As a self-employed minority business owner and property and the twins cities metro area in general. The only way for N. Mpls to fundamentally change is no good (safe) way for pedestrians to cross over the freeway and frontage roads. Owner of New Rules (minority owned) owner of several rental properties in North Minneapolis, I have been impatiently waiting, by investing resources in it. Yes, there will be "outsiders" cashing in on the deal, but such is life. I'm assuming you're considering a UHT ped-only catwalk or something.
