Furthermore, no party to a treaty or international agreement subject to registration which has not been registered may invoke that treaty or agreement before any organ of the United Nations. The General Assembly, by resolution 97 (I), established regulations to give effect to Article 102 of the Charter (see text of the regulations, vol. 859, p. VIII). The terms "treaty" and "international agreement" have not been defined either in the Charter or in the regulations, and the Secretariat follows the principle that it acts in accordance with the position of the Member State submitting an instrument for registration that so far as that party is concerned the instrument is a treaty or an international agreement within the meaning of Article 102. Registration of an instrument submitted by a Member State, therefore, does not imply a judgement by the Secretariat on the nature of the instrument, the status of a party or any similar question. It is the understanding of the Secretariat that its action does not confer on the instrument the status of a treaty or an international agreement if it does not already have that status and does not confer on a party a status which it would not otherwise have. GENERAL INTRODUCTION This is the seventeenth volume of the Cumulative Index. It covers the treaties and international agreements contained in volumes 1001 to 1050 of the United Nations Treaty Series. The volume consists of two sections, each preceded by an explanatory note. In the first section, "Chronological Index", treaties and international agreements are listed in the order of the dates on which they were signed, opened for signature or accession, etc. The second section, "Alphabetical Index", refers to treaties and inter­ national agreements by party and by subject. In the present volume, all multilateral instruments (including those that appeared in volumes 1-12 as part of a special section "General International Agreements") are listed in the first section. References Entries in both sections contain references to treaty numbers and volume and page numbers. Treaty numbers for instruments included in the United Nations Treaty Series consist of a roman numeral and an arabie numeral, joined by a colon (i.e., 1:14689; 11:744). The roman numeral I signifies treaties and international agreements registered with the Secretariat; roman numeral II signifies treaties and inter­ national agreements filed and recorded by the Secretariat. The arabie numeral indicates the serial number assigned to the instrument within categories I and II. Treaties and international agreements appearing in the League of Nations Treaty Series are identified by the symbol "LoN" followed by the arabie number of the treaty registration. Volume numbers in the United Nations Treaty Series are in arabie numerals; those in the League of Nations Treaty Series are in roman numerals. Two dates joined by a hyphen (e.g., 1968,18-31 Mar) indicate the first and last dates in a series of exchanges of notes constituting an agreement. Two dates divided by a stroke (e.g., 1975,29 Dec/1976,5 Jun) indicate, on the other hand, an exchange on the two dates specified, without exchanges of notes in the intervening period. The dates of the actions such as ratification, accession, declaration, etc., are the dates of deposit of the corresponding instrument or notification. (b) Amendments, modifications, prorogations, etc., of bilateral instruments are listed under the date of the original instrument if it appears for the first time in volumes 1001 to 1050. If the original instrument was included in a previous Cumulative Index, the amendments, modifications, prorogations, etc., found in volumes 1001 to 1050 are entered under the date of the earliest change recorded in those volumes. (c) Amendments, modifications, withdrawals, etc., affecting any multilateral instrument are entered under the date of the original instrument. The Chronological Index includes the following data, in this sequence: (1) date (year, day, month); (2) place of signature; (3) signatories; (4) form and title of the instrument and references to related entries, if any; (5) languages of the original text; (6) treaty number; (7) volume number; (8) page number.
