The article raises a problem concerning the current state of Russian bureaucracy research from the early XIX century until the middle of the XX century with the use of the Regional archives of the Republic of Bashkortostan. The research part of the article raises three main issues connected with the problem definition: analyses of provincial bureaucracy genealogy; research of Orenburg governorate bureaucracy personal documents; revealing the specificity of new national elite personnel policy in the USSR.

    Electronic Repository of Russian Historical Statistics - RISTAT.org Regions and administrative division in the Electronic Repository of Russian Historical Statistics Author: Gijs Kessler Introduction The Electronic Repository of Russian Historical Statistics offers key indicators on the social and economic development of Russia's regions for five historical cross-sections (1795, 1858, 1897, 1959, 2002). Data are standardised to facilitate their use for cross-regional and cross- country comparisons in social and economic history research. For entirely pragmatic reasons, the Electronic Repository at this point limits itself to the regions which are part of the modern-day Russian Federation (2002 borders). However, where sources also contained data for other regions part of the Russian state at that point in time, we have also included these data as a supplement to those for the "core regions". This primarily concerns data for the cross-section 1897, often gathered and published on one programme for all of the territory of the Russian empire at the time. For those cross-sections and topics where data were procured primarily from archival sources (1795, 1858 and 1959), we largely limited ourselves to data for Russia proper, in view of the time-consuming character of archival data-mining. Changes of internal borders and administrative divisions in the course of two centuries create serious problems for historical research from a regional perspective. To start with, data should be gathered for a unified list of regions from a wide variety of sources. For those cross-sections where sources allowed us to gather all, or most required data for one single year (1858, 1897, 1959, 2002), this generally did not present problems, because all data relate to one and the same administrative division.

    Economic Growth of the Russian Empire as Per Financial Reporting of the Ufa Branch of the Volga-Kama Commercial Bank Mikhail I. Rodnov1 1Institute of History, Language and Literature of the Ufa Federal Research Center of the Russian Academy of Sciences, Ufa, Russia. 1ORCID 0000-0001-7654-4782 Abstract A branch of the Volga-Kama Commercial Bank operated in the city of Ufa from 1873 to 1916. This large private bank, with headquarters in Saint Petersburg, occupied a 60% financial market share in the Ufa Governorate. The annual financial reports of the Ufa branch were analyzed to assess the economic development of the region. The capital turnover of the Ufa branch suggests that the local economy was growing until 1905. However, from 1906 to 1915 the capital turnover was decreasing, and on the threshold of World War I the economy of the South Urals was in the state of stagnation. Introduction Within historical research there has been an ongoing debate concerning the level of economic development of the Russian Empire. The image of impending crisis, naturally ending in the victorious socialist revolution, dominated Soviet historiography (Shepelev 2006; Rosenfeld 2010) but it was replaced by new opinions. Modern literature on the subject offers a rather calm view on Imperial Russia’s developing economy (Lizunov 2004; Salomatina 2004; Kotsonis 2006; Dmitrieva and Semenova 2007; Morozan 2007). Although some politicized studies may promote an opposite opinion that World War I or the Bolshevik coup suddenly interrupted the economic upturn of the Russian Empire at its heyday.

It was the first site in Central Asia to be excavated (1740-1741) and photographed (1858), and it has recently become one of the national symbols of independent Kazakhstan (since 1991). Over the period of more than 270 years during which it has been stud- ied, Dzhankent has been approached by generations of explorers, excavators and researchers from different theoretical positions and with different aims which have corresponded more or less to political or geopolitical programmes. The aim of this contribution is, on the one hand, to show how the various actors who worked at this site related to one another and to the various types of power (local, Tsarist, Soviet), and on the other hand, to analyze the changes in the theoretical approaches of these actors. Pickering Abstract Historians have long segregated Russian colonialism from the European practice because of the dichotomy between Russia’s contiguous continental expansion and Western European nations’ noncontiguous maritime expansion, as well as Russia’s ostensibly less liberal society during the eighteenth and nineteenth centuries. This thesis explores the utility of differentiating Russian colonialism on such grounds, examining institutions of imperial control and peripheral resistance in Russian Astrakhan and British North Carolina between 1730 and 1775. It seeks to establish a commonality of administration that the empires of Russia and Great Britain shared during the eighteenth century, as well as to identify concrete differences.

It does not Tventure heavily into theory, as it concentrates on how large-scale applications of governance are conducted. In addition, the author was one of those practitioners who interacted and bargained with Lenin, Stalin, Trotsky and the rest of the Soviet and Bolshevik luminaries of his own time for Baskurdistan and Turkistan. It can be read profitably in the context of anti-colonialism, Sub-altern studies, Russian and Soviet studies. He presents the issues on world-wide bases. Ahmet Zeki Velidi Togan (1890-1970) provides the details of his pursuits and en- vironment in his own words. As he points out, in his own preface, he was not content to solely depend on his memory or even notes; he made use of secondary sources and collective recollections of his colleagues, especially to verify the political events. However, in rendering his words into English, the following provisions were borne in mind: 1. Gnosis: Togan was well read and in depth. At one point he delves into his own use of the term “Moslem.” Two of the arguments he presents are worth noting here: Now, we are learning the German organizations which are close to the same aims, with Azimbek. Here, the task of keeping together social- ism with nationalism in the same organization is split into two. One is National Socialists; but their primary aim is animosity toward the Jews.

The sudden freedom feels strange after so much hardship this thesis imposed on me. Maybe the fact that today is Liberation Day in the Netherlands has to do with it. The tears in my eyes remind me of my dear friend Ian. Losing him made me doubt whether I could even finish this thesis. I had lost my ability to write and to analyse. Now, after all this time, I feel proud that I persevered. I did it and I cannot believe it’s finally over. At the same time, they are the tears of a tremendous joy. My topic was not always easy, but my choice brought me to Ufa in Russia, where it was great meeting people who were eager to show their city and country. It was also fantastic to speak to Russian scholars and students who had different and interesting perspectives on what I considered to be certainties of Russian history and perhaps of life in general. Working in the Ufa archive was an amazing experience that made me especially appreciate the digitization of the Dutch archives. Ploughing through paper catalogues and waiting hours for a limited number of files was an indispensable experience for my development as a researcher.

Orenburg region is used as a model region with a population which does not have pronounced regional identity. However, the region has cultural and geographic realities. Retrospective analysis of mental factors of cultural regionalism allowed us to differentiate between five spatial images of Orenburg region: a bridgehead to Central Asia, a citadel of civilizers, an experimental ground for reforms, an exploitable object with vast resources and a deaf province. Currently, Orenburg region is a region of «spreading identity». The mental factors of cultural regionalism are historical memory of the population, perception of the region by local (territorial) communities; land use traditions, traditional architecture. Expansion of geographic researches due to theoretical and methodological studies on geography of mentality is actualized in cultural regionalism. This helps identify the potential for long-term sustainability of multicultural communities and management technologies which can be used for effective and adequate responses to rapidly changing political, economic, and socio-cultural conditions. Based on the historical and spatial analysis of regional identity, it is possible to define the role of mental factors for cultural regionalism. The article uses instrumental and methodical techniques developed by the author to identify mental factors of cultural regionalism.
