The Council's Committees are held in public and although the name of a writer is not normally disclosed at a meeting, in many cases the substance of the representations themselves serves to identify the writer. Furthermore, all objections and representations will become available for public inspection. No action can therefore be taken on letters indicating that they are to be dealt with in confidence and no reliance should be placed on having made representations as to a similar application in the past.

The Council operates a deputation scheme enabling individuals, including applicants, to speak at Committee meetings when a decision is being taken.
