Report Multi-Sector Rapid Assessment in the West and Littoral Regions Format Cameroon, 25-29 September 2018 1. GENERAL OVERVIEW a) Background What? The humanitarian crisis affecting the North-West and the South-West Regions has a growing impact in the bordering regions of West and Littoral. Since April 2018, there has been a proliferation of non-state armed groups (NSAG) and intensification of confrontations between NSAG and the state armed forces. As of 1st October, an estimated 350,000 people are displaced 246,000 in the South-West and 104,000 in the North-West; with a potential increment due to escalation in hostilities. Why? An increasing number of families are leaving these regions to take refuge in Littoral and the West Regions following disruption of livelihoods and agricultural activities. Children are particularly affected due to destruction or closure of schools and the “No School” policy ordered by NSAG since 2016. The situation has considerably evolved in the past three months because of: i) the anticipated security flashpoints (the start of the school year, the “October 1st anniversary” and the elections); ii) the increasing restriction of movement (curfew extended in the North-West, “No Movement Policy” issued by non-state actors; and iii) increase in both official and informal checkpoints. Consequently, there has been a major increase in the number of people leaving the two regions to seek safety and/or to access economic and educational opportunities. Preliminary findings indicate that IDPs are facing similar difficulties and humanitarian needs than the one reported in the North-West and the South-West regions following the multisectoral needs assessment done in March 2018. -

Integrated Agricultural Systems for the Humidtropics, a CGIAR Research Project Consultancy Report on Vegetable Seeds Baseline survey for setting up smallholders’ sustainable vegetable seed supply and distribution system in humid tropics areas of Cameroon Team Members Tata Precillia Ijang (Team leader) Dr Ngome Francis Godswill Ntsomboh Ntsefong Ngayong Joseph Wirngo December 2013 Executive Summary The Cameroon seed sector is developing slowly and steadily and there is political will through government legislation and requirements to foster the development of the sector with a view to boosting the agricultural sector as well as stimulating the economy as a whole. The seed sector activity is regulated by law N o 2001/014 of 23 rd July 2001 relating to seed production and marketing and its instruments of application. Decision N o 541/MINADER/SG/DRCQ/SDRSQV of 7 th September 2006 on the homologation of official technical regulation of quality control of certain vegetable seeds complements the law of July 2001 and specifically applies to the production, importation and quality control and marketing of vegetable seeds. The public sector has a definite contribution to promote the development of the seed sector in Cameroon. Through the Department of Quality Regulation and Control of Inputs and Agricultural Products of the Ministry of Agriculture and Rural Development, the state ensures regulation of seeds and vegetable quarantine as well as the breeding of various species of seeds. At present this department controls one national breeding centre and ten regional ones that supply seeds to various stakeholders of the seed sector in Cameroon. The role of public sector is mainly catalytic in initiating seed production, quality control, seed certification, notification and registration of varieties and other regulatory systems. -

(Issue: 1); May, 2020 Art et civilisation: Bangou, un paysage plastique meurtri Landry Ghislain TELE DJOSSEU Department of Performing &Visual Arts Faculty of Arts The University of Bamenda Tel: 676 500 518 / 699 560 926 Email: [email protected] Résumé Les productions artistiques comme d’autres produits matériels constituent des reflets des sociétés humaines. Elles sont souvent le support de conceptions mentales spécifiques, symboliques et contribuent à façonner une vision immatérielle de l’Homme et de son environnement. La chefferie Bangou localisée à l’Ouest-Cameroun n’a pas échappé à cette règle et pendant la période précoloniale, elle produisait des œuvres d’art remarquables. Cependant, aujourd’hui il est rarissime de retrouver les témoignages de ce passé. A l’aide des sources primaires et secondaires, nous avons essayé de comprendre les raisons de cette disparition. Il ressort de nos recherches que ce sont les Allemands qui furent les premiers à avoir abîmé les œuvres d’art à Bangou au tout début du XXème siècle. Ensuite, après un début de reconstruction, le gouvernement français en 1957 incendie la chefferie qui était un lieu de conservation majeur de ces œuvres. Le même phénomène de destruction se reproduira par les forces de l’armée camerounaise entre 1960 et 1961. Au cours de cette barbarie, le chef légitime, garant de la production artistique sera contraint à l’exil. Après avoir présenté les résidus de la création artistique visible encore dans la zone, notre article conclut en proposant des possibilités de revalorisation de cette dimension artistique Bangou nécessaire pour son développement.
