Respicio Telo Taitague Ray Tenorio AN ACT TO ZONE THE PREVIOUSLY UNZONED LOT NO. 165-R4 IN THE MUNICIPALITY OF PIT/ TO LIMITED INDUSTRIAL (Ml) ZONE. 1 BE IT ENACTED BY THE PEOPLE OF GUAM: 2 Section 1. Legislative Findings and Intent. I Liheslaturan Guahan finds 3 that Lot No. 165-R4 in the Municipality of Piti was formerly held by the Federal 4 Government. Pursuant to enabling legislation and mandate this land was returned 5 to the original landowners, heirs and descendants of the Estate of Jose P. Leon 6 Guerrero. This property was returned without a zoning designation. 1 1 I Liheslaturan Guahan further finds that since the return of Lot No. 165-R4 2 to the Estate of Jose P. Leon Guerrero, the family had numerous meetings and 3 lengthy discussions to determine best use options for their property. 4 Lot No. 165-R4 contains an area of approximately eighty-four thousand 5 fifty-six (84,056) square meters, and is adjacent to the Navy Fuel Farm and about a 6 half a mile from the Jose D. Leon Guerrero Commercial Port and GP A Power 7 Plants. Lot No. 165-R4 has no residential units within a third of a mile radius. The 8 family has requested that I Liheslatura grant an initial zone designation of Ml, to 9 facilitate their development plans. 10 I Liheslaturan Guahan intends to zone Lot No. 165-R4 to Limited Industrial 11 Zone (Ml). 12 Section 2. Lot Zoning. Pangelinan Speaker Mina' Bente Siete Na Liheslaturan Guahiin IS 5 Hesler Street Hagiltfta, Guam 96910 Dear Mr. Speaker: Transmitted herewith is Bill No. 267 (COR), "AN ACT TO ROLL BACK EFFECTIVE APRIL 1,2004, THE TEMPORARY INCREASE OF THE GROSS RECEIPTS AND USE TAX RATES, AND THE TEMPORARY REDUCTIONS IN GROSS RECEIPTS TAX EXEMPTIONS, BY AMENDING CERTAIN SECTIONS OF PUBLIC LAW 27­ 05; AND TO AMEND CERTAIN SECTIONS OF CHAPTERS 26 AND 28 OF TITLE 11, GUAM CODE ANNOTATED, RELATIVE TO THE GROSS RECEIPTS TAX AND USE TAX RETURNS AND DEPOSIT REQUIREMENTS", which I signed into law on March 9,2004 as Public Law No. 27-76. Today, the people ofGuam won a great victory. For more than one year, our people have been asking the Guam Legislature to reconsider its action to increase the Gross Receipts Tax by 50%, a tax that forced them to pay more for items they needed to live. That burden, unfairly passed onto our people, has now been lifted. Our people should have never been forced to bear this burden in the first place. However, in an effort to alleviate some of the hardship the GRT increase caused, the Administration aggressively pushed out more than $36 million in tax refunds last fiscal year and already paid out $30 million in the first five months ofthis fiscal year.
