning letters issued to vehicles exceeding the 30mph limit. 2. Mrs Wharton was informed that no date had been set for the next Wheal Maid Steering Group meeting, but it was anticipated to be in August. 3. The Clerk would also contact Mrs Wharton with the name of the Countryside Access officer who was working with the Parish Council to reduce the classification of the Byway through the Hale Mills Tunnel. ELECTION OF CHAIRMAN 09/012 The current Chairman, Cllr Irvin Herbert, was retiring from the Council after this meeting and he asked for nominations for a new Chairman.
