SECTION 1

1.A. Introduction: Muzaffarnagar, a District situated on - National Highway 58 is a part of National Capital Region. The is part of Delhi Mumbai Industrial Corridor (DMIC) and Amritsar Delhi Kolkata Industrial Corridor (ADKIC). The district comes under division and is known for Sugar, Steel and Paper industry majorly. Muzaffarnagar is known for Sugarcane cultivation- with over 146567 Ha area under Sugarcane cultivation, its known as Sugar bowl of . Muzaffarnagar’s world famous mandi is catered by more than 1159 Production units and Jaggery and its by products are part of ODOP scheme. Agriculture & allied industry, tourism, service sector and adoption of new age skills hold the true potential to generate employment for its youth. Figure 1: District Map

1.B.Demographic Profile: 70% households of the district are living in Rural area and 52% population falls is in the Age group of 15-35. 2.07% population of lives in Muzaffarnagar, making it 12th most populated districts. 65087 of its people are Divyangjan and close to 15% people are from SC/ST category.

1.C.Agriculture Profile: With more than 2 lakh Sugarcane farmers, 74% of the cultivated Area is under Sugarcane cultivation and is powering eight Sugar mills crushing 1057.24 Lakh quintals. District also has 1151 Jaggery units. Jaggery and products are focussed under ODOP scheme. Agriculturediversification with adoption of new age technologies has a promising scope to enhance farmers’ income. The skill mission has 12 training partners on the ground. In the last two financial years, 12 training partners have worked actively with DPMU Muzaffarnagar. 6249 candidates have been enrolled out of which 5362 were trained and a total of 50.5% have beenplaced.

3.C. Voice of Training Partners: Top Issues/Suggestion/Concerns Raised by Training Partners:  Inter departmental co-ordination needs to be streamlined.  Soft skills are playing critical role in getting jobs and better salaries hence must be focused.  Entire cycle Career Counseling Skilling JobRe-skilling Up-skilling, the candidate should be hand-holded for lifetime.  Administrative set up from District to Village level should be utilized in skilling up the youth.  Not just industry, Administrative setup should also offer Apprenticeship opportunities along with the Industry. For example- Computer operators can be taken on short term assignments.  Knowledge of managing finances and training on adhering to different compliances should be given to those joining entrepreneurship.

Mobilisation

•Skilling should be given due importance by all the departments and support at Gram panchayat level should be there.

Counselling

•Professional career counselor should be hired at District level. •Career counseling module should be duly prepared

Training

•Online Guest lecturers to be called from experts of different domains from time to time basis. •Refresher courses and up-skilling courses should be organized for Master trainers as well. •Infrastructure from GIC, KVKs, DIC, ITI may be utilized with more collaborative approach. DPMU help may further be taken.

Assessment

•Assessment is being done as per the guidelines provided by UPSDM and invigilated by the coordination of assessment agencies and DPMU.

Placement

•The goal of evaluation should be Placement with improved track record in salaries and number of companies offering the jobs. •Another criteria should be to make the candidate Self-reliant. •Single window approach is needed to get all licenses needed for the business. •Banking and credit line support should be aligned with the Single window system

Tracking

•All Skill candidates should be given one universal lifetime ID (Aadhar can be one option) so as to track their performance and needs for up-skilling, re-skilling and Fund support.
