The Executing Agency (EA) for the Investment Program is the Uttarakhand government’s Tourism Department. The EA has established the Program Management units (PMU) to execute, Executing Agency manage and monitor the implementation of the Investment Program, and provide overall policy directions. PMU has the mandate to closely supervise and monitor every component under the Investment Program.

The Implementing Agency is the Program Management Unit (PMU) of the ongoing Infrastructure Development Investment Programme for Implementing Agency Tourism (IDIPT) Uttarakhand. For the execution of work, PIUs have been set up at Dehradun, Bhimtal and Kotdwar.

I. Project Background and Description

1. The Infrastructure Development Investment Program for Tourism (IDIPT) envisages an environmentally and culturally sustainable and socially inclusive tourism development, in the project States of , Punjab, Tamil Nadu and Uttarakhand. The expected impact of the Project in the four states is sustainable and inclusive tourism development in priority State Tourism Sub-Circuits divided into marketable cluster destinations that exhibit enhanced protection and management of key natural and cultural heritage tourism sites, improved market connectivity, enhanced destination and site environment and tourist support infrastructure, and enhanced capacities for sustainable destination and site development with extensive participation of the private sector and local communities. 2. The Infrastructure Development Investment Program for Tourism (IDIPT) targets enhanced economic growth and provision of livelihood opportunities for local communities through tourism infrastructure development with a focus on preservation and development of natural and cultural heritage and incidental services. The Program supports the state of Uttarakhand to develop the tourism sector as a key driver for economic growth. 3. The expected impact of the Program is increased volume of domestic and international tourists to destinations within the state of Uttarakhand. The expected outcome of the Program is enhanced tourism environment in the state of Uttarakhand. The outputs of the Program are:

 Improved basic urban infrastructure and services at tourist destinations and attractions.  Improved connectivity, enhanced quality of natural and cultural attractions, greater participation by local communities in tourism-related economic activities,  Strengthened capacity of sector agencies and local communities for planning, development, management, and marketing of tourist destinations and attractions,

The Investment Program targets enhanced economic growth and provision of livelihood opportunities for local communities through tourism infrastructure development with a focus on preservation & development of natural & cultural heritage and incidental services. There is strong interest among the domestic & international markets in CBT (Community Based Tourism) experiences and flow of CBT already exists, which could be enhanced with modest interventions, resulting in substantial additional economic activities. CBT development will, therefore, create significant flow of benefits to primary and secondary beneficiaries, which can contribute to significant poverty reduction, a more sustainable environment, and enhanced protection of the value of tourist attractions. Local community participation in the tourism value chain may include CBT activities, such as establishment of Bed & Breakfast (B&BF), as well as direct or indirect participation in the broader tourism value chain, such as employment in a hotel outside the village, production & sale of food and handicrafts to tourism enterprises.

5. The objective and scope of IDIPT would help the Government of Uttarakhand to achieve its targets of enhancing the performance of the tourism sector in an environmentally & culturally sustainable and socially inclusive manner. This would be reflected in: (i) an increase in the number and length of stays of tourists, (ii) more widely distributed income and benefits from tourism and (iii) enhanced management of natural and cultural heritage sites of tourism importance.

II. Implementation Arrangements:

6. Uttarakhand Tourism Development Board (UTDB) is the executing agency responsible for overall technical supervision and execution of all subprojects funded under the Program. The Implementing Agency is the Program Management Unit (PMU) of the ongoing Infrastructure Development Investment Programme for Tourism, Uttarakhand, which has been expanded and assigned as the PMU, to coordinate construction of subprojects and ensure consistency across the towns. 7. The Program Management Unit (PMU) headed by Project Director is assisted by experienced engineering and finance officers, is responsible for project execution, implementation and management cum supervision of subprojects. Project Implementation Unit have been established in three towns respectively (Dehradun, Bhimtal and Kotdwar) for implementation of sub-projects. Project Management Consultancy (PMC), based at Dehradun, supports the overall Investment Program by providing assistance to the Project Management Unit (PMU) at state-level. Three DSCs based at (Dehradun, Bhimtal and Kotdwar) providing support to the concerned PIUs for overall program implementation. Institutional diagram in this regard is shown in figure 1. 8. To ensure the compliance with the social safeguards requirements (involuntary resettlement and indigenous people), one Community Development cum Safeguard Expert has been placed at PMU and who is supported by Social Expert of Program Management Consultant (PMC) & three Social Experts of Design Supervision Consultants (DSC). The details of the staff and consultants responsible for implementation of social safeguard activities is given table 1 while as roles and responsibility for implementation is detailed out in table 1:

III. Social Safeguard Categorization: 8. The project over all is categorized as “B” for involuntary resettlement and “C” for Indigenous Peoples as per the ADB’s Safeguard Policy Statement (SPS) 2009 applies to the project. However, none of the subprojects selected for implementation has any temporary or permanent resettlement impacts and have been categorized as “C” for IR.

IV. Purpose of the Report 9. The purpose of Semi-annual Social Monitoring Report is to analyze periodically over the total implementation period of the project to comply with the approved safeguard documents. 10. This report covers resettlement and social safeguard monitoring results to comply with the spirit of ADB policy to ‘enhance stakeholders’ trust ‘in and ability to engage with ADB, and thereby increase the development impact (of projects) in which disclosure of safeguard monitoring is a prominent aspect. This report covers Social Monitoring, addressing all the issues related with social safeguards, with reference to the progress achieved and current status of reporting period. 11. This consolidated report outlines monitoring implementation of social safeguard activities during Jan 2018 to June 2018 in accordance with the ADB Safeguard Policies.

12. The Tranche 2 comprises of 12 sub-projects, out of which five sub-projects are in Dehradun, two are in Kotdwar and five are in Bhimtal. The list of the sub-projects under Tranche 2 along with their scope, IR impact, status of safeguards documents, and physical progress is presented below in Table 3

V. Grievance Redress Mechanism (GRM)

13. A Grievance Redress Mechanism (GRM) has been established following the Resettlement Frameworks (RF) of the project with the objective of receiving and facilitating the resolution of complaints& grievances by APs. The GRM is scaled to the risks and adverse impacts of the project. It should address APs concerns and complaints promptly, using an understandable and transparent process that is gender responsive, culturally

appropriate, and readily accessible to all segments of the APs at no cost and without retribution. For resolve the Grievance, three tier structure has been formed in the IDIPT, Dehradun. (I) Village Grievance Committee: The VGC will include members of Self Help Groups (SHGs), Line Agencies, representative of Gram Panchayat, Special invitee etc. A time frame of two weeks has been allotted to settle the matter.

(II) Grievance Redress Committee (GRC) at PIU: In each PIU there are one GRC, which include Project Manager (PIU), District Tourist Officer, Department of Tourism Govt. Of Uttarakhand, Community/Social Development Officer of PIU. The committee headed by Project Manager, PIU. The committee meets at least once in every month. Agenda of meeting shall be circulated to all the members and affected persons/aggrieved party along with venue, date and time; inform in writing at least 7 days in advance of meeting. The matter shall remain with GRC at PIU level for one month and if grievance is not resolved within this time period, the matter shall be referred to GRC at PMU.

(III) GRC within Environmental and Social Management Cell (ESMC) at PMU: There are one GRC in PMU. The matters not resolved by the GRC at PIU level within one month shall come under GRC, PMU. It will include Community/Social Development Specialist, Safeguard Specialist Environment as members and Additional Program Director (APD) PMU as Chairman. The committee shall look into the matters, which are referred to and not resolved by GRC, PIU. If the matter is not resolved by the GRC, PMU level within one month of time, the aggrieved person/party can bring the matter to the Executive Committee/State Level Empowered Committee (SLEC) of IDIPT.

Approach to GRC: Affected person/aggrieved party can approach to GRC for redress his/her grievances through any of the following modes: (i) Web based: A separate corner will be developed at the program website so that public / community/ displaced person can register their complaint in the online column. (ii) Telecom based: A toll free no. Will be issued by the PMU/ PIU so that general public can register their complaint through telephone / mobile phone to the PIU/PMU office

14. PIUs, Contractor and NGO have been entrusted with the responsibility to maintain a proper register of the grievance (if any) which will be endorsed by the all agencies involved in implementation. GRC registers are in place at the towns. During this reporting period, no grievances received. 15. Following GRC at PMU, Dehradun level has been constituted for the registration of Grievance complaints/ suggestion /Comments/question /Feedback at of the general public on the IDIPT – UK Projects (ADB Loan No: 2833/3223 (IND) and further reviewing/recommending appropriate action on the same to the competent authority. 1. A. Dehradun

1. Subproject details in Dehradun:

18. Under PIU Dehradun, total 6 sub-projects were finalized initially under tranche 2. Later, one sub-project “Development of tourism infrastructure facilities at Assan Barrage, Dehradun –Lot II (UKIDIPT/DDN/02)” was dropped due to non-clearance from Forest Department and currently five projects are under implementation. The status with respect to each project is presented in Table 4 below:

2. Status of Social Safeguards

20. During this reporting period, CDO of PIU and Social Safeguard Expert of DSC conducted further investigations on IR impacts and social safeguard issues on the ongoing packages and it has been confirmed that the implementation of the above mentioned sub-projects does not have any resettlement impact. The assessment of the sub-project locations revealed that: i) There will be no land acquisition in any of the subprojects of Tranche 2 during the period Jan – June 2018. ii) The sites for all packages are not located on any private land or occupied in any manner. They are located on vacant Government lands, Temple Trust and Forest Land. NOCs have been procured from all the concerned Departments (Forest Dept., Temple Trust, and ASI). iii) No encroachment or any squatter has been found on the selected sites till date. iV) The site assessment report does not indicate presence of any IPs.

3. Grievance Redressal mechanism No grievance was reported under all the five sub projects during the period from the laborers / villagers/other stakeholders’ side. However, all the contractors were found maintaining the Grievance Registers at their respective construction site

4. Details of public consultation

Public consultation with primary and secondary stakeholders has been conducted in the sub-project areas to understand the local issues and public views including possible impact of the project. The issues like, awareness and extent of the project and development components, benefits of project for the tourists as well as commercial interest, labor availability in the project area or requirement of outside labor involvement, local disturbances due to project construction work, forest and sensitive area nearby the project site etc.

During this reporting period, CDO of PIU and Social Safeguard Expert of DSC conducted further investigations on IR impacts and social safeguard issues on the ongoing packages and it has been confirmed that the implementation of the above mentioned sub-projects does not have any resettlement impact. The assessment of the sub-project locations revealed that: II. There will be no land acquisition in any of the subprojects of Tranche 2 during the period July – Dec’17. III. The site assessment report does not indicate presence of any IPs.

3. Grievance Redressal mechanism No grievance was reported under all the five sub projects during the period from the laborers / villagers/other stakeholders’ side. However, all the contractors were found maintaining the Grievance Registers at their respective construction site.

4. Details of public consultation Several meetings and consultations were held with the labourers, representatives of the contractor and KMVN employees at TRH Parichay site to make them aware about the importance of safeguards measures and importance of the same to them during construction activities. Similarly, their problems were discussed jointly, and the remedies were decided at the same time collectively. Attendance Registers were also maintained regularly. Safety equipments like gum boots, helmet, apron etc. were also provided to the labourers. The contractor was regularly instructed by the DSC and PIU teams for taking care of labourer’s safety during the construction activities.

5. MAJOR FINDINGS

Based on the information collected from primary as well as secondary sources in qualitative and quantitative form during field visits to all the sub projects under DSC Bhimtal, located at Pithoragarh, Udham Singh Nagar (Rudrapur) , and Naukuchiatal, some of the findings, emerged are as follows:

 As envisaged, under all these sub projects, most of the local people are getting employment opportunities of working as laborers/ workers nearby their respective villages / stay places, respectively.

 Most of the laborers have been provided Personal Protection Equipments (PPEs) including hats, aprons, boots, Insurance, First Aid Box, etc. as part of Safeguards measures by the concerned contractors and the laborers are found satisfied with the wage rates being paid to them and mode of payment of the same. Keeping in view the importance of these PPEs, other laborers who do not possess, have also started demanding for the same. Accordingly, the concerned contractors were asked to provide PPEs to the remaining workers, so that work does not hamper and laborers work with more enthusiasm.

 The local masses / villagers of village Chanauti and boat owners were found satisfied with the installation of aeration system and bio manipulation activities under the sub project “Amelioration of Lake Naukuchiatal” and the cleaning process which was initiated after their complaint earlier regarding cleaning and odourness water. Moreover, they were found satisfied with the quality of visibility of the water present in the lake. The local people have stated cleaning process near the site at their own.

 Social and Environmental Safeguards issues under all the subprojects are being given due importance by the concerned authorities for smooth operation and timely completion of the project activities.

As a whole, it is concluded that most of the stakeholders are satisfied with the process adopted for completion of different activities under each sub project. The concerned officials

are of the opinion that they will be resolving the issues if any, after having joint meetings at respective places in the interest of quality work.

KOTDWAR

1. Subproject details in Dehradun:

Under Tranche 2 sub-projects, no land acquisition and no permanent impact including any impact on the IPs were entailed. The project impact has been validated by DSC through constant supervision and monitoring. This validation process helps to know any changes occurred during implementation process due to change in project design.

3. Public Consultations and Disclosure Public participation and community consultation has been taken up as an integral part of the project social and environmental implementation process. Consultation was used as a tool to inform and educate stakeholders about the project. The participatory process helped in involving the local people in project activities. Public consultation has been carried out in the project areas by project authority with the objectives of minimizing probable adverse impacts of the project and to achieve speedy implementation of the project through bringing awareness among the community on the benefits of the project. The objectives of tourism project shall contribute to the tourism industry for sustainable and inclusive economic growth of the state. Increased visits of domestic and international tourists to tourist destinations in the state shall in turn fetch revenue. The facilities at tourist destinations shall also aim at providing:

(i) Enhanced quality of natural and cultural tourist attractions (ii) Livelihood opportunities at local community level; (iii) Strengthened capacity of concerned sector agencies and local communities for planning, development management and marketing of tourist destinations and attractions; and (iv) Enhanced capacity to promote private sector participation and small businesses

During this period informal consultations were carried out for the sub projects. The photographs of the consultation are presented as per the following details.

The local people those who attended the consultation asked about the benefit of the project for local people. It was explained that:  Employment and business opportunities to be created as a result of the added tourist inflow in the Adventure Tourist Resort and Adventure Water sports equipment will contribute towards socio-economic rehabilitation of the local communities.  The Adventure Tourist also  Local knowledge about the topography and familiarity with the area further enhanced through training for skill upgradation of local communities enabling them to actively participate in the activities of the eco-resort. The project to involve interested youth in its activities, which could include both boys and girls, who will be gainfully employed in various capacities in the resort.  Setting up of the state of the art eco- resort and information centre will attract tourists in greater numbers and necessitate improvement of basic infrastructure and services at the tourist destinations. In addition to the direct participation of local communities at the resort is also envisaged to accommodate sales outlets for traditional products of the region. These could range from handlooms and handicrafts, fruits, honey and agro products, medicinal herbs and herbal products, etc. Preference will be given to women’s Self Help Groups to manage these establishments and will be linked to ongoing vocational training and livelihood programs of the government
