Additional Submission to the Leveson Inquiry – February 2012
TRANS MEDIA WATCH – ADDITIONAL SUBMISSION TO THE LEVESON INQUIRY – FEBRUARY 2012 A. Introduction Trans Media Watch (TMW) wishes to make this additional submission to the Leveson Inquiry into press standards, ethics and culture. It follows the submission made by TMW to the Inquiry in January 20121, and the oral evidence given by Helen Belcher to the Inquiry on behalf of TMW on 8 February 2012. In our original submission, TMW explained some of the various ways that the press uses to misrepresent the trans and intersex communities, including themes such as “trans as fraud”, “trans as undeserving” and “trans as deviant”. We feel it will be useful for the Inquiry to review the coverage of trans issues in the press, specifically but not exclusively from The Sun and the Mail newspapers, since 8 February. In summary: The press has published two main stories featuring trans people over the past two weeks, both appearing on front pages. This is in addition to the standard low level coverage that trans issues get in the mainstream media. With both there are significant concerns over misrepresentation, with corresponding effects on public perception of the issues. With both there are significant concerns over placing vulnerable people, including innocent children, at risk of physical violence. The key issue is the complete lack of respect shown to trans people. Far from mending their ways and reporting trans stories more sensitively, as claimed in person before the Inquiry2, the press has shown a distasteful rush to objectify and sensationalise these stories in a way that places real people in real danger. -

We serve the interests of consumers and businesses across the UK’s nations and regions, through our work in mobile and fixed telecoms, broadcasting, spectrum, post and online services. Over the past year we have learned that being connected is everything. High-quality, reliable communications services have never mattered more to people’s lives. But as consumers shift their habits increasingly online, our communications sectors are transforming fast. It is an exciting moment for our industries and for Ofcom as a regulator - it requires long-term focus alongside speed and agility in response to change. Against this backdrop our statement sets out our detailed goals for the coming financial year, and how we plan to achieve them. On telecoms, Ofcom has just confirmed a new long-term framework for investment in gigabit- capable fixed networks. In the coming year, we will shift our focus to support delivery against this programme, alongside investment and innovation in 5G and new mobile infrastructure. Archived BBC public responses to complaints 2016 BBC News, Coverage of the death of David Bowie, 12 January 2016 Complaint We received complaints from viewers and listeners who felt there was too much coverage of David Bowie’s death during BBC News programmes and bulletins. Response from BBC News David Bowie was by common consent one of our greatest pop stars who attracted a global following. He appealed across the ages and was one of the most influential musicians of his time. His death was both sudden and unexpected, his illness not revealed to anyone but a tight circle of friends. Our coverage tried to reflect his stature as a musician whose capacity for invention changed the shape of the industry, and the shock at his death around the world. Question Time, BBC One, 14 January 2016 Complaint We received complaints from viewers who felt the panel had a right wing bias. Response from Question Time Over the course of a series Question Time aims to achieve balance and hear from a range of voices. Each programme usually consists of one senior politician from both the Labour and Conservative party, as well as representatives from other political parties. The rest of the panel is made of political commentators, journalists, and other public figures that add a different perspective and represent a range of viewpoints across the series. We also aim to ensure that each episode has a divergent and broad range of views from the panel on the likely topics that our audience wish to raise. David Dimbleby moderates the debate to ensure panellists are given the opportunity to make their views known in a fair way. -

Their reaction to the Arab Spring was especially marked because of a long-held feeling that strategic communicators from outside the state’s borders were purposely reinforcing domestic discontent. I characterize strategic communications as, most dramatically, investment by an external source in methods to alter basic elements of a societal consensus. In this essay, I want to examine what this process looks like from what might be called the “inside,” the view from the perspective of the target society. -

Complaints to the BBC Stage 1 Complaints
Complaints to the BBC This fortnightly report for the BBC complaints service1 shows for the periods covered: the number of complaints about programmes and those which received more than 1002 at Stage 1 (Audience Services); findings of subsequent investigations made at Stage 2 (by the Executive Complaints Unit)3; the percentage of all complaints dealt with within the target periods for each stage. NB: Figures include, but are not limited to, editorial complaints, and are not comparable with complaint figures published by Ofcom about other broadcasters (which are calculated on a different basis). The number of complaints received is not an indication of how serious an issue is. Stage 1 complaints Between 11 - 24 November 2019, BBC Audience Services (Stage 1) received a total of 17,952 complaints about programmes. 24,435 complaints in total were received at Stage 1. Intro to the Journalists Register
REGISTER OF JOURNALISTS’ INTERESTS (As at 2 October 2018) INTRODUCTION Purpose and Form of the Register Pursuant to a Resolution made by the House of Commons on 17 December 1985, holders of photo- identity passes as lobby journalists accredited to the Parliamentary Press Gallery or for parliamentary broadcasting are required to register: ‘Any occupation or employment for which you receive over £770 from the same source in the course of a calendar year, if that occupation or employment is in any way advantaged by the privileged access to Parliament afforded by your pass.’ Administration and Inspection of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is published approximately every 6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards in the House of Commons, although where such changes are substantial they are put by the Committee to the House for approval before being implemented. Complaints Complaints, whether from Members, the public or anyone else alleging that a journalist is in breach of the rules governing the Register, should in the first instance be sent to the Registrar of Members’ Financial Interests in the Office of the Parliamentary Commissioner for Standards. Where possible the Registrar will seek to resolve the complaint informally. In more serious cases the Parliamentary Commissioner for Standards may undertake a formal investigation and either rectify the matter or refer it to the Committee on Standards.
