Mayor Melissa Sevares Thank you Chairman, for the record my name is Melissa Sevares Mayor of Dededo and I am in support ofBill449-30. This is the area right beyond Marine Corps Drive right before the Marks hardware property leaving Dededo and entering Yigo. The Pangelinan family is working with another warehouse, a light industrial company that would be expanding their property within their complex. On behalf of the municipal planning council, and the community of Dededo, I am in favor of this. Panel Comments and Questions Chairman pangelinan: Thank you very much. Any questions from the panel? It is currently commercial in its activities. Thank you very much and si yu'os ma'ase madam Mayor for being present this morning to provide that testimony to us. I would like to state for the record that there was written testimony submitted by John Pangilinan. For all the rezoning bills that you have before you, the committee sent a notice to the Department of Land Management, the Attorney General of Guam, the Governor of Guam, the Lieutenant Governor of Guam and all the members of the Development Review Committee of the Guam Land Use Commission which is in charge of the zoning. We solicit their input on the legislative proposal for the rezoning of these properties, to assure that we give the regulatory agencies, as well as the Mayors of the district they are in; we inform them of the proposal before the legislature so we can get their input on what the prospective impact could be as proposed by the zoning. We are taking this extra step to provide this body the greatest opportunity to receive and understand the impact on the community that this rezoning bills would have. That concludes the testimonies on Bill449-30. 2 III. I Liheslaturan Guahan finds that the lot identified herein is presently zoned Commercial and the property owners have requested consideration to provide expanded economic benefits for its overall use and application from its present zone to Light Industrial (Ml) that would enable any future use of the designated property to comply with industrial economic activities, and to further promote the creation of employment opportunities for the people of Guam. Therefore, it is the intent of I Liheslaturan Guahan to support the expanded use of existing properties in Guam that would provide economic benefits to property owners and most importantly positively contribute to the creation of jobs for Guam's people, that will also result in providing other benefits to the surrounding community. Section 2. Re-Zoning of Lot No. 10117-R6, located in the municipality of Dededo from Commercial ("C") to Light Industrial e"Ml"). Lot No. 10117-R6, containing an area of approximately 79,765 square meters, located in the municipality of Dededo, is hereby re-zoned from Commercial (C") to Light Industrial ("Ml).

Pangelinan Speaker Mina' Bente Siete Na Liheslaturan Guahiin IS 5 Hesler Street Hagiltfta, Guam 96910 Dear Mr. Speaker: Transmitted herewith is Bill No. 267 (COR), "AN ACT TO ROLL BACK EFFECTIVE APRIL 1,2004, THE TEMPORARY INCREASE OF THE GROSS RECEIPTS AND USE TAX RATES, AND THE TEMPORARY REDUCTIONS IN GROSS RECEIPTS TAX EXEMPTIONS, BY AMENDING CERTAIN SECTIONS OF PUBLIC LAW 27­ 05; AND TO AMEND CERTAIN SECTIONS OF CHAPTERS 26 AND 28 OF TITLE 11, GUAM CODE ANNOTATED, RELATIVE TO THE GROSS RECEIPTS TAX AND USE TAX RETURNS AND DEPOSIT REQUIREMENTS", which I signed into law on March 9,2004 as Public Law No. 27-76. Today, the people ofGuam won a great victory. For more than one year, our people have been asking the Guam Legislature to reconsider its action to increase the Gross Receipts Tax by 50%, a tax that forced them to pay more for items they needed to live. That burden, unfairly passed onto our people, has now been lifted. Our people should have never been forced to bear this burden in the first place. However, in an effort to alleviate some of the hardship the GRT increase caused, the Administration aggressively pushed out more than $36 million in tax refunds last fiscal year and already paid out $30 million in the first five months ofthis fiscal year.
