PowerPoint Presentation about Monterey County Earth Day events given by staff. April 21nd clean-up day along Natividad Creek. Mo.Co. at Carr Lake with SVSWA at Virginia Rocco Barton School and Return of the Natives (RON) at Natividad Creek Park.

For FY 2017/2017, Environmental Health assisted organizers with local cleanups with collection of 46,000lbs of trash and 250 volunteers. Other Discussions: Data for clean-ups in the city of Salinas requested by Heidi. Information requested: date of event, number of volunteers, tonnage collected How long has the voucher program been in existence?- Long standing program to assist property owners who are victims of illegal dumping. Vouchers will pay for disposal. Program is also for community volunteers to clean-up public spaces such as parks, beaches, roadsides. Not used to clean out the garage. Authority reports that $300 used from Disposal Voucher for 17/18 fiscal year. City of Salinas asked- What to do with left over money? Can it be used for other programs such as ideas to incentivizing homeless to keep area clean? Money/Rewards for trash? County can assist volunteers with garbage bags, grabbers, buckets, and a voucher to dispose of materials. Incentivization program in still in idea stages. State Trash Amendment described by Heidi is to reduce trash entering waterways statewide. A goal of the Amendments is that trash shall not be present in ocean waters (Target goal is 0%) Pilot programs (Salinas) to target Northridge Mall, Westridge Mall, Chinatown, Acosta plaza Ag companies receive a waiver through storm water permits (City of Salinas Storm Water Program): Ag companies / oil companies exempt from Clean Water Act, Ag companies required to test water quality for Ag waiver How does Return of the Natives and Salinas Valley Solid Waste Authority get so many people to attend their events? Outreach to schools, community service hours awarded, contact with community leaders. Estela (SVWA) have contact (e-mail) list of teachers and school representatives Ordinance stated by Heidi- It is Illegal to live in outfall and city is required to provide 72 hour notice to homeless prior to clean-up Other possible sources for outreach: Rabobank looks for community events – does anyone have a contact? Farm Bureau Growers Shippers (Abby Taylor) Church, Taylor, T&A Incentivize landlords to provide outreach for farm workers and multi-family homes Housing Authority (District 8)- At least 1 person out of group living in multi-family housing program stays to retain affordable housing cost. If a person leaves the program, he or she is required to reapply to program. Door hangers Outreach at DMV, on the side of buses, and community parking lots / community bill boards Note: Large corporations not open to putting up signs/advertisement/outreach Paint care – paint can be brought back to some stores as a method of disposal Famous person to advise against illegal dumping (Clint Eastwood?)– does anyone have his contact? News print: “El Sol” “La Ganga” are Spanish newspapers Radio ads not very effective CalRecycle Conference in December has illegal dumping session. LEA staff on planning committee and coordinating session. Any Ideas? Fort Ord – historical issue Virtual tour of Chinatown , MRF 2.0, composting facilities, treatment plant Heidi – talk about illegal dumping in urban areas John Ramirez – talk about illegal dumping on county roads Keep America Beautiful – global approach Start with Chinatown → Marina (RVs) → Future Solutions Anastasia made a presentation about Chinatown has before and after pictures. Illegal dumping factors- High cost of living / not receiving adequate trash collection service / information not reaching people / homeless / people who do not care.

Roundtable: Republic Services: Council District 4 clean up, 9am – noon, Pacheco Dr. between Granada and Valero Anna from Volunteer center sends out information on clean-up to residents Last event collected about 4 tons Large volume of / e-waste No haz waste Event for residents only – proof of PG&E bill / garbage bill Do not check identification Unregistered waste haulers trucks / U-Hauls / trailers no longer accepted California Conservation Core Funded by Bottle Bill Fund Program – Americore Pay college graduates $40,000 to clean-up and conduct outreach The closest group is located in San Jose San Lucas San Lucas Clean-up Event July 14, 2018 Pit Stop located in San Lucas – Contact Burt – “He knows everything that happens in San Lucas” Burt can be a possible person to provide outreach for San Lucas residents Trash Advisory Meeting – June 7th, 2018 @ 8:30 AM – 10:30 AM
