    BRIEFING Brazil ahead of the 2018 elections SUMMARY On 7 October 2018, about 147 million Brazilians will go to the polls to choose a new president, new governors and new members of the bicameral National Congress and state legislatures. If, as expected, none of the presidential candidates gains over 50 % of votes, a run-off between the two best-performing presidential candidates is scheduled to take place on 28 October 2018. Brazil's severe and protracted political, economic, social and public-security crisis has created a complex and polarised political climate that makes the election outcome highly unpredictable. Pollsters show that voters have lost faith in a discredited political elite and that only anti- establishment outsiders not embroiled in large-scale corruption scandals and entrenched clientelism would truly match voters' preferences. However, there is a huge gap between voters' strong demand for a radical political renewal based on new faces, and the dramatic shortage of political newcomers among the candidates. Voters' disillusionment with conventional politics and political institutions has fuelled nostalgic preferences and is likely to prompt part of the electorate to shift away from centrist candidates associated with policy continuity to candidates at the opposite sides of the party spectrum. Many less well-off voters would have welcomed a return to office of former left-wing President Luiz Inácio Lula da Silva (2003-2010), who due to a then booming economy, could run social programmes that lifted millions out of extreme poverty and who, barred by Brazil's judiciary from running in 2018, has tried to transfer his high popularity to his much less-known replacement.

The terrorist action was claimed on social networks by a fascist group that calls itself the Nationalist Popular Insurgency Command of the Brazilian Integralist Family. The identity of one of the perpetrators of the attack was disclosed by police on December 31, two days after he fled the country to Russia. Eduardo Fauzi is a member of the Brazilian Integralist Front and PSL (Social Liberal Party), the same right-wing party that ran the fascistic ex-army officer Jair Bolsonaro for president. The Bolsonaro government, which employs hysterical rhetoric denouncing every form of social protest as “terrorism”, has deliberately remained silent about the firebombing, signaling tacit government support for fascist violence. It establishes connections between the production of memory, the U.S. political conjuncture, and U.S. political myths, such as Abraham Lincoln and John Kennedy.     THE LEGACY OF BRAZIL'S PEDRO I: MEMORY AND POLITICS DURING THE EMPIRE AND REPUBLIC by Debra Law A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland October, 2015 © 2015 Debra Law All Rights Reserved Abstract The long-term historical legacy and place in national memory of Brazil’s Pedro I has not been sufficiently analyzed in the historiography centered on the nation’s first emperor and the ways in which successive political regimes approached remembering the past. Yet, Pedro I provides a fascinating case study in memory because of his complicated relationship to Brazil. The Portuguese prince who declared Brazilian independence but was forced into exile, Pedro I became the subject of Brazil’s first public monument. Located in Rio de Janeiro, the equestrian statue of Pedro I serves as a touchstone for how the ruling political elites of different eras viewed the nation’s founding historical figure, its past, and the legitimacy of their own societies and regimes. The methodology of this study serves to explain how the Brazilian people, represented in the writings of their intellectual elite, remembered their first emperor on the occasion of his statue’s inauguration in 1862 and after an incident involving the covering of his statue in 1893. Because the former took place during the imperial era of Brazilian history and the latter during that of the Republic, the examination of those moments will shed light onto the ways in which the concepts of history, memory, politics, and sovereignty intersected in the public square in Rio de Janeiro.

    BRAZIL-U.S. BUSINESS COUNCIL SPECIAL REPORT: The Incoming Rousseff Administration President and Vice President Brazilians this week inaugurated their first woman president, Dilma Rousseff, 63, of the left-leaning Workers’ Party (PT). She was chosen by 56% of voters in a runoff election in October and will replace her mentor, the immensely popular Luiz Inácio Lula da Silva. Rousseff is a native of Minas Gerais, Brazil’s second largest state, but she made her government and political career in the southern state of Rio Grande do Sul. She holds an economics degree from the Federal University of Rio Grande do Sul. During the eight- year Lula administration, she served first as Energy Minister and then as the president’s Chief-of-Staff. Before her 2010 presidential race, Rousseff had never been a candidate for public office. Her entire political career was based on staff and agency positions. Starting in the late 1960s, Rousseff was an active member of a leftist revolutionary group combating Brazil’s military dictatorship. From 1970 to 1973 she served a prison term for violation of the National Security Act. The 1979 Amnesty Law allowed her to begin a career of government service. Rousseff will be aided over the next four years by Vice President Michel Temer, 70. A lawyer and former law professor from São Paulo, Temer served as a prosecutor and public safety official before election to Congress in 1986. He is a 24-year veteran of the Chamber of Deputies and served three times as the Chamber’s Speaker. He is also a former National Chairman of the powerful Brazilian Democratic Movement (PMDB), Brazil’s largest political party and the PT’s main coalition partner.

These policy imperatives have set the country on the road to good governance and have provided former presidents a chance to claim continuity. While President Rousseff of the Workers’ Party (PT) may have a distinct style, personality, and set of leadership skills compared to her predecessors, she is expected to maintain the core macroeconomic stability and social policies that are currently in place.
