A powerful political platform: françoise giroud and l’express in a cold war climate Imogen Long Abstract Founded in 1953 by Jean-Jacques Servan-Schreiber and Françoise Giroud, L’Express was a politically committed outlet predominantly led by Giroud’s strong editorial direction until its rebranding in 1964 along the lines of Time magazine. Its goals were clear: to encourage modernization in French cultural and economic life, to support Pierre Mendès France and to oppose the war in Indochina. This article investigates Giroud’s vision of the press, her politics and her journalistic dialogue with other significant actors at a complex and pivotal juncture in French Cold War history. Giroud opened up the columns of L’Express to a diverse range of leading writers and intellectuals, even to those in disagreement with the publication, as the case study of Jean-Paul Sartre highlighted here shows. In so doing, Giroud’s L’Express constituted a singularly powerful press platform in Cold War France. Policy entrepreneurs and advocacy coalitions in two French cities Michalis Moutselos Max Planck Institute for the Study of Religious and Ethnic Diversity, Göttingen, Germany ABSTRACT When it comes to public policies that recognize and accommodate ethnic, cultural and religious diversity, cities are active and innovative. However, policy adoption can differ greatly from case to case, with different policy processes leading to different types of instruments across local contexts. This paper focuses on two cases from France, a country usually associated with hostility towards recognizing group-based diversity. In Marseille, there has been a decades-long consensus around group-based multiculturalism. The impetus has come from mayors (“policy entrepreneurs”) of both the centre- left and the centre-right. -

The loi Defferre: Decentralizing France Without Democratizing It Joseph Jerome As France developed in the postwar period, political elites began to see the highly centralized nature of the French state as an obstacle for good governance and, simultaneously, as an impediment to the democratic national interest. In 1981, the Socialist Party under President Mitterrand came to power under a platform proposing to decentralize authority from the center to the subnational governments. The decentralization law, titled the Law on Rights and Liberties for Communes, Departments, and Regions proposed to redefine the power relationship between local politicians and the state administrative apparatus. Under the aegis of Gaston Defferre, Minister of the Interior and Decentralization, the Socialists envisioned decentralization as a mechanism to invigorate the French citizenry and, in the words of President Mitterrand, “give the state back to the people.”1 However, while the loi Defferre as it came to be called would in fact empower local government vis-à-vis the state, entrenched political interests would ultimately keep decentralization from achieving its democratizing potential. I. Organization of the French State Traditionally, France has been conceived as a highly centralized state with strong, predominant central institutions. Tocqueville considered that France, under the ancien regime, had achieved “the greatest possible degree of centralisation of government that can be conceived.”2 Though the unitary figure of the monarchy vanished with the Revolution, the central government assumed a “legal omnipotence” that soon came to define the indivisible French Republic.3 The forces of the Revolution repurposed the monarchy's centralizing ideology in order to pursue “the idea that the French people are a natural entity to which one's first loyalty 1 MICHAEL KEATING & PAUL HAINSWORTH, DECENTRALISATION AND CHANGE IN CONTEMPORARY FRANCE 15 (Gower 1986). -

The Decline of the French Communist Party: the Party Education System as a brake to change 1945-90 Thesis submitted to University of Portsmouth for the Degree of Doctor of Philosophy by Maija Sinikka Kivisaari July 2000 THE DECLINE OF THE FRENCH COMMUNIST PARTY: THE PARTY EDUCATION SYSTEM AS A BRAKE TO CHANGE 1945-90 Marja Kivisaari The decline of the French Communist Party (PCF) was a key feature in French politics in the 1980s, one which was analysed in a number of scholarly studies. These focused on the four established contributory causes, i.e. the transformation of socio-economic structures in France since the late 1960s; institutional factors (presidentialism and bipolarisation); the rise of the French Socialist Party since 1974; and the sharp deterioration of the Soviet image in French public opinion. Although these studies were also in unanimous agreement that, to a large extent, the party leadership with its orthodox regime and intransigent practices must bear responsibility for the Party’s failure to adapt, they failed to offer any explanation and analysis of the reasons or mechanisms behind the leadership’s motives and behaviour and therefore gave an incomplete picture of tire decline. The novelty of the approach adopted in this study is that, whilst not denying the importance of the other contributory factors, it focuses primarily on elements which enabled the party leadership to sustain its immobilism in the face of changes which were taking place in the Party’s social, institutional, political and international environment. Thus, by focusing on the internal dynamics of the PCF, this investigation shows how, by the skilful utilisation of the Party s organisational principle of democratic centralism, and by the methodical use of its political training system, the leadership ensured the availability of ideologically sound cadres who would perpetuate the conservative outlook of their superiors. -

Once part of Marseille’s port, the J4 Esplanade was bequeathed to the city as a barren swath of concrete and stone in the 1990s and has since been used by working-class and other Marseillais, many of whom hail from other nations, for recreation and socializing, with many of its regular users’ activities oriented towards the sea. -
