Akane was created as a relatable surrogate audience that will evolve into a noticeably howive hero of the second series and 2015 film. Writer Gen Urobuchi said that when creating the duo Akane and Kogumi, their traits were balanced to make them striking. In hindsight, however, Urobuchi believes that Akane has become one of the strongest characters he has ever created. Akan is voiced in Japanese by Kana Hanazawa and Kate Oxley in English dubsa. The critical reception to Akane in the early episodes was mixed as the media felt she was too weak because of her inexperience in power. However, her character arced in the first anime and her stronger image starting from there to her role in the sequels and the film received great praise. Her dynamics with the Kogami were also well received by the public. The creation and design of Akane Tsunemori was conceptualized by the production of I.G employees to be the most relatable character in the series, acting as a surrogate audience who would criticize the setting and ideological conflict between the main character Shinya Kogaki and antagonist Shogo Makisima. One of the goals of the series was also to chart the transformation of Akana into a heroine. Wanting the show to be anti-mo, the production team avoided showing Akane taking off her clothes, and instead showed scenes where Kogami cleaned his own. Akane's appearance was designed by manga artist Akira Amano. Because she and Kogumi were the main characters, Kyoji Asano felt he could take care of them. Director Naoyoshi Shiotani shared similar sentiments, saying he wanted Akane's traits to be balanced with the Kogas as they are the main Psycho-Pass duo. He further stated that one of her original characteristics was her masculine traits, despite her gender. Since the character's inception, Shiotani has been thinking about what her role will be in the future, primarily regarding her Psycho-Pass 3. While Akira Amano conceived her appearance, Kyoji Asano handled the anime design. Asano highlighted the main contrasts between the two, illustrating Kogah and Akana; Koghami is free to own a weapon with one hand, and Akane owns them with both hands, indicating that it is less prepared. Kana Hanazawa voices Akana in Japanese Akana, which is presented in Psycho-Pass as an innocent newcomer who matures through her experience. This was confirmed by Japanese actress Kana Hanazawa, who voices Akana in Japanese. Hanazawa said that one of the focal points of the series after the third episode was the changes that Akana would undergo; she will be affected by many unfamiliar, traumatic experiences that she must experience as part of her police role. During the 11th episode of the series, one of Akane's best friends was killed in front of her by Makisima. Initially, Urobuchi wanted the anime staff to show Akane's emotional response to the murder by knocking her out, but that didn't make it to the final cut. Gen Urobuchi said that by creating Kogami and Akane, he tried to balance their traits, but felt that Akane had become one of his strongest characters because of her development in the first television series when she encountered Makisima and her ideals. Since the first series of Psycho-Pass focused primarily on the clash between Kog and Makisima, the second television series introduced the antagonist, who acted as The Sworn Enemy of Akana now that the plot is around her. Psycho Pass: The film described her as even more assertive and self-sufficient. Much attention is paid to Akana, as Kogumi is not present unlike the first series, where the duo balances each other's personalities. The creators were inspired by films such as Apocalypse Now and Saving Private Ryan to tell the story of Akana's search for a war zone for the renegade Kogumi. The non-romantic dynamic between the two characters appealed to the creators because of the deep trust they have for each other. Both Japanese actors, who play Kogaki and Akana, agreed; one of them believed that Jinosa has more romantic potential with Akana. The duo are said to resemble Sumir Ond and Shunsaku Aoshima, the protagonists of Japanese police comedy-drama Bayside Shakedown. Hanazawa was surprised by the suggestion that she spoke a few English lines at the end of the film, although she liked her work. The anime staff praised how she managed to convey various takes on Akane from the first series. Her stronger persona WSA felt to be true to the original Tsunemori from previous television series. Appearing Psycho-Pass 20-year-old protagonist psycho-pass, Akane joins Division One of the Criminal Investigation Division of the Public Safety Bureau as a rookie inspector. It is initially inconvenient with detention or based on their potential criminal conduct. During his first assignment, Akan stuns Blustil Kogami and prevents the execution of a kidnapping and assault victim whose Psycho Pass got spiked because of the trauma they have endured. While Akana has been reprimanded, Kogumi is grateful for his intervention. Akana's tendency to question the protocol puts her at odds with the cautious Chief Inspector Nobuchika Jinosa. As Division 1 pursues the criminal mastermind Shogo Makisim, who seeks to undermine Sybil, Makashima takes hostage best friend Akana Yuki. Makashima threatens to execute her if Akane does not use a shotgun to kill him, instead of relying on Sybil and her dominant. Akane tries to use a shotgun, but hesitates and misses. Makisima takes revenge and executes Yuki in front of her. Akane and Kogham later arrested Makisyma, but he escaped from custody, prompting koghams to go out to kill Makishimu himself. Sybil reveals the true nature of the Sybil system: the group mind of the asyptomastic human brain, working in tandem to judge people. Sybil wants to add Makisima's brain to his team and asks Akana to arrest Makisima before Kogumi can kill him, in exchange for spared Kogaki's life. Akane accepts Sibil's offer and leads the first division in Makisima as he tries to poison the country's food supply. At the same time, Akane is incapacitated. Koghami uses the opportunity to execute Makashima. Sybil informs Akana that she will not kill her because she knows that she will keep her secret for self-preservation, and to avoid mass chaos by revealing what it will cause. Psycho-Pass 2 in Psycho-Pass 2 C.I.D. is under attack by Kirito Kamuy, an anti-Siberian terrorist invisible to The Sibil scanners. Kamuy is immune to Sybil's judgment because he was implanted with body parts and the personalities of several victims of the plane crash caused by Sybil many years ago. Sibil's scanners see him as a collective entity that he doesn't know how to judge. Togane tries to influence Akane to kill Kamui, kill Akane's grandmother and frame Kamui. Kamuy uses a hacked dominant to force Akana to take him to the Sybil Processing Center. Sybil begs Akana to remove Kamui, but instead she tries to arrest him. Kamui then reveals the real reason he led Akana; Sibil's adjustment means that Psycho-Pass scores now take into account the Dominator's own judgment and morals. Kamuy believes that Akane's sense of justice and morality is significant enough for her to judge and execute Sybil if she so desires. Kamuy then invites Akana to voluntarily join Sybil in the hope that her morality will permeate the whole team and turn it into a truly benevolent force. Togane lures them into an ambush and Akan kill him by confessing to killing his grandmother. Kamuy intervenes kill Togan and let Togan kill him. Psycho-Pass: The 2015 film Psycho Pass: Movie, Akana thwarts a terrorist plot by illegal immigrants from the Southeast Asian Union, or SEAUn, and an unreamous superstate importing Sibil police technology. After seeing evidence that Kogumi had trained them, Akana was granted permission to travel to SEAUn to investigate and potentially arrest him. Akane meets Kogham, who is surprised to hear about SEAUn terrorists in Japan. Akane travels with the Kogami to visit the rebel headquarters, which also houses many refugees. When the base is under attack, Akane returns to the capital and hacks the SEAUn Sybil system to give access to C.I.D. analyst Sion Karanomori. They discover that SEAUn's Psycho-Pass scanners were hacked to mask Colonel Wong's High Psycho-Pass scores and his forces. Akane was subdued by Wong and reunited with Kogaki, who was also captured. Wong admits to planning a coup d'etat and assassinating Chairman Khan and replacing the imposter shortly after Akana's arrival. Karanomori disables the Hacking of Psycho-Pass on Wong and his men, identifying them as threats to Sibil scanners and security drones. Akane's team also arrives to rescue her. Akane confronts the Han impostor and confirms that it is a cyborg controlled by Sybil.
