Tender No. 2019/CSAPC/ESNDD/101046 Annex I to the ToR Choice of the geographical coverage of the survey Considering the geographical coverage by zone and woreda of the school meals under the HGSF (table 1 in the appendix), of the school meals under the ESF (table 2 in the appendix) and of the areas covered by the CUs benefiting from this year’s public food procurement (table 3 in the appendix), the evaluation team decided to focus the survey in four woredas spread in the two bordering zones of Silte and Gurage. For the selection of the study sample it is important to keep in mind that the public food procurement (PFP) component targets farmers through cooperative unions (CU) while the school meals component targets specific administrative units such as woredas or kebeles. In the woredas of SNNPR that will not be covered by the school meals we found CUs that are not a beneficiary of the public food procurement for the current academic year. The farm households of the control group (C group) will be selected from this CU. The control households satisfy these criteria: they are members of a cooperative that does not benefit from PFP, they do not benefit from school meals as they reside in a woreda not covered by meals. In the SNNPR woredas that benefit from school meals, we will need to find two groups of households: in the first group (HGSF group), households must be members of a primary cooperative that benefits from PFP; in the second group (SF-only group), households must be members of a primary cooperative that does not benefits from PFP. In terms of geographical coverage of the study, the exact woredas and kebeles will depend upon the actual stretch of the beneficiary cooperative unions and their primary cooperative members. HGSF group: Lanfuro woreda in the Silte zone. This woreda is under the school meals of both the HGSF and the ESF (the same school cannot benefit from both, but one CU can supply food to both programs). The Melik Silte CU – a beneficiary of the PFP for the 2018/19 academic year – operates in the whole Silte zone and has PCs that operate in the Lanfuro woreda. Households of the HGSF group will be selected from PCs that are members of the Melik Silte CU and operate in the Lanfuro woreda. SF-only group: the Mareko and the Meskan woredas in the Gurage zone. The Mareko woreda is under the school meals of both the HGSF and the ESF, while Meskan is only under ESF. The Admas CU and the Walta CU – not benefiting from PFP for the 2018/19 academic year – operate in the whole Gurage zone and may have PCs operating in Mareko and Meskan. Households of the SF-only group will be selected from PCs that are members of the Admas CU or the Walta CU and operate preferably in the Mareko woreda, since it is covered by HGSF meals only. In case the target sample size (400-500) is not reached the data collection firm will need to interview also households that are members of PCs from Admas CU or the Walta CU and that operate in Meskan. 1 C group: Sodo woreda in the Gurage zone. Sodo is not covered by any school meals intervention. Households of the C group will be selected from PCs that are members of the Admas CU or the Walta CU and which operate in Sodo. Sampling considerations Table S1 below shows the list of PCs of the Melik Silte CU that operate in the Lanfuro woreda. For the HGFS group a 2-stage clustered sampling could be applied using the PC as the PSU (Primary Sampling Unit) and the households as the SSU (Secondary Sampling Unit). Table S2 shows the list of PCs operating in the Mareko and Meskan woredas which happen to be all members of the Walta CU. If we choose to focus only on Mareko, there may be not enough households in the PCs operating in this woreda to reach a target sample size of 400-500 households, so no sampling will be needed. Every PC member will have to be interviewed. In case we expand the coverage also to Meskan, 2-stage clustered sampling could be applied using the PC as the PSU and the households as the SSU for the SF-only group too. According to the latest list of member PCs of the Admas CU, this CU has no PCs operating in the Mareko and Meskan woredas, therefore the whole group will be selected from the Walta CU. Table S3 shows the list of PCs operating in Sodo that are members of the Walta CU. 2-stage clustered sampling could be applied using the PC as the PSU and the households as the SSU for the C group too.
