Many concerns have been raised regarding this document. The Convention establishes: 1. a right to day care (Art 18) 2. a right to free primary education (Art 28) 3. a right to privacy (Art 16) 4. the right to freedom of association (Art 15) 5. freedom of thought, conscience and religion (Art 14) 6. freedom of expression including the right to receive and impart information and ideas of all kinds (Art 13) 7. the right to "family planning education and services" (Art 24) 8. the state shall ensure that the child has access to information and material from a diversity of national and internal sources: in particular through the mass media (Art 17) 9. shall protect the child from mental as well as physical violence and neglect while in the care of parents or guardians (Art 19) 10. However the freedom to manifest one's religion may be "limited" by the state as necessary to protect public safety, order, health or morals or the fundamental rights and Preedc^n of others (Art 14) There is only one mention of the child before birth - in the preamble, which is the part of the document of no legal affect. These phrases should cause warning bells to go off in your mind. Many precarious rights and responsibilities of parents and families will be undermined or even extinguished by implementation of these terms. The family's responsibility to be the primary educator of their children, to raise their children according to their religious beliefs, a parent's right to protect their children from information and ideas that would threaten their innocence, morality, faith or their senSe of security, would be threatened. Unlike Britain and United States, Canada has signed this document in principle and is waiting for it to be ratified by the provinces.
