Furthermore, no party to a treaty or international agreement subject to registration which has not been registered may invoke that treaty or agreement before any organ of the United Nations. The General Assembly, by resolution 97 (I), established regulations to give effect to Article 102 of the Charter (see text of the regulations, vol. 859, p. VIII). The terms "treaty" and "international agreement" have not been defined either in the Charter or in the regulations, and the Secretariat follows the principle that it acts in accordance with the position of the Member State submitting an instrument for registration that so far as that party is concerned the instrument is a treaty or an international agreement within the meaning of Article 102. Registration of an instrument submitted by a Member State, therefore, does not imply a judgement by the Secretariat on the nature of the instrument, the status of a party or any similar question. It is the understanding of the Secretariat that its action does not confer on the instrument the status of a treaty or an international agreement if it does not already have that status and does not confer on a party a status which it would not otherwise have. GENERAL INTRODUCTION This is the seventeenth volume of the Cumulative Index. It covers the treaties and international agreements contained in volumes 1001 to 1050 of the United Nations Treaty Series. The volume consists of two sections, each preceded by an explanatory note. In the first section, "Chronological Index", treaties and international agreements are listed in the order of the dates on which they were signed, opened for signature or accession, etc. The second section, "Alphabetical Index", refers to treaties and inter­ national agreements by party and by subject. In the present volume, all multilateral instruments (including those that appeared in volumes 1-12 as part of a special section "General International Agreements") are listed in the first section. References Entries in both sections contain references to treaty numbers and volume and page numbers. Treaty numbers for instruments included in the United Nations Treaty Series consist of a roman numeral and an arabie numeral, joined by a colon (i.e., 1:14689; 11:744). The roman numeral I signifies treaties and international agreements registered with the Secretariat; roman numeral II signifies treaties and inter­ national agreements filed and recorded by the Secretariat. The arabie numeral indicates the serial number assigned to the instrument within categories I and II. Treaties and international agreements appearing in the League of Nations Treaty Series are identified by the symbol "LoN" followed by the arabie number of the treaty registration. Volume numbers in the United Nations Treaty Series are in arabie numerals; those in the League of Nations Treaty Series are in roman numerals. Two dates joined by a hyphen (e.g., 1968,18-31 Mar) indicate the first and last dates in a series of exchanges of notes constituting an agreement. Two dates divided by a stroke (e.g., 1975,29 Dec/1976,5 Jun) indicate, on the other hand, an exchange on the two dates specified, without exchanges of notes in the intervening period. The dates of the actions such as ratification, accession, declaration, etc., are the dates of deposit of the corresponding instrument or notification. (b) Amendments, modifications, prorogations, etc., of bilateral instruments are listed under the date of the original instrument if it appears for the first time in volumes 1001 to 1050. If the original instrument was included in a previous Cumulative Index, the amendments, modifications, prorogations, etc., found in volumes 1001 to 1050 are entered under the date of the earliest change recorded in those volumes. (c) Amendments, modifications, withdrawals, etc., affecting any multilateral instrument are entered under the date of the original instrument. The ECLJ has held Special Consultative Status before the United Nations/ECOSOC since 200i. Recently, Palestinian Authority (PA) President Mahmoud Abbas submitted a series of letters to various UN agencies as well as to officials of Switzerland and the Netherlands requesting that "Palestine" be admitted to the respective UN agency or that "Palestine" be permitted to accede to the respective convention or treaty2• By submitting such requests, President Abbas is attempting to obtain recognition of Palestinian statehood "through the back door" by circumventing the provisions of solemn treaties which the PA entered into in the past. Such a manoeuvre indicates that the Palestinians are prepared to violate the terms of agreements they have entered into when such terms become inconvenient or do not lead to the results the Palestinians otherwise desire. Such actions violate fo undational principles of international law, to wit, the principle of ·'good fa ith" 3 4 and the rule of ''pacta sunt servanda" regarding treaties , and cannot be permitted or tolerated.

Inleiding Binnen de gemeente Peel en Maas wordt werk gemaakt om de regenwaterproblematiek op te lossen. Vanuit het veranderende klimaat en de hoeveelheid verharding is het noodzakelijk dat regenwater “gebufferd” kan worden, waarna het gedoseerd zijn weg kan vervolgen. Binnen de gemeente Peel en Maas is samen met Waterschap Limburg het gebied “De Baenjd” benoemd als buffergebied. De gemeente heeft een structuur opgezet met werkgroepen en voor dit onderdeel wil men graag een plan, dat vroegtijdig besproken is met de omgeving. Daarom heeft IKL, Ron Janssen, inzet gepleegd vanuit de kaders Waterschap Limburg en de gemeente Peel en Maas om samen met de streek een voorstel uit te werken. Onderstaand de opzet van het voorstel, dat op 27 november besproken wordt in de Werkgroep. 2. Uitgangspunten en randvoorwaarden Vanuit de opdracht heeft IKL uitgangspunten meegekregen die duidelijk aangeven dat de buffer voor waterretentie functioneel moet zijn en te allen tijde zijn functie kan volbrengen. Vandaar heeft Antea berekend wat de inhoud van de retentiebuffer dient te zijn. Gemeente heeft de beoogde locatie aangegeven. Vanuit deze uitgangspunten heeft de gemeente en werkgroep aangeven wat de aanvullende randvoorwaarden zijn: • Inrichting gebied dient een bijdrage te leveren aan de landschappelijke structuur/cultuurhistorische opbouw van het gebied • Ecologisch mogen bestaande waarden niet in het gedrang komen door wijziging watertoestand/instroom gebiedsvreemd water • De inrichting moet beheersbaar zijn, zodat de functionaliteit ten alle tijden gewaarborgd is.

We are called 'Blariacum College'. http://www.blariacum.nl/ Venlo in southeastern Netherlands Venlo, Netherlands, location map Location of Venlo: Venlo is located in the southeast Netherlands in the Dutch province of Limburg near the border with Germany. The historic center of the town is located on the east side of the river Meuse. The population of Venlo is around 100,000 people. Getting to Venlo - Railway Station: Venlo offers intercity connections to Den Haag, Delft, Rotterdam and Eindhoven among other stations, with connections to Germany via Kaldenkirchen. Regional and city buses are located in front of the station, and there is a large parking lot as well. Venlo Carnival and Other Events: Venlo's carnival celebration is called Vastenaovend, and it's a grand celebration held six weeks before Easter. The main event is on Saturday and festivities continue until the next Tuesday. The Zomerparkfeest is a big arts festival held in the park near the train station. Need to know what to do in the area? Here's a long list: a day out in Limburg. If you like country living, or are looking for lodging during Floriade or carnival, you might have to look for places in the Limburg countryside. HomeAway lists a variety of Limburg Vacation Rentals. Closest Airports: Venlo is served by the airports of Düsseldorf (Germany), Maastricht, Eindhoven and Weeze (Germany).
