¾ Roadway access into the Park is from Howard Road & County Route 176 but has not been established. ¾ Oswego County Airport is across the street from the Park. ¾ Interstate access to NYS I-90 (Thruway) as well as I-81S is provided by NY-481 located 4 miles south of the Park. ¾ Interstate access to I-81N is available at Exit 34 (Mexico) located 22 miles northeast of the Park. ¾ CSX operates a north-south rail mainline 2 miles west of the Park. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 33 miles southeast of the Park in Syracuse, NY. ¾ Port of Oswego is approximately 11 miles north of the Park along the southern shore of Lake Ontario in the City of Oswego. ¾ Syracuse Hancock International Airport is approximately 27 miles to the southeast, centrally located in Onondaga County.

U Municipal Water Supply ¾ Public water supply is provided via a 10” water main along Howard Road and a 8” water main along County Route 176. ¾ Onondaga County Water Authority (OCWA) currently has the ability to provide 700,000 gallons per day and a maximum pressure of 60 psi to the Park.

Municipal Sewer ¾ Public sewers are currently not available at the Park. The closest available public sewer system is in the City of Fulton, approximately 2 miles southwest of the Park. ¾ The City of Fulton WWTP is functioning well meeting SPDES permit parameters with the exception of maximum daily settleable solids. This could potentially restrict the WWTP’s ability to accept high solid waste content from the Park. The WWTP available capacity is 1 million gallons per day. ¾ Storm sewers are not available at the Park.

Electric Service ¾ National Grid provides electric services directly to the Park via 13.2kV overhead and underground lines along County Route 176 and Howard Road. ¾ There is also a 115kV electrical service line within one mile of the Park.

Natural Gas ¾ Natural gas services are available from a 4” 15# National Grid gas line adjacent to the Park.

Telecommunications ¾ Verizon provides telephone services while Verizon and Time Warner provide internet services directly to the Park.

With site plan approval, uses such as public utility or transportation use, automobile storage or repair, car washing station, equipment rental or sales yard, recreational business, and laundry or dry cleaning plants are permitted uses. Offices fall under the use of "Retail business or service, not otherwise specifically mentioned herein" which stipulates that conditional use permits and site plan approval are need for development.

Off Street Parking In the Town of Volney, regulations regarding off-street parking are dictated by use. Office use requires one space for each 200 sq. ft. of gross office floor area. For manufacturing use, including printing, publishing, and laundry or dry cleaning plants, one space is required for each 400 sq. ft. of floor area. One space is required for each 2,000 sq. ft. of floor area devoted to storage or stationary operating equipment. One space is required for each 3,000 sq. ft. of area devoted to outside storage, including used car lots and equipment rental or sales yards. For any industrial or business use, one space is required for each company vehicle in addition to other required spaces.

ENVIRONMENTAL IMPLICATIONS SUMMARY

Any impacts to federally regulated wetlands in the future will require a permit and review from the USACE. Depending on the amount of impact, wetland mitigation may be required. The NYSDEC mapped wetlands have associated 100-foot protected buffers. An Article 24 permit will be required for any disturbance to the wetlands or any disturbance within these buffer areas. The avoidance of wetland and water locations on the site should be emphasized. A wetland field delineation should be completed before any site development takes place. A cultural/historic resource review should be completed on- site prior to any development. A threatened and endangered species habitat assessment should also be completed on site prior to development.

ROADWAY

Adjacent Roadway The Volney Airport Industrial Park lies adjacent to the intersection of Howard Road (east-west) Network and Whittaker Road (north-south). Access from the aforementioned roadways to the proposed industrial park has not yet been established. Also, neither Howard Road or Whittaker Road have been assigned a functional class by the NYSDOT, yet should be considered to operate as minor rural arterials.

Traffic Count Data The Average Annual Daily Traffic (AADT) counts as measured in vehicles per day (vpd) from the NYS Department of Transportation are as follows: On Whittaker Road between Airport Drive and the Town Line the AADT was 1,400 vpd (October 2009).

Distance to Interstate Interstate 481 / NYS Route 481 serves as an auxiliary highway and provides an eastern bypass in Highway Network Onondaga and Oswego Counties. Access to NYS Route 481 is located approximately 4 miles south of the site where users are then able to then access I-90 for eastbound and westbound travel and I-81 for southbound travel. Public Transit Stop Near Centro bus services operate within the City of Fulton providing public transportation throughout Site western Oswego County as well as connections to Syracuse and Oswego. The departure point for Centro Buses connecting Fulton to Syracuse/Oswego is located approximately 3 miles south along Whittaker Road from the Airport Industrial Park.

RAIL

Freight Rail Service CSX Transportation (CSXT) operates a Class 1 freight railroad network in the Central New Summary York region. Specifically, the Chicago Main Line provides east/west rail services that link with New York City, Boston and Chicago through the Syracuse Rail Yard. The St. Lawrence Subdivision of the CSXT network provides north/south rail services linking Syracuse to Massena, and ultimately Montreal from the Syracuse Rail Yard. The St. Lawrence Subdivision junctions with the Fulton Subdivision which provides rail services to the Fulton and Oswego areas. CSXT maintains rail yards in Selkirk and Syracuse, intermodal terminals in Syracuse and Buffalo, and TRANSFLOW terminals in Albany, Syracuse, and Buffalo, NY.

PERMITTING

Permits Town of Volney highway work permits will be required for any roadway/utility improvements proposed within the respective ROW's of Howard Road and Whittaker Road. In addition, any additional access proposed to either of these roadways will require a commercial driveway permit approved by the Town of Volney.

General Comments OCWA purchases water wholesale from the Metropolitan Water Board. Through a 54-inch transmission main from Lake Ontario, the MWB system has the capacity to sustain production of up to 60 million gallons/day and store in excess of 110 million gallons of water for emergencies, including fire protection and periods of drought.

Summary There is water service to this site via a 8" main along Route 176 or a 10" main along Howard Road. The capacity currently at the site is roughly 700,000 gpd, which will decrease after the Volney Airport Water District No. 2 is installed.
