1. INTRODUCTION

Environment is a diverse field involving the atmosphere, hydrosphere and lithosphere. Unabated exploitation of its resources by humans over the last many decades has given rise to issues like climate change, biodiversity loss, water resources depletion, natural disasters, and pollution of various types indirectly effecting the survival and quality of life for humans itself. However its protection and management started to take prominence in the 1960s and 1970s with the book Silent spring written by Richael Carson in 1962 which has been a stepping stone for protection of environment in America. Stockholm Conference, 1972 was the first major global conference for protection of environment. Since then emphasis has been consistently put to keep equilibrium between development and environment.

Environmental planning has become a separate discipline within planning. It is done by a range of agencies other than the key planning agencies. Many environmental agencies establish policies that guide future decision making so as to provide adequate environmental protection. Environmental planning is the process of facilitating decision making to carry out land development with the due consideration given to economic, social, political and governance factors. It provides a holistic framework to achieve sustainable outcomes for a community. A major goal of environmental planning is to create sustainable communities, which aim to conserve and protect undeveloped land.

In Kargil, quality of life and well being is very much dependent on how we use, develop and protect our natural resources such as land, rivers, groundwater, air, landscape and biodiversity which have ecological, economic, social, cultural and aesthetic values associated with them. We need to be concerned with the long term implications of these resources utilization pattern and how we should sustainably consume them in order to follow the concept of sustainable development in true spirit at micro level.

1.1 Scope of District Environment Planning

Environmental planning can be seen as the sum of all of the activities aimed at conserving important elements of the environment, minimizing the negative impacts of human activities and enhancing the existing life support system. For this prior planning is important at administrative level that addresses diverse issues of the environment both at short term or long term basis. The planning should focus on minimizing negative impacts of development at Municipal level in cities and panchayat level in villages by involving local communities’ as an important stakeholder. Proactive administrative approaches for waste management, soil conservation, air, water and noise pollution abatement are some of the areas where concrete planning can be made.

1.2 Objectives:

1) The sustainable and equitable utilisitatioin of resources within the territorial jurisdiction of the district.

2) Regenerating the life supporting capacity of air, water and land ecosystem.

3) Managing solid waste, biomedical waste and e-waste. 4) Protecting soil resources along water courses. 5) Implementing the Govt. order related to protection and improvement of environment in letter and spirit. 6) Hiring environmental experts as consultants for feedback on best practices.

1.3 About Kargil District

Kargil is a district in Union Territory of Ladakh in northern . It has a population of 1.40 lacs with a geographical area of 14086 Sq Km. The district is flanked by and to the west, district to the East, -administered region of Gilgit– to the north and in the south, It lies to the northwest of the Great Himalayan range and encompasses the majority of the Range. Important valleys with population inhabitations are Zanskar, Suru, Chiktan and Drass. Climate is aired with short summer and long and cold winters. Temperature often drops upto −34 °C, with recorded temperatures of −60 °C, in Drass subdivision, situated 56 km, from the Kargil town. National Highway 1D, connecting to Leh, passes through Kargil. This highway has strategic importance and remains closed for around six months due to heavy snowfall at Zojila. The district was created in 1979 by carving it out of the . In 2003, Kargil was granted autonomy by making Ladakh Autonomous Hill Development Council (LAHDC) with Strength of 30- Councilors, out of which 26 are elected and 04 are nominated. On October 31st 2019, the passed J&K reorganization Act 2019, that contains provisions to make Kargil a district of the new union territory of Ladakh. The District consists of 05-Sub-Divisions, 07-Tehsils, 15- Administrative Blocks, 127-Villages (02-Un-inhabitted) and 95-Panchayats. According to the 2011 census Kargil district has a population of 140,802, comprised of 124464 rural & 16338 urban populations, male-77785 and female - 63017 Nos. The district has a population density of 10-persons per square kilometer. Its population growth rate over the decade 2001-2011 was 18.02%, and a sex ratio of 810-females per 1000 males, and a literacy rate of 71.34% .

2. Solid Waste Management

2.1 Solid Waste Management for Urban local bodies:

A District level Task force has been constituted by the Government, vide rderNo.192GAD of 2019 dated07-02-2019,inpursuance of the Hon’ble National Green Tribunal order dated 16-01-2019 passed in Original Application No.606/2018 for ensuring compliance to the Municipal Waste ManagementRules,2016 under the chairmanship of District Magistrate, Kargil to review the status of Solid Waste Management(SWM) periodically and to create awareness about the scientific disposal and segregation of waste at citizens, Trade and Commerce Bodies, Industrial Associations, besides Religious and Social organization of District Kargil.

Land measuring 50 kanals situated at Changrah Tehsil and District Kargil has been identified for waste treatment and establishment of Solid Waste Management plant. Work order awarded for preparation of DPR of solid waste Management Project and the tender for the execution of the works shall be floated in the first week of march-2021.For sewage Treatment Plant Technical evaluation completed & work done to be awarded by 1st march for preparation of DPR of Sewerage Treatment Plant. Presently i n municipal area the solid waste generated from the said local bodies is being collected on daily basis and lift it at 13 km away at disposing site for segregation and dipping of soil. ‘

2. 2 Action Plan on Solid Waste Management Ru ral areas :

Solid liquid waste management in Rural areas of district Kargil is being taken up under CSS SBM (G) and State Development Package 2020-21.The funds under SDP 2020-21 are yet to be utilized for construction of segregation sheds at block TSG, Zanskar, , Drass and (waste resource centres), which could not be taken up due to due Covid pandemic situation. Rural Development Department, kargil has recently submitted Annual Implementation Plan (AIP) for the year 2021-22 and Project Implementation Plan (PIP) for the period 2021-22 to 2025-26, which covers Solid and Liquid Waste Management (SLWM) in the entire rural areas of district Kargil.

3. Bio -medical Waste Ma nagement (Health Department )

Govt. has notified Bio-Medical Waste Management Rules, 2016. Biomedical waste means any waste, which is generated during the diagnosis, treatment or immunization of human beings or animals or research activities pertaining thereto or in the production or testing of biological or in health camps, these biomedical wastes can spread infectious diseases in humans such as AIDS, Hepatitis B & C, Respiratory infections, Blood stream infections and skin infections and are thus considered as hazardous.

4. Plastic Waste Management In order to give thrust on plastic waste minimization, source segregation, recycling, involving waste pickers, recyclers and waste processors in collection of plastic waste fraction either from households or any other source of its generation or intermediate material recovery facility and adopt polluters pay principle for the sustainability of the Waste Management system, MoEF&CC has notified Plastic Waste Management Rules, 2018 as amended. These rules shall apply to every waste generator, local body, Village Panchayat, manufacturer, Importers and producers. 6. Rejuvenation of Polluted River Stretches (irrigation & Flood Control)

The increasing flood and cloud bursting incidents and heavy rainfalls have been experiencing in the recent years other- wise with a scanty rainfall recordings in the past, the need of the hours to setup a Flood Forecasting and Resource Management unit in the Department of irrigation and flood control department Kargil as until now any emerging flood situation is assessed on the basis of the weather forecast advisories issued by the Indian Metrological Department, an emergency control room is setup in the Deputy Commissioner’s office from where necessary instructions / direction are issued to all the stack holders with regard to the anticipated precipitation and flood like situation. There is no any gauge, discharge, rainfall recording stations in the district to assess the situation. The district is solely dependent on the advisories and information shared and issued by the Metrological Department of the State.

The main mining activity in Kargil District is extraction of key construction materials viz; sand/aggregate/nalla boulders/clay etc only from the river born deposits & from Molasse, fluvio- glacial deposits. Extraction of sand/bajri/nalla boulders etc from the river bed is feasible only during the dry spell (lean season), owing to very high velocity of river water. The main consumers of the minor minerals (key construction material) in the district are State/Central Government Works Executing Agencies viz; BRO, VIJAYAK, PWD, PMGSY, NHPC, PGCIL REW etc. 8.1 Environment Clearance is to be sought from: i) The District Environment Impact Assessment Authority (DEIAA) and District Expert Appraisal Committee (DEAC) for areas upto 05 hectares in individual lease and 05 to 25 hectares in case of cluster situations as per the Notification No’s S.O 141(E) Dated: 15th of January, 2016 and S.O 190 (E), Dated: 20th of January, 2016 issued by Ministry of Environment, Forest & Climate Change, Govt of India. ii) The State Level Environment Impact Access Authority (SEIAAs) for areas less than 50 hectares as per Impact Assessment Notification, 2006 & iii) The Ministry of Environment, Forest & Climate Change (MoEFCC), GOI in case of mining area is 50 hectares or more.

11. E-Waste Waste Management

Electronic waste or e-waste describes discarded electrical or electronic devices. Used electronics which are destined for refurbishment, reuse, resale, salvage recycling through material recovery, or disposal are also considered e-waste. At present E-waste management is in nascent stage in the district and only informal Trading, dismantling, and recycling of e-waste exists in the District.

12. Noise Pollution Management Plan

Noise Pollution can lead to acute disturbances to the mental well-being of residents in and around the city areas/ roads, and that other life forms. The advantage of controlling this type of pollution is that, its almost absolute, and can be controlled immediately if checked.

CPCB has laid down the permissible noise level in India for different areas. In industrial areas, the permissible limit is 75 dB for daytime and 70 dB at night. In commercial areas, it is 65 dB and 55 dB while in residential areas it is 55 dB and 45 dB during daytime and night respectively

The city also needs to delineate Silence Zones/No Honking Zones around sensitive areas such as schools, hospitals.

Along with this, there needs to a time schedule for all heavy construction activities. And a redressal mechanism in place with respect to noise related nuisances.
