At the end of the Obama administration, following Russia’s alleged cyberattack campaign and intrusions at two state election offices, DHS designated election systems as "critical infrastructure," on par with hospitals and the power grid. In making its designation, DHS created a new election subsector under the existing government facilities sector, one of the 16 critical infrastructure sectors. Sectors and subsectors are managed through coordinating councils, which include representatives from affected critical infrastructure operators, technical experts and consulting federal agencies. DHS and state officials will meet several times in the next few weeks to begin planning an election security coordinating council, Jenkins said at the NIST meeting. “We’re starting to engage with them more robustly.” The department will spend the next few months showing state election officials how coordinating councils work in the private sector, Jenkins said.

The new American economy runs on purchased merit, and now we bear the consequences on a national security level. Adult children of authoritarian leaders are useful in multiple ways. First, they tend to be trustworthy confidantes in regimes rife with paranoia, as corrupt authoritarian states are. Sarah Kendzior: Second, they're excellent vessels for laundering money. Creating enough distance, the assets stolen from the state are harder to track. Third, they tend to have a warmer public profile which offsets the brutality of the dictator by distracting the population with pictures of their happy families or glamorous lifestyle. Fourth, a dynastic kleptocracy is the most reliable way to keep assets stolen from the state in the family. It therefore falls upon the authoritarian ruler to legitimize his offspring as successors should he be forced to leave office. Some observers attribute Russian Andrew S. Bowen foreign policy actions to the personality and individual interests of Putin and certain hawkish Analyst in Russian and advisers. Some contend Russian authorities are focused mainly on reclaiming Russia’s status as a European Affairs great power. Others argue Russian foreign policy is centered on protecting the country’s status as the dominant power in the post-Soviet region and defending against foreign interference in Russia’s domestic affairs. Whatever the motivations, most observers agree Russia’s natural Cory Welt resources and military modernization program, launched in 2008, provide Russia’s leadership the Specialist in Russian and European Affairs means to conduct a flexible and often aggressive foreign policy, as well as to project force in neighboring countries and further afield (such as in the Middle East). In the report, all 17 intelligence agencies unani- mously assessed that Russian President Vladimir Putin had personally “ordered an influence campaign in 2016 aimed at the U.S. presidential election” with the specific aim of electing Donald Trump. The assessment in effect concluded that there were two campaigns to elect Trump—one operating out of Trump Tower and the other out of the Kremlin.1 Since then, the Russia investigation has revealed a sprawling scandal: Members of Trump’s campaign, including those in the president’s inner circle, were in constant contact with representatives of the Russian government throughout the election and transition. The two campaigns discussed tactics and policy, including the release of “dirt” on their mutual opponent, Hillary Clinton, and rolling back American sanc- tions against Russia. And they executed their strategies timed to maximally benefit Trump’s chances of victory.
