The HSE is reorganising in 2020 but this is unlikely LHO replaced to affect services on the ground. There are 2 HSE Community by: Services Offices in DLR (Dublin South East and Dún Community Laoghaire). This service is available to women living in a certain geographical area and who are deemed at low risk of complications during pregnancy and birth.
