The WPI team surveyed 16 waterfront districts, four in-depth, assessing their walkability using a tool created by the research team and conducted preference surveys to understand the perceptions of Hong Kong pedestrians. Because pedestrians value the shortest, safest, least-crowded, and easiest to navigate routes, this study found that confusing routes, unsafe or indirect connections, and a lack of amenities detract from the walkability in Hong Kong. This paper sets out the background to the planning of Route 4, South Hong Kong Island Line (SIL) and West Hong Kong Island Line (WIL). It also summarizes the major views expressed by members and deputations at previous meetings of the Panel on Transport. Route 4 2. In early 1998, the Administration obtained funding approval from the Finance Committee to undertake an Investigation and Preliminary Design Consultancy Study for the section of Route 4 (formerly known as Route 7) between Kennedy Town and Aberdeen at a cost of $66 million. The scope of the study was to establish its land requirements, as well as the environmental, marine, drainage, traffic and other impacts on the areas concerned. The study was completed in August 2000. 3. In July 2001, the Administration put forward a proposal to proceed with an engineering review on the section of Route 4 between Kennedy Town and Pok Fu Lam. As for the remaining part of Route 4 between Pok Fu Lam and Aberdeen, the Administration indicated that it would be reviewed in the light of further development in the Southern District. 4. The Panel was concerned that the phased implementation of Route 4 could not help satisfy the transport needs of residents. The Panel passed the following motion at the meeting on 13 July 2001: “This Panel strongly requests the Administration to construct Route 7 from Kennedy Town to Aberdeen mainly in tunnel form as soon as possible.” 5.

The afternoon departure time is usually 5.15 pm, however during the Covid ROUTE 2 KESTON pandemic the departure time has differed from this.     LC Paper No. CB(1)1912/03-04(25) For discussion Legislative Council Panel on Transport West Hong Kong Island Line, South Hong Kong Island Line and Route 4 INTRODUCTION This paper serves to brief Members on the details of West Hong Kong Island Line/South Hong Kong Island Line (WIL/SIL) Project Proposal submitted by the MTR Corporation Limited (MTRCL) as well as the progress of the development of the Route 4 (formerly Route 7) – Section between Kennedy Town and Aberdeen. BACKGROUND 2. MTRCL conducted a WIL/SIL feasibility study in mid-2003 to develop a more cost effective railway scheme serving the western and southern districts. In the study, the MTRCL has also evaluated the external benefits of the WIL/SIL project and the impact of the rail project on other modes of transport. Upon the completion of the study, the MTRCL submitted a preliminary WIL/SIL Project Proposal to the Government in end March 2004. MTRCL WIL/SIL PROJECT PROPOSAL 3. The Panel was briefed on the development of the preliminary scheme for the WIL/SIL in October 2003. Since then, the MTRCL has further refined the railway scheme options with respect to constructability, patronage, costs, and environmental and economic benefits. In the course of the scheme development, MTRCL conducted a public consultation exercise to gather public views and opinions on how the WIL/SIL should best be carried forward. MTRCL’s proposed WIL/SIL scheme now comprises the following three major components: Page 2 of 5 (a) a short extension of the Island Line from Sheung Wan to Sai Ying Pun; (b) a proposed WIL from Sai Ying Pun to Wong Chuk Hang via University, Kennedy Town, Cyberport, Wah Fu and Aberdeen with provision for future stations in Queen Mary Hospital and Tin Wan; and (c) a proposed SIL from South Horizons via Lei Tung, Wong Chuk Hang and Ocean Park to Admiralty with Happy Valley and Wan Chai Stations as optional.

    LEGISLATIVE COUNCIL PANEL ON TRANSPORT Speed Limit in Hong Kong PURPOSE This paper presents - (a) the structure of speed limit categorisation and the criteria of setting speed limits on roads in Hong Kong; (b) the review of speed limits in Hong Kong; and (c) the relationship between traffic accidents and speed limit. BACKGROUND 2. On 17 December 1999, the Administration presented to the LegCo Panel on Transport a proposal to increase the fixed penalty and Driving-Offence Points for serious speeding offences as measures to combat speeding. At the meeting, Members expressed reservations over the appropriateness of the structure of our existing speed limit categorisation and asked the Administration to provide further information on the subject. SPEED LIMIT STRUCTURE IN HONG KONG Speed limit categorisation 3. In Hong Kong, speed limits are imposed primarily to promote road safety. At present, our speed limit structure comprises the following 3 main categories:- Low band - 50 km/h for urban or new town built-up areas Middle band - 70/80 km/h for areas outside urban or new town built-up areas High band - 100 km/h for high standard expressways, North Lantau Highway being the one exception (110/km/h) - 2 - 4. In general, 50 km/h is the standard speed limit on roads in the built-up areas, whether they are in Hong Kong, Kowloon or the New Territories. For areas outside the built–up areas in Hong Kong and Kowloon, the speed limit is 70 km/h. For areas outside the built-up areas in the New Territories, the speed limit is 70/80 km/h.
