Washington Street The 160-acre Site is located on the northeastern quadrant formed by the Suite 130 confluence of I-481 and I-90 in the Town of DeWitt. Exit 7 on I-481 and Exit 34A on I-90 are adjacent to the Site. Syracuse, New York 13202 The entirety of the Site is owned by COR Collamer Road Co., LLC. 1-315-435-3770 There are two tenants currently on the Site: Saab Sensis Corporation and Northwestern Mutual. Advantageous location at Land Use the I-90 and I-481 Currently uses on the site are stormwater retention areas and undeveloped crossroads land. Adjacent land uses include highway right-of-way, office buildings, utility lines, rural residential, and an indoor athletic facility. Sensis Corporation HQ and Northwestern Mutual 13-1 1 ON-13 COR Collamer Crossing Collamer Road and Route 481-Thruway Interchange TOWN OF DEWITT, ONONDAGA COUNTY Ppe T Assessmen ¾ The four undeveloped parcels within the Site range from 27.29 to 104 acres with assessed values ranging from $300,000 to $1.6 million. ¾ All four parcels are owned by COR Collamer Road Co., LLC. Tpogra ¾ The topography of the site is generally flat with slopes between 0% and 8%. ¾ Site elevations range from 430 feet by I-481 down to 395 feet by the Ley Creek North Branch on the northeastern edge of the Site. Hrolog Caracterist ¾ The Site is drained by the Ley Creek North Branch which eventually flows into Onondaga Lake 7 miles to the west. Oneida Lake is 6 miles to the north. ¾ Groundwater moves from west to east toward Ley Creek North Branch. ¾ The water table depth on the Site ranges from 1 foot to over 6.6 feet. ¾ On-site soils fall within hydrologic group D. ¾ Depth to bedrock is generally greater than 6.6 feet. ¾ Overall permeability on the Site is low and bearing strength for struc- tures is also low. Evironmenta S Assme Sma ¾ Approximately 29.95 acres of NWI wetlands (federal and/or state) are mapped in the Park. These wetlands have not been field verified. ¾ The Site is not located within or near a Significant Coastal Fish and Wildlife Habitat (SCFWH) area. ¾ The northeast portion of the site contains areas that are mapped in the 100-year and 500-year floodplains. ¾ There are no Critical Environmental Areas on or adjacent to the Site. ¾ Federally protected species with potential to be located within the Site include: American Hart's-tongue Fern; Indiana Bat; Bog Turtle; and Eastern Massasauga Rattlesnake. ¾ The western edge of the Site is located within an Archeologically Sensitive Area as mapped by the State Historic Preservation Office and has been identified as an area to be protected from development. ¾ The Site is not located within a State certified agricultural district. 13-2 ON-13 COR Collamer Crossing Collamer Road and Route 481-Thruway Interchange TOWN OF DEWITT, ONONDAGA COUNTY Tnsportati S Aces ¾ The Site is bounded by Rt. 298 (Collamer / Bridgeport Rd.) to the north, I-90 to the south, I-481 to the west & utility lines to the east. ¾ Internal access to the Site is provided by Collamer Crossing Parkway and Aspen Park Boulevard. ¾ Access to interstates is immediately adjacent to the Site with Exits 6 and 7 on I-481 and Exit 34A on I-90. ¾ CSXT operates an east/west mainline 2 miles southwest of the Site. ¾ North/South mainline rail is available through the Intermodal Terminal at the Syracuse Rail Yard. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 4 miles south from the Park in Syracuse, NY. ¾ The Port of Oswego is approximately 37 miles to the northwest in the City of Oswego on Lake Ontario. ¾ Syracuse Hancock International Airport is located approximately 9 miles west of the Site, centrally located in Onondaga County. ¾ The COR Collamer Crossing is supported by a multimodal transportation network with access to roadway, aviation, water, and rail infrastructure located in close proximity to the Site. Uilit Municipal Water Supply ¾ Public water is available near the site via an 8” water main along Collamer Road, owned by the Town of Dewitt. ¾ And 8” water line is also present along internal roads to the Site. Municipal Sewer ¾ Public sewer is provided to the Site via gravity sewers that discharge to a 6” sewer force main. Sewage is treated at Onondaga County Department of Water Environmental Protection’s Metro Wastewater Treatment Plant (WWTP). ¾ The WWTP is functioning well and its SPDES excursions are not of significant concern. The WWTP available capacity is 18.65 million gallons per day. ¾ Moratorium on new users requires that any added sewer flows must be offset by equivalent inflow/infiltration reductions. ¾ Storm sewers are available at the Site. Electric Service ¾ National Grid provides electric services directly to the Site via overhead and underground lines along Collamer Rd, Collamer Crossing Pkwy, and Aspen Park Blvd. ¾ There are two 115kV lines adjacent to the Site. Natural Gas ¾ The Site is directly served by 2” and 4” National Grid distribution lines supplied by a 6” gas main along Collamer Road. TOWN PROFILE Population 24,403 (estimated 2007 U.S. Census) Location The Town of DeWitt is in east-central Onondaga County, immediately east of the City of Syracuse. The town is a suburb of Syracuse. It is also bordered by the Towns of Cicero to the north, Salina and Onondaga to the east, Lafayette and Pompey to the south, and Manlius to the east. The Village of East Syracuse is wholly within the boundaries of DeWitt. The Town is the site of most of the campus and all of the academic buildings of Le Moyne College. The northern portion of the Town is developed with a mixture of industrial, commercial and residential sections; and the central portion of the Town is primarily residential. The southern, hilly portion of the Town is generally mixed forests and fields with limited residential development and stone quarry operation. The major streams in the Town are Ley Creek and Butternut Creek. Interstate 481 is the major highway in DeWitt crossing the center of the Town, turning northward along the east side of DeWitt. I-481 intersects Interstate 690 in the eastern part of the Town and Interstate 90 (New York State Thruway) in the northern part of the Town.

    DRAFT FOR AGENCY REVIEW CHAPTER 1 INTRODUCTION This chapter describes the Project Area and the limitations and deficiencies of its transportation infrastructure and identifies the Project’s purpose, goals, and objectives. The New York State Department of Transportation (NYSDOT), in cooperation with the Federal Highway Administration (FHWA), have prepared this Draft Design Report/Draft Environmental Impact Statement (DDR/Draft EIS) for the Interstate 81 (I-81) Viaduct Project (the “Project”) in accordance with the requirements of the Council on Environmental Quality’s regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA) (40 CFR §1500-1508), the FHWA’s Environmental Impact and Related Procedures: Final Rule (23 CFR §771), the NYSDOT Procedures for Implementation of the State Environmental Quality Review Act (17 NYCRR Part 15), and the NYSDOT Project Development Manual. The Project is classified as a NEPA Class I project in accordance with 23 CFR 771. NEPA Class I projects require the preparation of an Environmental Impact Statement (EIS) to determine the likely impact that Project alternatives would have on the environment. FHWA, serving as the Federal Lead Agency, and NYSDOT, serving as Joint Lead Agency, are progressing the development of the EIS. In accordance with NYSDOT’s SEQRA regulations, the Project is classified as a “non-Type II” action, indicating that its potential for environmental impacts should be evaluated under SEQRA. In accordance with 17 NYCRR Part 15, given that a Federal EIS is being prepared, NYSDOT and other New York State agencies undertaking a discretionary action for the Project have no obligation to prepare a separate EIS under SEQRA.

The business community has been very vocal in advocating for a reconstruction of the route, preserving the existing configuration of the route. Although, I have seen little discussion on the impact construction and MPT will have on these businesses. DOT should be very deliberate in educating this community on the traffic impacts during reconstruction; give them fair warning. I expect that many of these same businesses advocating for presevation of this alignment will claim damages in lost business during construction. If these businesses get their way in keeping I-81 configuration unchanged, then they should be compelled to waive Above Grade / their right to claim financial loss during construction.
