Interstate 81 Viaduct Project – WorkSmartNY 1 August 4, 2021 Interstate 81 Viaduct Project 2 The Interstate 81 (I-81) Viaduct Project (the “Project”) involves segments of I-81, Interstate 690 (I-690), Interstate 481 (I-481), and related highway interchanges and local streets in Onondaga County, New York Project Purpose 3 To address the structural deficiencies and non-standard highway features while creating an improved transportation corridor through the City of Syracuse that meets transportation needs and provides the infrastructure to support long-range transportation planning efforts. Project Area 5 The Project Area is within the City of Syracuse and the Towns of DeWitt, Salina, and Cicero, and includes: • The southern and northern interchanges of I-81 with I-481 (Interchanges 16A and 29); • Portion of I-81 between approximately East Brighton Avenue and approximately 0.7 miles north of Hiawatha Boulevard, including the I-81 viaduct and the I-81/I-690 interchange in Downtown Syracuse; • Portions of I-690 approximately between Leavenworth Avenue and Beech Street and between Hiawatha Boulevard West and Bear Street; • I-481 between New York State Routes 5/92 and the New York State Thruway (I-90). • The Project Area also includes selected local roads for improvements in proximity to I-81, I- 690, and I-481 in Syracuse. 6 Project 6 Limits Community Grid Alternative 7 • DEIS released to public July 16, 2021 • Public hearings held August 17 (virtual) and August 18 (in person) to provide the opportunity to comment on the project • FEIS released in 2021 • Record of Decision in 2022 • Property acquisitions, contractor solicitation, shovels in the ground in 2022 CommunityChanges to Grid Interstate Alternative 81 8 • Maintains I-81 shield; Business Loop 81 • I-481 becomes I-81 with multiple NORTH SYRACUSE transportation upgrades • High-speed highway north of I-690 and south of Martin Luther King, Jr. East • Majority of traffic is dispersed on EAST DESTINY USA SYRACUSE north/south and east-west routes, alleviating Adams/Harrison/Almond bottleneck • State takes over ownership of all BL 81 including Almond Street 10 I-81 Viaduct Project – the Community Grid 10 https://youtu.be/slIsfAMO-Gg Community Grid Alternative 11 BRIDGES: • Remove 20 bridges • Replace 35 existing bridges with new structures • Rehabilitate 11 existing structures HIGHWAYS: • Rehabilitation or reconstruction of 41.5 lane miles of BL 81 (former I-81), I-690 and Almond Street in downtown Syracuse • 15 lane miles of reconstruction in the southern BL 81/I-81 interchange (former I-81/I-481 interchange) • Rehabilitation and reconstruction of 14.9 lane miles along the eastern section of I-81 (former I-481); • 13.1 lanes miles of reconstruction within the northern BL 81/I-81 interchange (former I-81/I-481).
