Organizers & Committees Some eleven years ago, the first IEEM was held in Singapore in 2007. We were encouraged by the support and enthusiasm of our colleagues in Asia and had organized the conference every year without fail since then. It has grown into a high-quality conference in the fields of industry engineering Keynotes and engineering management, with participants from all corners of the world. For this we are very gratefully to authors, reviewers, participants, and Keynote 1 also our co-hosts in Hong Kong, Macau, Bali, Bangkok, Kuala Lumpur during this period. We can now confidently say that IEEM brings together the Keynote 2 community’s most innovative thinkers and dynamic researchers from around the world to share the latest research findings in industrial engineering and engineering management. Conference Program This year, IEEM2017 received nearly 1000 submissions from more than 50 countries. As in the past, each paper was sent to at least three reviewers. 10 Dec 2017 The acceptance decisions were based on at least two consistent recommendations, ensuring the quality and standard of the conference. These 11 Dec 2017 papers, organized around 20 topics, will be presented in oral and poster sessions. We are also privileged to have with us two distinguished speakers 12 Dec 2017 to deliver the keynote presentations: 13 Dec 2017 Professor Andy Neely, Pro-Vice Chancellor, University of Cambridge, United Kingdom, will present on “Rethinking Operations Strategy in an Age of Author Index Digital Manufacturing”. Professor Benjamin W. Wah, Provost and Wei Lun Professor, Chinese University of Hong Kong, Hong Kong SAR, will discuss on “Using Kernels to Technical Support Harness the Complexity of Big Data." Article Search We are also honored to have Professor Jianjun Shi, editor-in-chief of IISE Transactions, who is also the Carolyn J. Stewart Chair and Professor at the H. Milton Stewart School of Industrial and Systems Engineering, Georgia Institute of Technology, to run a workshop on “How to Publish in Top Journals”. We would like to thank all authors and participants for their interests, contributions and continued support to IEEM.     ACEH PUBLIC EXPENDITURE ANALYSIS SPENDING FOR RECONSTRUCTION AND POVERTY REDUCTION ACKNOWLEDGEMENTS This report – the Aceh Public Expenditure Analysis (APEA) - is the result of collaborative efforts between the World Bank and four Acehnese universities: Syiah Kuala University and IAIN Ar-Raniry (Banda Aceh), Malikul Saleh University and Politeknik University (Lhokseumawe). Through scientific updates, dentists can increase their capacity and lead to the health service quality improvements. To gain quality knowledge dissemination, it often takes time and cost to attend scientific meetings, so we need a breakthrough to help with this problem. Since 2016 the Faculty of Dentistry, Airlangga University, in collaboration with the Telemedicine Development Center of Asia (TEMDEC) has initiated international dental telemedicine which is performed on a regular basis, featuring both national and overseas speakers to discuss particular topics. These activities are expected to support dentists to get knowledge updates easily, as they are available in video streaming. From the questionnaires, it was concluded that the dental telemedicine program brought the benefits of knowledge dissemination to Indonesian dental communities and improved the value of the institutions involved. Key words: telemedicine, dentistry Background Dissemination of dentistry is an important requirement for dentists in Indonesia to update and improve their scientific capacity. This increased capacity is strongly correlated with an increase in the quality of dental service.

Email: [email protected] Tomi Mandala Putra University of Queensland Abstract Studies have shown that reading comprehension is the most difficult section of the Paper-Based Test (PBT) TOEFL. Therefore, this research aimed to identify which sub-skill in reading comprehension poses the greatest challenges for the students and how this sub-skill correlates to other reading comprehension sub-skills. To achieve this purpose, this research utilized both qualitative and quantitative approaches. To collect the data, 33 advanced EFL undergraduate students and fresh graduates at Syiah Kuala University, Indonesia, were recruited to sit a PBT TOEFL reading comprehension test, comprising 50 multiple choice questions to be completed in 55 minutes. The data were analyzed in two stages. In the first stage, the analysis involved descriptive statistics to find out which subskill was more problematic. Futhermore, inferential statistics was used in the second stage using Kruskal- Wallis sum test and Spearman's correlation to seek significant evidence that each subskill is different from another and to find out how the most problematic subskill correlates to others. The results showed that the problems in reading comprehension were divided into three levels. Vocabulary was in level 1, which was the most problematic subskill, and level 2 consisted of the main idea, detail information, and inference. The least problematic subskill was reference,. i.e. level 3. In addition, vocabulary correlated to all other subskills except the main idea.
