Tpogra ¾ Generally, the Park is primarily flat with slopes between 3% and 8%. ¾ Site elevation ranges from 430 feet in the southwestern corner of the Park to its highest elevation of 470 feet near the northeastern portion of the Park. Hrolog Caracterist ¾ A stream tributary to Black Creek runs through the southwest portion of the Park. ¾ Groundwater migrates southwest across the Park towards the Oswego River. ¾ Water table within the Park ranges from 0.5 feet to greater than 6.6 feet. ¾ On-site soils fall within hydrologic group A. ¾ Depth to bedrock ranges from 1.6 feet to greater than 6.6 feet. ¾ Approximately 71.3% of the Park is classified as having well drained soils, while upwards of 25.8% of the Park has limited permeability. ¾ Bearing strength for structures is low. These wetlands have not been field verified. ¾ The Park is not located within or near a Significant Coastal Fish and Wildlife Habitat (SCFWH) area. ¾ The southwest portion of the Park is located within a 100-year floodplain area. ¾ The Park is not located within a designated Critical Environmental Area. ¾ Federally protected species with potential to be located within the Park include the Indiana Bat and Bog Turtle. ¾ Approximately 10% of the site is mapped within an Archeological Sensitive Area. ¾ The Park is not located within a State certified agricultural district. 20-2 OS-20 Airport Industrial Park Howard Road and County Route 176 TOWN OF VOLNEY, OSWEGO COUNTY Tnsportati S Aces ¾ Roadway access into the Park is from Howard Road & County Route 176 but has not been established. ¾ Oswego County Airport is across the street from the Park. ¾ Interstate access to NYS I-90 (Thruway) as well as I-81S is provided by NY-481 located 4 miles south of the Park. ¾ Interstate access to I-81N is available at Exit 34 (Mexico) located 22 miles northeast of the Park. ¾ CSX operates a north-south rail mainline 2 miles west of the Park. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 33 miles southeast of the Park in Syracuse, NY. ¾ Port of Oswego is approximately 11 miles north of the Park along the southern shore of Lake Ontario in the City of Oswego. ¾ Syracuse Hancock International Airport is approximately 27 miles to the southeast, centrally located in Onondaga County. Uilit Municipal Water Supply ¾ Public water supply is provided via a 10” water main along Howard Road and a 8” water main along County Route 176. ¾ Onondaga County Water Authority (OCWA) currently has the ability to provide 700,000 gallons per day and a maximum pressure of 60 psi to the Park. Municipal Sewer ¾ Public sewers are currently not available at the Park. The closest available public sewer system is in the City of Fulton, approximately 2 miles southwest of the Park. ¾ The City of Fulton WWTP is functioning well meeting SPDES permit parameters with the exception of maximum daily settleable solids. This could potentially restrict the WWTP’s ability to accept high solid waste content from the Park. The WWTP available capacity is 1 million gallons per day. ¾ Storm sewers are not available at the Park. Electric Service ¾ National Grid provides electric services directly to the Park via 13.2kV overhead and underground lines along County Route 176 and Howard Road. ¾ There is also a 115kV electrical service line within one mile of the Park. Natural Gas ¾ Natural gas services are available from a 4” 15# National Grid gas line adjacent to the Park. TOWN PROFILE Population 24,403 (estimated 2007 U.S. Census) Location The Town of DeWitt is in east-central Onondaga County, immediately east of the City of Syracuse. The town is a suburb of Syracuse. It is also bordered by the Towns of Cicero to the north, Salina and Onondaga to the east, Lafayette and Pompey to the south, and Manlius to the east. The Village of East Syracuse is wholly within the boundaries of DeWitt. The Town is the site of most of the campus and all of the academic buildings of Le Moyne College. The northern portion of the Town is developed with a mixture of industrial, commercial and residential sections; and the central portion of the Town is primarily residential. The southern, hilly portion of the Town is generally mixed forests and fields with limited residential development and stone quarry operation. The major streams in the Town are Ley Creek and Butternut Creek. Interstate 481 is the major highway in DeWitt crossing the center of the Town, turning northward along the east side of DeWitt. I-481 intersects Interstate 690 in the eastern part of the Town and Interstate 90 (New York State Thruway) in the northern part of the Town.

    DRAFT FOR AGENCY REVIEW CHAPTER 1 INTRODUCTION This chapter describes the Project Area and the limitations and deficiencies of its transportation infrastructure and identifies the Project’s purpose, goals, and objectives. The New York State Department of Transportation (NYSDOT), in cooperation with the Federal Highway Administration (FHWA), have prepared this Draft Design Report/Draft Environmental Impact Statement (DDR/Draft EIS) for the Interstate 81 (I-81) Viaduct Project (the “Project”) in accordance with the requirements of the Council on Environmental Quality’s regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA) (40 CFR §1500-1508), the FHWA’s Environmental Impact and Related Procedures: Final Rule (23 CFR §771), the NYSDOT Procedures for Implementation of the State Environmental Quality Review Act (17 NYCRR Part 15), and the NYSDOT Project Development Manual. The Project is classified as a NEPA Class I project in accordance with 23 CFR 771. NEPA Class I projects require the preparation of an Environmental Impact Statement (EIS) to determine the likely impact that Project alternatives would have on the environment. FHWA, serving as the Federal Lead Agency, and NYSDOT, serving as Joint Lead Agency, are progressing the development of the EIS. In accordance with NYSDOT’s SEQRA regulations, the Project is classified as a “non-Type II” action, indicating that its potential for environmental impacts should be evaluated under SEQRA. In accordance with 17 NYCRR Part 15, given that a Federal EIS is being prepared, NYSDOT and other New York State agencies undertaking a discretionary action for the Project have no obligation to prepare a separate EIS under SEQRA.

Although, I have seen little discussion on the impact construction and MPT will have on these businesses. DOT should be very deliberate in educating this community on the traffic impacts during reconstruction; give them fair warning. I expect that many of these same businesses advocating for presevation of this alignment will claim damages in lost business during construction. If these businesses get their way in keeping I-81 configuration unchanged, then they should be compelled to waive Above Grade / their right to claim financial loss during construction.
