LEADERSHIP in Governance, Peace and Security Building women’s LEADERSHIP in governance, peace and security esponsible governance based on democracy and Rrespect for human rights requires women’s leadership in decision-making and the accountability of public institutions to women. Bringing a gender perspective to constitutional, electoral, legislative, judicial and policy processes helps strengthen the rule of law and ensure gender justice. In conflict situations, women’s political, economic and social exclusion is even more pronounced. UNIFEM programmes promote women’s leadership to ensure their equal voice in shaping the policies that affect their lives and choices. UNIFEM’s work in this area centres on: I Peace and security, by providing assistance to women in conflict situations and supporting their participation in peace processes; I Gender justice, by strengthening the gender focus in electoral, constitutional, legislative and judicial processes.     LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years.

    Gender, peace and disarmament Noeleen HEYZER Disarmament and gender equality are global public goods whose benefits are shared by all and monopolized by no one. In the UN system, both are cross-cutting issues, for what office or department of the United Nations does not stand to gain by progress in gender equality or disarmament? When women move forward, and when disarmament moves forward, the world moves forward. Unfortunately, the same applies in reverse: setbacks in these areas impose costs for all. Jayantha Dhanapala, former Under-Secretary-General for Disarmament Affairs 8 November 2002 Today’s wars are no longer fought on the discrete battle zones of the First World War. The new battlefronts include homes and communities, in wars waged over resources, political power and in the name of religion and ethnicity.1 And violence against women, once an unfortunate side-effect, is now a deliberate part of many of these armed conflicts. The United Nations Security Council resolution 1325 on Women, Peace and Security, adopted in October 2000, has called attention to the fact that women and men are affected by war and armed conflict in different ways.2 The debate on that resolution and its follow up have also brought into sharper focus the enormous potential contribution of women as stakeholders of peace, disarmament and conflict prevention. The result has been a greater awareness of the gender dimensions of conflict and post-conflict situations throughout the international community. But why focus on gender at all in this context? Gender refers to the differential social roles that define women and men in a specific cultural context—and to the power relationships that perpetuate these roles.

In this respect, the Convention on the Elimination of All Forms of Discrimination against Women (1979), recalls governments to "take all appropriate measures to grant women the right to vote in all elections and public referenda and to be eligible for election to all publicly elected bodies" (art. 7). Since the immigration of the Hmong to the United States, education and employment have become accessible to Hmong women. However, traditional Hmong gender roles and values continue to be strong practices impacting Hmong women negatively in regard to their educational pursuits. Young married Hmong women who are expected to fulfill their obligations as new wives and daughters-in-law often delay or discontinue their educational plans. This researcher found reoccurring themes in literatures regarding the relationship between Hmong women's traditional gender roles and their abilities to obtain higher education. This researcher also interviewed nine married Hmong women informants who were pursuing their education. Reoccurring themes expressed by the informants were compared to the existing literature on Hmong women's gender roles and challenges.

We knew that 94 per cent of displaced households surveyed in Sierra Leone had experienced sexual assaults, including rape, torture and sexual slavery.1 That at least 250,000 – perhaps as many as 500,000 – women were raped during the 1994 genocide in Rwanda.2 We read reports of sexual violence in the ongoing hostilities in Algeria, Myanmar, Southern Sudan and Uganda. We learned of the dramatic increase in domestic violence in war zones, and of the growing numbers of women trafficked out of war zones to become forced labourers and forced sex workers.3 But knowing all this did not prepare us for the horrors women described. Wombs punctured with guns. Women raped and tortured in front of their husbands and children. Rifles forced into vaginas. Pregnant women beaten to induce miscarriages. Foetuses ripped from wombs. Women kidnapped, blindfolded and beaten on their way to work or school. We saw the scars, the pain and the humiliation. We heard accounts of gang rapes, rape camps and mutilation. Of murder and sexual slavery. We saw the scars of brutality so extreme that survival seemed for some a worse fate than death. On every continent we visited, in refugee camps, bars, brothels, prisons and shantytowns, women survivors shared their stories with us. They told us about their struggles to heal from the physical violence and the enduring psychological pain.
