Vessel General Permit (VGP) Version 2/5/2009 United States Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) VESSEL GENERAL PERMIT FOR DISCHARGES INCIDENTAL TO THE NORMAL OPERATION OF VESSELS (VGP) AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provisions of the Clean Water Act (CWA), as amended (33 U.S.C. 1251 et seq.), any owner or operator of a vessel being operated in a capacity as a means of transportation who: • Is eligible for permit coverage under Part 1.2; • If required by Part 1.5.1, submits a complete and accurate Notice of Intent (NOI) is authorized to discharge in accordance with the requirements of this permit. General effluent limits for all eligible vessels are given in Part 2. Further vessel class or type specific requirements are given in Part 5 for select vessels and apply in addition to any general effluent limits in Part 2. Specific requirements that apply in individual States and Indian Country Lands are found in Part 6. Definitions of permit-specific terms used in this permit are provided in Appendix A. This permit becomes effective on December 19, 2008 for all jurisdictions except Alaska and Hawaii. National Park Service Park News U.S. Department of the Interior Hubbard Glacier Hubbard Glacier Fact Sheet --The Hubbard Glacier is North America’s largest tidewater glacier. It is 76 miles long, 7 miles wide, and 600 feet tall at its terminal face (350 feet exposed above the waterline and 250 feet below the waterline). --The Hubbard Glacier starts at Mt. Logan (19850 ft) in the Yukon Territory. Mt. Logan is the 2nd tallest mountain on the North American continent. --The Hubbard Glacier is currently advanc- ing (last 100 years), while most Alaskan glaciers are retreating (95%). This is not in contradiction with current global tempera- ture increases. The Hubbard Glacier will advance during times of warming climate and retreat in time of colder climates. Long-time trading ties with Southern Tutchone and Interior Tlingit funneled wealth to Native residents of the upper Lynn Canal. Luxurious furs from the frigid north brought prices many times that of local pelts. For example, while the coastal red fox fur was worth $1.75 in “San Francisco dollars” in 1883, a Yukon silver fox brought up to $50 (about $1200 in 2015). Several times a year, Tlingit expeditions traversed routes considered secret until local leaders revealed their existence to Russians and Americans in the mid-nineteenth century. A day’s paddle to the upper Chilkat River brought travelers to a trail leading over through barrier coastal mountains into the vast, rolling subarctic Interior. On the eastern route, packers left Dyea at the terminus of Taiya Inlet and slogged a twenty-mile trail to a keyhole pass into lake country that drains into the Yukon River headwaters. The image of prospectors struggling up the “Golden Staircase” to Chilkoot Pass engraved the Klondike gold rush of ‘98 onto the license plates of cultural memory. For centuries, Chilkats and Chilkoots sustained a trading cartel connected by their respective routes. From tide’s edge to the banks of the Yukon River four hundred miles north, Tlingits insisted on customer allegiance. They discouraged Interior trading partners from commerce with anyone but themselves and expressly prohibited economic activity without invitation. The 1852 siege of Fort Selkirk and subsequent expulsion of Hudson’s Bay Company demonstrated the market realities of the Chilkat/Chilkoot cartel. -

Gastineau Channel Juneau, Alaska Feasibility Report CHANNEL DEEPENING FOR NAVIGATION ALASKA D l STR l CT CORPS OF ENGl NEEWS NOVEMBER 1977 FEASIBILITY REPORT APPENDIX A - ECONOMICS GASTINEAU CHANNEL, ALASKA PRESENT AND FUTURE ECONOMIC CONDITIONS Natural and human resources and developmental trends of the study area are presented to provide a general understanding of their relation to the problems and needs of the area and to establish a "most probable future" for the purpose of benefit and impact analysis. Of particular importance is the role waterways play in the social and economic well-being of the comunity. All waterborne traffic to and from Juneau must use Gastineau Channel. The channel southeast of Juneau is navigable by all classes of vessels, but the northern portion from Juneau-Douglas bridge to Fritz Cove is navigable only by shallow- draft vessels at selected tide levels. A shoaled reach, south of Juneau Airport, is navigable only at high tide and even then, only with current know1 edge of channel conditions. These restrictions cause the majority of traffic to take the longer route around Douglas Island, resulting in increased operating time and costs, a reduction in the navigation season due to adverse weather conditions, and the added risk of life and property because of the longer voyage through unprotected waters. TRIBUTARY AREA Gastineau Channel, a narrow strait about 16 miles long that separates Doug1 as Is1 and from the mainland of southeastern A1 aska, connects Stephens Passage on the east with Fritz Cove on the west. Although much of Southeast Alaska is a general tributary area, the Juneau-Douglas area is the principal contributor. -
