    Energy Transition and Revolution in Tunisia: Politics and Spatiality Laurence Rocher Institut d’urbanisme, Université Lyon 2, CNRS-EVS, France Éric Verdeil CNRS-EVS, Université de Lyon, France Energy transition in Arab countries is usually addressed as an economic and tech - nological issue. This analysis of Tunisian policies on renewable energy argues that it must be understood from a political and geographical perspective. Energy policy in Tunisia is dominated by STEG, the national utility for electricity and gas, which has held a monopoly since independence and enjoys strong historical legitimacy for its achievements. Beginning the 2000s, however, national energy self-sufficiency was challenged and the government pushed for renewable technologies, which STEG was wary of and whose implementation it has slowed. The Tunisian revolu - tion has strongly shaken the balance of power in the country, allowing for multiple and multi-level criticisms of STEG and for the forging of new alliances for renew - able energy projects. Some of these projects are on the verge of implementation. Because they rely on different geographical visions and varied technologies, however, they may in the end prove unevenly successful.     ENERGY RESOURCES IN TUNISIA Mounir Belloumi Faculty of Law, Economics and Political Sciences of Sousse, University of Sousse, Tunisia [email protected] ABSTRACT Tunisia has modest proven oil reserves of 308 million barrels. In 2005, Tunisia produced around 75,000 barrels per day (bbl/d) of crude oil. This represents a 37 percent decline from Tunisia’s peak output of 120,000 bbl/d between 1982 and 1984. Currently, the country's domestic oil production capacity cannot meet the country's consumption demand, which in 2005, was 94,000 bbl/d. Tunisia became a net oil importer in 2000 for the first time. Tunisia should to be able to supply at least part of its own petroleum needs for the next decade, but significant production thereafter will be contingent upon new discoveries. Tunisia is increasingly turning to natural gas to meet domestic energy demand. According to the state- owned natural gas and electricity company, Société Tunisienne de l’Electricité et du Gaz (STEG), natural gas represented 44 percent of the total initial energy consumption in 2005, compared to just 14 percent in 2003. Tunisia has 2.75 trillion cubic feet (Tcf) of proven natural gas reserves. Keywords: Energy, oil, natural gas. Introduction Tunisia is a North-African country that gained its independence from France in 1956. In 2004, Tunisia re-elected President Zine al-Abedine Ben Ali to his fourth, five-year term. The Tunisian parliament made the fourth term possible after passing a new constitution in April 2002. In addition to economic reforms, President Ben Ali has pursued a process of democratization, legalized political opposition parties and guaranteed them 20 percent of parliamentary seats.

By examining typical heat consumer profiles in Tunisia, the analysis compares three different solar thermal technologies that can be used to replace conventional heat supply technologies and lead to fossil fuel savings. Simulations for different geographical locations are compiled and then compared to economic boundary conditions. A comprehensive sensitivity analysis enables the evaluation of the effect of changes in framework conditions (such as changes in subsidy, technology costs, fuel prices) on the profitability of solar thermal systems. The study gives an overview of present market segments and provides guidance with regard to the economic feasibility of respective systems.

Using the ARDL bounds testing approach to cointegration, long-run relationships between the variables are identified. The Granger causality analysis, on the other hand, indicates that there is bi- directional causality between renewable energy consumption and economic growth, which supports the feedback hypothesis in Tunisia. In addition, the quantity of CO2 emissions collapses as a reaction to an increase in renewable energy consumption. These findings remain robust even when controlling for the presence of structural break. We conclude that more efforts should be undertaken to further develop a suitable infrastructure to the renewable energy sector, given its enhancing-effects on economic growth and reducing-effects on CO2 emissions.
