Request For Proposal Marie Webster Quilt Design Mural Main Street Marion and The Quilter’s Hall of Fame Proposals Due By: Friday, May 1, 2020 at 5:00 pm Submit Proposals for Consideration to: [email protected] using the Email Subject “Marie Webster Quilt Design Mural” Collaborating Organization’s Backgrounds Main Street Marion works to revitalize, highlight, and activate all that Downtown Marion, Indiana offers. We do so by collaborating with organizations throughout our community and supporting downtown businesses by addressing multiple avenues simultaneously. The Quilter’s Hall of Fame, housed in Downtown Marion, celebrates the art of quilt making throughout the world and honors the significant contribution Marie Webster made at the turn of the twentieth20th century when she broke the mold, becoming a successful female entrepreneur of a nationally recognized quilting business. Project Overview Main Street Marion has received funding from a generous donor for the specific purpose of creating a mural that highlights a famous quilt design by Marion native and historically important female entrepreneur, Marie Webster. We also hope to gain additional funding from the Preserving Women’s Legacy grant and to help create a permanent exhibit about Marie Webster. The Quilter’s Hall of Fame would like to feature one of the following three quilt designs to be used as the primary focal point for the mural: American Beauty Rose Sunflower Poppy 2 of 7 Project Goals The goals of this project include: i. A striking, completed mural to beautify Downtown Marion and inspire more local visitors to The Quilter’s Hall of Fame. The majority of their visitors come from out-of-the-state and out-of-the-country; but, the museum is not frequented by locals. ii. Utilize diverse community volunteers in the completion of the mural. iii. Choose and highlight one of the three quilt designs shown above and creatively integrate it in the proposed design. To reach these goals, Main Street Marion and The Quilter’s Hall of Fame is now accepting proposals in response to this Request for Proposal. Scope of Work • Any creative individual or artist collective is welcome to apply, as long as some previous experience in public art or mural projects is proven. • Choose one of the three quilt designs, pictured above, which will be the focus of your design. • Answer the RFP questions, as listed below in this document. • Get creative! Sketch or create a rendering of your completed mural design. The final dimensions for the project on the proposed building wall located at 428 S. Washington St. Marion, IN 46953, the newly refinished north-facing wall of the Boston Hill Center (see below), are 30’ x 30.’ Originally, we thought only a portion of the wall could be used. But, please consider creating a design that will cover the entire length of the wall and the smaller portion. As funding allows, we will potentially be able to fill the entire space. 3 of 7 • Create an estimated project budget, detailing your fees and the specific types of materials and equipment you will require to fully actualize your vision. Please include a separate line item for future maintenance of the mural, not to be included in the current total project cost. • Provide 2 professional references, your resume or CV, your social media handles, and 3-5 previous completed project examples or a portfolio of your work (condensed PDF or webpage link desired). Final Project Due: October 2, 2020 (to be evaluated based on COVID-19) The expected project completion date is ideally by the end of the warm weather, most likely by the end of summer this year. If this date needs to be adjusted, please include your readjusted proposed date, as well as your reasoning for shifting the schedule. All proposed date changes will be considered. And we will be in contact concerning changes based on issues surrounding COVID-19. Potential Issues Our ideal location for the mural is the newly refinished north-facing wall of the Boston Hill Center, 428 S. Washington St. Marion, IN 46953. The building owner would like to see a rendering or sketch of the proposed mural, know who will be completing the work, and what materials will be used before confirming the use of this location. Please create your proposal on the ideal final location of the North wall of the Boston Hill Center. 4 of 7 A different potential location for the mural placement is in the west or south alley in Downtown Marion, but one of these locations would only be used if the Boston Hill Center wall is not approved. Additionally, another potential issue is that our funder would also like to see the final decisions including who will be doing the work, a rendering or sketch of the proposed mural, and the materials required before providing a maximum budget limitation. Finally, we have the unexpected health and economic crisis surrounding COVID-19 and will continue to work with our funder and OCRA, if we are awarded the Preserving Women’s Legacy grant, to update budgets and approved timelines as needed. Currently, the grant application is due May 15, 2020 and the requirements for submission have not changed due to the pandemic. Budget Constraints Our funder has not provided a maximum limit on the budget. If possible, please provide an estimated budget that would allow your vision to be fully realized. Evaluation Metrics Main Street Marion and The Quilter’s Hall of Fame will evaluate potential partners and proposals based on the following criteria: • Previous experience. • Images of previous 3-5 completed projects or portfolio. • Creativity in using the chosen quilt design as the mural focus. • Projected costs. • Experience and technical expertise. • Responsiveness and answers to questions in the next section. 5 of 7 Questions Potential Partners Must Answer To Be Considered i. What is your relationship to or knowledge of Marion, Indiana? What is the narrative you share about Marion, or rural America, if you’re not from Marion? ii. Explain the inspiration for your proposed design. iii. Share your feelings about Marie Webster, the Quilter’s Hall of Fame, or quilting and the fabric arts? iv. Please explain how community volunteers have been integral to the successful completion of your previous projects. What problems have you encountered and how have you handled them? What successes have you experienced from close collaborations with others? Submission Requirements Potential partners must adhere to the following guidelines to be considered: • Only potential partners who meet all 6 metrics in the evaluation section should submit a proposal. • Proposals must be submitted by Friday, May 1, 2020, to Heidi Peterson at [email protected] no later than 5:00 pm using the email subject heading Marie Webster Quilt Design Mural. • Include previous work examples or a portfolio and 2 professional references with your proposal. • Proposals should not be more than 1,500 words. Failure to comply to this guideline will result in an automatic rejection. • A proposed timeline must also be included and clearly expressed. All submissions will be notified by May 8, 2020. 6 of 7 What We’re Looking For in a Partner Our ideal partner in this project is an individual both knowledgable and experienced in creating lasting and poignant outdoor murals or public art pieces. We hope to find an individual who values the community, appreciates the history of Marion, and can meet a project deadline with outstanding results. Our ideal candidate welcomes the opportunity to collaborate with and teach local volunteers in order to create widespread community buy-in and will celebrate the completed project with everyone who has been involved in the process.
