ACTIONABLE ISSUES  Farmers and field staff need to be imparted training on protected cultivation, green house production technologies, canopy management and integrated pest management practices. Year wise training module and calendar needs to be developed. Moreover, farmers and field functionaries need exposure visits to progressive States for gaining firsthand knowledge on latest technologies in horticulture development.  JIT felt that Pomegranate needs to be included in the crop cluster of Barmer district as the potential of pomegranate plantation exists.  During visit of JIT, it was noticed that Senior Horticulture Officers were not available for interaction in Barmer district. SHM may ensure that officers are invariability present at their respective headquarters during the visit of JIT.  SHM (HQ) should keep the district authorities updated on project proposal sanctioned / approved in their respective districts. Headquarter and district authorities have to work in mission mode.  Frequent monitoring by Senior Level Officer involved with SHM activities is anticipated. Periodic visits of official to the beneficiary site were also suggested for providing technical support to farmers.  Proper action needs to be initiated for producing elite planting material of pomegranate in relation to its demand. SHM should ensure that the authentic planting materials given to the beneficiaries with tagged properly. JIT noticed that inferior quality of plants, yielding unmarketable pomegranate fruits in Tonk district were provided to the beneficiary.  Leakage in faulty construction of water pond without silt trap chamber was observed in Jodhpur and Barmer districts. It was suggested that matter may be taken up with the construction agencies for immediate repairs.  Since area under pomegranate and datepalm is expanding rapidly in the State, package of practice for crops needs to be disseminated to the farmers for getting better yield. Farmers as well as field functionaries need to be trained on various aspects of its cultivation.  There is good demand for micro irrigation system in the State. There is need to ensure proper monitoring and supply of quality implements and its maintenance by the implementing agency.

 In case of technology dissemination through frontline demonstration, the record of visitors needs to be maintained at the site. A board indicating details of activity under taken in field needs to be displayed for firsthand information for visitors / trainees.  Targets needs to be enhanced for area expansion of guava in Sawai Madhopur and pomegranate in Barmer district.  There is a shortage of manpower for execution of NHM programmes. The new / vacant posts are required to be filled up on priority basis for holistic development of horticulture in the State.  Display board with NHM logo may be placed at the farmer’s site wherever financial assistance has been provided under NHM.

GENERAL OBSERVATIONS  Integration of schemes on farmer’s site, viz. , establishment of water harvesting structures, micro irrigation (Drip & sprinkler), Solar System and setting up of Green House / shade net is a welcome sign for accruing maximum benefits to the farmers thereby improving their economic conditions. JIT observed that the above approach is still to be extended to the Districts Jodhpur, Jaisalmer and Barmer visited by JIT.  In the Districts visited by JIT, activities of protected cultivation need to be accelerated.  Headquarter of SHM, Jaipur and district authorities have to work in mission mode, Head quarter has to keep the district authorities updated regarding project proposals sanctioned / approved in their respective districts. It has been observed that such information viz. details of establishment of Phytosanitory Lab in Jodhpur is not readily available with district authorities.  Tissue culture (Datepalm) lab established by Rajasthan Horticulture Development Society in Public Private Partnership (PPP) mode is a model lab for producing tissue culture of date palm plants in the State. Another lab is also under construction in Jaisalmer district where more than 96 ha date palm is under fruiting.  SHM needs to create awareness among farmers regarding plantation of pomegranate and datepalm for which technical support is needed in district of Jodhpur, Jaisalmer and Barmer.  It was stated that vermi compost units could not be established in Jaisalmer District because of fluctuating humidity and temperature (very high & very low) in the District, as a result, earth worms do not survive in these conditions inside the pit of vermi compost unit, secondly, the raw material required for unit is not frequently available nearby the sites. JIT feels that this needs to be looked into.  At Present in Barmer district, pomegranate is not included in its crop cluster. JIT observed that about an area of 250 ha is under plantation of pomegranate in the District and 80 ha alone in Sindheri block. JIT feels that taking into consideration the available potential for pomegranate plantation in the District Barmer could be considered for its inclusion in its crops cluster. District authorities have already requested for the same for consideration and approval.

 In Barmer District, a short fall under progress on NHM activities has been observed. During the year 2012-13, only 13% of the total funds were utilized. The reason is that the staff from horticulture has not been deployed to implement horticulture activities in the district. At present, Dy Director (Agri Ext.) is looking after implementation of horticulture activities in the district, who accords second preference to horticulture activities in the District.  On the day of visit of JIT, in Barmer District, Deputy Director (Agri. Ext.) and Assistant Director were not available for discussion. JIT feels that authorities responsible for implementing NHM activities in the district should be available at their respective headquarters for detail information / discussion during the visits.  At beneficiary’s site. Citrus plant could not be found for which subsidy was given under NHM in Karauli district instead Bajra was grown.  Registration plates of tractors were not found intact and absence of NHM logo observed farmers’ sites.  More targets for guava under Area Expansion Programme would have been given in Sawai Madhopur district, considering the potential & demand of farmers.  For pollination in Zucchini crop, bee needs to be tried as pollination support. Crop like marigold may be tried inside Green house for foraging.  It was mentioned that NHM may consider the subsidy under establishment of anti bird net infrastructure for erecting pillars.  Borer problem in Ber crop should be addressed properly well in time so that borer free crop is harvested.  Floriculture development was not taking place in the State as farmers do not have Technical Knowledge about floriculture / plasticulture, hence no progress under cut and bulbous flowers was achieved.  It was mentioned that the progress under protected cultivation was not satisfactory. Joint Director (Hort.) mentioned that area specific programmes are implemented in these districts. Due to high wind velocity and humidity management problem, green house / shade net are not being established in these districts. JIT feels that this may be looked into.

 It was mentioned that since 2005-06, staff from Horticulture Department has not been posted in Karauli District. The implementation of NHM activities of in the District are taken care of by Agriculture Department. The posting / sanctioning of Staff in the District was discussed. Commissioner (Hort.) mentioned that the targets under NHM will not be achieved in Karauli District during 2013-14, as the Officials of Agriculture Department do not accord preference for implementation of horticulture activities because they do not have the prowess in horticulture. Efforts are being made to post /the necessary staff to look after the implementation of activities of horticulture in the District.  Problem relating to supply of inferior pomegranate plants to the beneficiary was discussed as the beneficiary incurred heavy losses due to non-fruiting of marketable produce. Commissioner (Hort.) assured that matter will be interrogated through Departmental enquiry.  Commissioner (Hort.) assured the JIT that from next year, horticulture activities will be looked after by a separate full-fledged Department of Horticulture in the State. Additional posts are being created to focus on horticulture in the State. He also agreed that the high density plantation of guava will be promoted in the district of Sawai Madhopur.

The Joint Inspection Team (JIT) comprising Shri Om Prakash, Additional Commissioner, DAC, Dr. Om Prakash, Chief Consultant, National Horticulture Mission and Shri P.S. Kohli, Senior Resource Person (NHM), DAC, Govt. of , New Delhi visited Rajasthan during 3rd to 9th October, 2013 & 20th December to 27th December, 2013 to review the progress under National Horticulture Mission programme in the State. Shri Ashok Sharma, Deputy Director (Hort.) Jaipur, Shri S.D. Singh, Joint Director (Hort.), Jodhpur, Shri V.S. Solanki, Deputy Director (Hort.), Jodhpur, T.K. Joshi, Deputy Director (Ag.), Karauli, Dr. Rajesh Sharma, Deputy Director (Hort.), Sawai Madhopur joined the team, coordinated the visit of Team in Jaipur, Tonk, Sawai Madhopur, Karauli, Jodhpur, Jaisalmer and Barmer districts of Rajasthan.

STATE PROFILE OF RAJASTHAN

Geography:

Rajasthan, situated at the northwestern part of India, is the biggest state in the country of India and lies between 23º30´ and 30º 11’ North latitude and 69º 29’ and 78 º 17’ East longitudes. The state shares its north-western and western boundary with the Indo-Pakistan international border that extends about 1,070 km and touches the major districts Barmer, , Ganganagar and Jaisalmer. Rajasthan is bordered by Pakistan in the west and northwest, the states of Punjab, Uttar Pradesh and Haryana in the north and northeast. The state of lies in the southeast and Gujrat in the southwest.

The huge portion of the state of Rajasthan is desiccated and houses the biggest Indian desert- the Thar Desert known as the 'Maru-kantar'. The oldest chain of fold mountains- the Aravali Range splits the state into two geographical zones- desert at one side and forest belt on the other. Only 9.36% of the total geographical region lies under forest vegetation. The is the only hill station of the state and houses the Peak that is the highest peak of the Aravali range with an elevation of 1,722 m. The capital city of Rajasthan is Jaipur.

Districts: The state has 33 districts classified under 10 agro climatic zones. Out of these 33 districts, the programmes of National Horticulture Mission are being implemented in 24 districts. The state has 249 panchayat samities and 41353 villages.

Area:

The north-western state of Rajasthan is the largest Indian state with an area of 3, 42,239 sq. km comprising of the 11% of the total geographical area of the country. This state has a type of rhomboid shape and stretches lengthwise 869 km. from west to east and 826 km. from north to south.

Topography:

Rajasthan has varying topographic features though a major part of the state is dominated by parched and dry region. The extensive topography includes rocky terrain, rolling sand dunes, wetlands, barren tracts or land filled with thorny scrubs, river-drained plains, plateaus, ravines and wooded regions. In a more broad way the topography of Rajasthan can be divided in the following regions- the Aravalli or the Hilly regions, the Thar and the other arid regions, the Plateaus including Vindhaya and the Malwa, the Fertile plains including the Mewar, the Forest Regions and the Waterbodies including Rivers and Salt Lakes.

Soils: Five distinct specifications of soils viz., Aridiosols, alfisols, entisols, inceptisols and vertisols are found in the state.

. The aridisols occur largely in arid regions in western Rajasthan. The texture of these soils varies from loamy fine to coarse sands forming dunes in the arid western plain, silty clay loam in irrigated North West plains to sandy loam and clay loam in the transitional plain of inland drainage. These soils are productive under irrigated situations with adequate fertilizers. . Alfisols are found in semi arid to sub humid and humid areas. These soils have medium to fully developed profile.

. Entisols occur many times mixed with aridisols in western parts of the state. These are mineral soils and are highly productive in areas of recent alluvium, but infertile in barren lands. . Inceptisols are found at the foothills of the aravalli and other mountain ranges. These are also found in patches in eastern and southeastern plains. . Vertisols are characterized by high content of swelling type clays, very high water holding capacity and are too plastic when wet and very hard when dry. These are largely found in southern and southeastern plains, which are sub humid and humid in nature.

Irrigated Area:

There is a substantial gap between the availability & requirement of water, and it is progressively widening. However, paucity of water resources is not the only problem. The state faces serious uncertainty in the availability of water and a large part of the state is drought prone. The state has to rely to a large extent on fast depleting ground water resources for drinking water as well as for irrigation. A large proportion of the available water is "imported" from the neighboring states. The other serious problems are deteriorating quality of water, its iniquitous access among regions and sections of population and inefficient use of water in the major water consuming sectors. Agriculture / Horticulture Profile

The salient features of agriculture in Rajasthan: . Agriculture in Rajasthan is primarily rain fed . Arid and semi-arid areas cover two-third area of the State . The period of monsoon is short, with late onset and early withdrawal coupled with long drought spell . 90% of the rainfall is received during monsoon season. . The rainfall is highly inadequate (average annual rainfall is 576 mm) and variable both in time (3 out of 5 years are drought year) and quantum (15 cm is to 90 cm) . 65% of cultivation is under kharif season and is mostly depend on rainfall which is sporadic and uncertain . Limited availability of ground water (country’s 1.7%) and ground water is rapidly going down due to scarcity of rainfall in arid areas

. Only 33% of average gross cropped area receives irrigation and two third of gross cropped area is mainly rain fed. . 70% area irrigated through wells & tube-wells . 27% irrigated through canals . Soils are sandy having low water holding capacity, high infiltration rate and shallow in depth in some areas

Agro climatic Zones: Rajasthan is endowed with diverse soil and weather conditions comprising several typical agro-ecological situations- warm humid in south eastern parts to dry cool in western parts of the state, which in turn permit growing of large numbers of horticultural crops.

Production Strength:

The climatic condition of Rajasthan favors growing of various horticulture crops and specially the seed spices. State is having prominent position in production of seed spices in the country. State horticulture sector contributes a lot in the national production as mentioned below:

. 68 % of Country’s Coriander . 39% of Country’s Cumin . 89 % of its Fenugreek . 24 % of its Garlic . 7 % of its Fennel . Almost all its Psyllium Husk (Isabgol) . Almost all its Myrtle (Henna) . Almost all its Ajowain . 7 % of its Mandarian . Producing export quality Kinnow & Aonla

Potential Pockets:

Horticulture is a potential sector which can face the challenges and provides better returns per unit area and sustainability in production through crop diversification. Rajasthan offers excellent horticulture development potential inspite of several biophysical as well as development constraints.

The State has diverse climatic conditions with three major canal irrigation projects- IGNP, command & Narmada canal area creating resource for the production of variety of crops. This diversity in climatic conditions creates scope to grow number of horticulture crops in different parts of the State. The major potential areas of horticulture crops are as under:

The area under fruits and flowers are non significant therefore it is essential to explore the possibilities of area expansion of fruits and flowers in the State.

Implementation structure: National Horticulture Mission launched in the State during 2005-06 in selected 13 districts. During 2006-07, four more districts included under the scheme for implementation of the programmes. During 2007-08, six new districts and in 2008-09, one more district was added for the NHM. Presently, National Horticulture Mission is being implemented in 24 districts of the State. The details on year wise inclusion of districts under National Horticulture Mission are as under:

Rajasthan Horticulture Development Society, a society registered under societies Registration Act 1958 under the chairmanship of Principal Secretary Horticulture is the implementing agency for the National Horticulture Mission in the State. The society is implementing mission programmes through district horticulture development societies under the chairmanship of district collector.

Major Achievements, So far (2005-06 to 2012-13): Rajasthan offers excellent horticulture development potential inspite of several biophysical as well as development constraints. The endeavors' over the past decade made for planned and systematic development of horticultural in the state have now been visualizing. The major achievements during the implementation of National Horticulture Mission in the State are as under:

. New plantations of Mandarin, Kinnow, Aonla, Lime, Guava, Ber, Mango, Pomegranate, Bael, Sweet orange, Papaya, Jojoba etc. were taken up in identified clusters with well- suited varieties of different fruits and an area of 51427 ha brought under fruits with varieties of high productivity. . The additional area of 53117 ha brought under spices crops mainly in coriander, cumin, fenugreek and fennel. . To provide different source of income to the small and marginal farmers, 4029 ha area brought under flower crops mainly in desi roses and merigold. . To increase the productivity level of fruit crops, 3136 ha old orchards have been rejuvenated. . To promote collection of rain water by diverting the flow of runoff from field to the storage structure and then recycle it to use in life saving irrigation to horticultural crops,

1940 water resources created for farmers groups and 426 water resources were created for individuals. . To get more returns from per unit area through adoption of high tech technology, 365000 square meter area has been brought under green house cultivation wherein gerbera, carnation and capsicum crops are being cultivated. . To promote the organic farming and to avoid hazardous chemicals, 8287 ha. area has been brought under organic farming with construction of 2668 vermi compost units so that essential manure could be available at farm land. . To increase the productivity of spices, fruits and vegetables through application of suitable pest control measures, integrated pest management practices have been adopted in 49797 ha area. . For technical up gradation of growers on horticulture aspects, 29262 farmers have been trained on different aspects and 15528 farmers have been sent to different parts of country to see and adopt the latest technology of horticulture segment being adopted in other parts of the Country. . To create employment generation opportunities for skilled youth, 13 batches of supervisors have been provided the one year training on all aspects of horticulture development. Beside 6 batches of students have been given 6 months of entrepreneurs training and 11batches of students have been provided gardeners training. . To provide alternate source of income to the farmers and maximize production 50829 bee boxes and colonies were distributed to the farmers. . To create a network of infrastructural facilities for grading, packing, storage and marketing of horticulture produce 16 Cold/MA storage, 53 Pack houses, 8 Ripening chambers and 1764 onion storage have been established in different production clusters of the State. Increase in Area, Production and Productivity:

Prior to launching of National Horticulture Mission in year 2004-05 (base year), the total area under horticulture crops was 7.15 lakh ha with a production of 13.85 lakh MT. As a result of implementation of different horticulture developmental activities, the area and production of horticulture crops has increased and reached up to 14.72 lakh ha and 30.04 lakh MT respectively in 2011-12 in the State. Irrigation Potential Created:

Rajasthan has hardly 1.1 % of total water resources of the country and faces serious uncertainty in its availability. There is a substantial gap between the availability & requirement of water and it is progressively widening. The state has to rely to a large extent on fast depleting ground water resources for drinking water as well as for irrigation purposes. Therefore SHM has given stressed on Creation of Water Resources for collection of runoff water in water harvesting structures and further use for life saving irrigation of crops. For area expansion of fruit plants, quality planting material is of vital importance. These planting materials are being arranged through the various public sector nurseries maintained under the society "Rajasthan Horticulture and Nursery Society" and of State Agriculture Universities. Mechanism for quality assurance:

To ensure the quality of planting material for new area expansion under National Horticulture Mission following efforts have been made by Department of Horticulture:

Scientific Infrastructure facilities developed: National Horticulture Mission supports creation of different infrastructure facilities for development of nurseries, integrated pest / nutrient management, cleaning grading of seeds, disease forecasting labs etc. SHM is facilitating the State Agriculture Universities & / KVK’s/ Research Institutions for creation of infrastructure facilities under these components.

Post Harvest and Marketing infrastructure:

A developed market and post harvest infrastructure is necessary for harnessing full benefit of increased production and its utilization in a manner, which is both profitable and remunerative to the producer and consumer. In order to link production clusters with PHM & marketing infrastructure status of existing and possible market linkages in the State is as under:

Food Parks: Four food parks established at Ranakpur ( Kota), Boranda (Jodhpur), Vdhyog Vihar (Sriganganagar) and Nimrana (Alwar) to boost agro processing in fruit clusters of NHM. The Horticulture products for each of the food park are as under: . Kota: Coriander, Fenugreek, Mandarin, Aonla, Garlic, Potatoes, Tomato, . Jodhpur: Cumin, Chilli, Garlic, Onion, Ber, Pomegranate, Aonla, Sonamukhi, Mehandi, Isabgol . Sriganganagar: Kinnow, Orange, Aromatic grass . Alwar:- Chilli, Ciprus, Capsicum, Aonla, Flowers

Agri-Export Zones: Two AEZ established for coriander (Kota, Baran, Jhalawar, Bundi, Chittorgarh) and cumin (Jalore, Barmer, Pali, Jodhpur, Nagaur) to encourage exports of spices.

In these AEZ’s areas modern facilities like cleaning, grading, sorting, packaging and storage being provided. Besides, seed infrastructure programmes under NHM is also being undertaken in Agri Export Zones.

Processing units and cold storages

Processing facilities: There are not too many large-scale processors in the state. Most of the processors are small scale. The numbers of processing units existing in horticulture field in the state along with their location are as under:

Thus, in total 121 cold storages along with one controlled atmosphere storage are available in the State providing sufficient storage facilities for the produce.

Rajasthan Government has taken a step for promotion of stationary processing units wherein a maximum subsidy of Rs. 1.00 crore is admissible to the extent of 50% of cost for horticulture produce based processing units. STRATEGY FOR HORTICULTURE DEVELOPMENT The basic objective of the Strategy is to develop a demand-driven approach for horticultural products.

JIT Observations  Registration plates of tractors were not found intact and absence of NHM logo also observed at farmers’ sites.  Beneficiaries requested that anti-bird net is given for ½ ha or with maximum funds of Rs. 10,000/- at present, as per NHM norms. The cost of norms needs to be revised at higher scale.

TONK DISTRICT

Introduction:

Tonk with its geographical area of 7.18 lakh ha. has been divided into 6 block viz., Tonk, Niwai, Deoli, Toda, Malpuria and which is further subdivided into 7 tehsils. There are 231 nos. of Gram Panchayat and 11009 revenue village exits in the district. The district falls under the 3 A agro climatic zone and suitable for cultivation of Aonla, Lime, Guava, Onion, Tomato, Capsicum, Okra, Cauliflower, Chilli, Cumin, Fennel, Cucurbits, Rose etc.

Soils: The soils have been derived both from calcareous and non calcareous type of parent material. Soils are yellowish brown to dark grayish brown in colour, generally deep to very deep, dominantly medium to fine textured, from sandy to clay and well to poorly drained.

Climate: The climate of the district is moderate and mild throughout the year. The average temperature is 26.2 degree Celsius and normal rainfall is 668.3 mm which is mainly occur during the month of July and August.

Agricultural Credit:-

Banks: - There are 86 branches of various banks i.e. cooperative, rural & commercial banks with loan amount of 58.23 crores. Bank of Baroda is the lead bank of the district. Regulated Markets: - There are 6 regulated markets / sub yards in the District. Wheat, gram, mustard, Bajra, Groundnut, Cowpea & guar are the important agriculture crop produces sold in market. The vegetable market is not yet regulated one.

Agro-processing facilities: - There are no big processing industries for Dal, vegetable, oil, or fruit or vegetable produce. Some cottage industries for Dal, vegetable oils are located in , Tonk & .

Storage facilities: -

There are no storage facilities in Tonk district, other godown run by State Warehouse corporation and Food Corporation of India, are mainly used for storage of food grains. FCI has one godown at Newai & Warehouse Corporation has one godown at Tonk. There is no cold storage in the district.

Organization:-

1. NGO’s- There are some NGO’s many of which are working for the farming community at the grass root level. These NGO’s undertake organic farming watershed development project, health services, technology transfer, education, & training.

Potential of Horticulture: The diverse agro-ecological conditions prevailing in district has made it possible to grow different types of horticultural crops such as fruits, vegetables, spices, flowers, root and tuber crops, medicinal and aromatic crops etc. and a significant shift towards Horticulture is evident in the State with an increase in area and production. Out of the net cultivated area of about 3.40 lakh ha, in the district, Horticultural crops are grown in an area of about 0.10 lakh ha with an annual production of about 20000 MT.

The varied agro climatic conditions of the district favours growing of large number of horticulture crops in the State. As a result of which, certain belt of horticulture crops have been developed in different blocks. The quality lime has been grown in Tonk and Niwai block, quality guava is being grown in Uniara and Tonk block of the district. Similarly the versatile crop Aonla and vegetables like onion, tomato, pea, okra, Cole crops, cucurbits etc. are getting momentum in Malpura and Toda block of the district.

Guava Guava cultivation is increasing every year in the district. The climatic conditions are very much suitable for quality like sweetness & aroma, preferred by other states in the name of Sawain Madhopur guava which is being cultivated in Sawain Madhopur, Kaddar, Gangapur and Bauli Panchayats with total area 4050 ha and estimated production is 7375 MT.

There are shortages of zinc in the guava orchard; the Department is advocating to apply zinc sulphate in the soil to avoid zinc hunger.

JIT observation in District  Non-posting of horticulture staff in the District, since 2005-06 to implement activities of NHM in the District. As a result, sufficient balance target are to be completed. At present, activities of horticulture are looked after by the Department of Agriculture who has no competency in implementation of horticulture activities.  At beneficiary’s site, citrus plants could not be found for which subsidy was given under NHM, instead bajra was grown.

Centre of Excellence for date Palm Centre of Excellence for date Palm has been established at Jodhpur-Jaisalmer, National Highway No. 104 in village Sagra-Bhojka in Jaisalmer district, during January, 2009 & 2011 as a demonstration farm for propagating the Tissue culture date palm plants. Total 96 ha date palm consists of 15262 plants were planted during 2009-2011. The varieties planted namely Barahi (5706), Khadravi (994), Khalas (1002), Jamli (1000), Sagai (1001), Khuneji (3680) madjool (1174), Madrasi Male (581) and Gharnami Mole (124) have been introduced with 4 Bore well for drip irrigation. Initially plants were purchase from outside the country During 2012-13 about 500 plants have started fruiting and found that fruits are of excellent quality and meeting the International standard. Palm production and processing programmes were taken up with individual work plan under the Ministry of Agri. & Cooperation Govt. of India to establish centre of excellence of date palm, sanctioned of Rs. 152 lakh for Training to farmers/ Govt. officials, production, protection and post harvest management and other related problems of date palm. Presently this farm is supervised by Rajasthan Hi-tech Agri products company- Shri Gannga Nagar.

Meeting with Joint Director, SHM, Rajasthan on 8th October, 2013

 JIT held a meeting with Dr. Sita Ram, Joint Director, SHM, Rajasthan on 8th October, 2013.  Observations made by JIT, NHM during its visit to Districts of State viz. Jaipur, Swai Madhopur, Tonk and Kaurali during 3rd October to 9th October, 2013 were appraised.  It was mentioned that in Centre of Excellence on Date Palm, date palm is fruiting between 5 kg-40 kg per plant.  CC (OP) stated that pollination in Zucchini may be generated through beekeeping instead of manual pollination. For this plantation of marigold may taken up in green houses wherein Zucchini has been planted.  After thorough discussion, Joint Director, Rajasthan assured the short fall in achievement under various components of NHM will be looked into and efforts will be made to step up the implementation.

1. Wrap up meeting with Commissioner (Horticulture), on 26th December, 2013.  A wrap up meeting of JIT with Shri L.C. Aswal, Horticulture Commissioner, Government of Rajasthan was held on 26th December, 2013 to his chamber, Shri Sita Ram, Joint Director (Horticulture) also attended the meeting.  Observation made by JIT during its visits to Jodhpur, Jaisalmer and Barmar districts were apprised to Commissioner (Horticulture.).  It was mentioned that the progress under protected cultivation was not satisfactory. Joint Director (Hort.) mentioned that area specific programmes are implemented in these districts. Due to high wind velocity and humidity management problem, green house / shade net are not being established in these districts.  A mention was made by SHM to include pomegranate in the crop cluster of Barmer District owing to good potential for its plantation. In this regard, request for its inclusion will be forwarded to NHM for consideration.  It was mentioned that horticulture activities are not being implemented efficiently in Barmer District because of non posting of horticulture staff in the District and Agri (Ext.), Department do not give preference for it. It was highlighted that orders of posting of horticulture officials in the District are being issued.  It was also mentioned that awareness for plantation of date palm & pomegranate in these districts will be created and technical support for the same will be extended.  For shortfall in vermi compost unit component, it was mentioned that desiccating winds blow across these districts and worms could not survive in the pits.  It was mentioned that NHM may consider the subsidy for establishment of infrastructure i.e. for erecting pillars for anti bird net.  It was mentioned that viable plantation of datepalm approach has to be adopted. Therefore, it has been decided not to give 2-3 plants to farmers or for kitchen garden.  Borer problem in ber in these districts was observed and integrated pest management was recommended.

2. Wrap up meeting with Commissioner (Horticulture), Government of Rajasthan 8th October, 2013  A wrap up meeting of JIT, NHM with Dr. Shri Ram , Commissioner (Hort.), Govt. of Rajasthan was held on 8th October, 2013 in his chamber.  The observations made by JIT during its visit to Jaipur, Sawai Madhopur, Tonk and Karauli Districts were appraised and discussed.  It was mentioned that since 2005-06, staff from Horticulture Department has not been posted in Karauli District. The implementations of NHM activities in the District are taken care of by Agriculture Department, Govt. of Rajasthan. The posting / sanctioning of Staff in the District was discussed. Commissioner (Hort.) mentioned that the targets under NHM will not be achieved in Karauli District during 2013-14, as the Officials of Agriculture Department do not give preference to the implementation of horticulture activities because they do not have the prowess in horticulture. Efforts are being made to post /the necessary staff to look after the implementation of activities of horticulture in the District.  Problem relating to supply of inferior pomegranate plants to the beneficiary was discussed as the beneficiary incurred heavy losses due to non fruiting of marketable produce of pomegranate, Commissioner (Hort.) assured that matter will be interrogated through Departmental enquiry.  Commissioner (Hort.) assured the JIT that from next year, horticulture activities with State will be looked after by a separate full-fledged Department of Horticulture in the State. Additional posts are being created to focus on horticulture in the State. He also agreed that the high density plantation of guava will be promoted in the district of Sawai Madhopur.  It is emphasized to shift from traditional crops to nontraditional crops in the State.  It was mentioned that for water harvesting & energy source development, schemes like solar energy, micro irrigation, water harvesting sources, establishment of Green houses and plastic mulching are being integrated at the site of the farmer for accruing maximum benefits to the beneficiary.  Commissioner (Horticulture) mentioned that there was no scope to promote beekeeping component in the state because the people were not coming forward to take up the

beekeeping activity and it was also mentioned that bees rarely take nectar from mustered crop.  Commissioner (Hort.) also mentioned that floriculture development was not taking place in the state as farmers do not have much knowledge about floriculture / plasticulture, hence no progress under cut and bulbous flowers was made.
