The Minister of State in the Ministry of External Affairs and Minister of State in the Ministry of Parliamentary Affairs (Shri V. Muraleedharan) laid on the Table:- (1) (i) A copy of the Annual Report (Hindi and English versions) of the Indian Council for Cultural Relations, New Delhi, for the year 2017- 2018. (ii) A copy of the Annual Accounts (Hindi and English versions) of the Indian Council for Cultural Relations, New Delhi, for the year 2017- 2018, together with Audit Report thereon. (iii) A copy of the Review (Hindi and English versions) by the Government of the working of the Indian Council for Cultural Relations, New Delhi, for the year 2017-2018. (2) Statement (Hindi and English versions) showing reasons for delay in laying the papers mentioned at (1) above. 5. Message from Rajya Sabha Secretary-general reported a message from Rajya Sabha that at its sitting held on the 1st July, 2019, Rajya Sabha agreed without any amendment to the Jammu and Kashmir Reservation (Amendment) Bill, 2019, as passed by the Lok Sabha. 3 6. Report of Business Advisory Committee Shri Pralhad Joshi presented the second Report of the Business Advisory Committee. 7. Motion for Election to the All India Institute of Medical Sciences (AIIMS) at Bhopal, Bhubaneshwar, Jodhpur, Kalyani, Mangalagiri, Nagpur, Patna, Raebareli, Raipur and Rishikesh Dr. Harshvardhan moved the following motion :- “That in pursuance of Section 4(g) of the All India Institute of Medical Sciences (AIIMS) Act, 1956 read with Section 6 of the AIIMS (Amendment) Act, 2012, the members of this House do proceed to elect, in such manner, as the Speaker may direct, two members from amongst themselves to each of the ten All India Institute of Medical Sciences (AIIMS) at Bhopal, Bhubaneshwar, Jodhpur, Kalyani, Mangalagiri, Nagpur, Patna, Raebareli, Raipur and Rishikesh, subject to the other provisions of the said Act.” The motion was adopted. 8. Motion for Election of two Members to the Agricultural and Processed Food Products Export Development Authority (APEDA) Shri Piyush Goyal moved the following motion :- “That in pursuance of clause (d) of sub-section (4) of Section 4 of the Agricultural and Processed Food Products Export Development Authority (APEDA) Act, 1985 read with rule 3 of APEDA rules 1986, the members of this House do proceed to elect, in such manner, as the Speaker may direct, two members from amongst themselves to serve as members of the Agricultural and Processed Food Products Export Development Authority (APEDA) subject to the other provisions of the said Act and rules made thereunder.” The motion was adopted. 4 12.10 P.M. 9. Government Bill – Introduced The New Delhi International Arbitration Centre Bill, 2019 Dr. Shashi Tharoor opposed the introduction of the Bill and sought clarifications from the Minister. The Minister of Law and Justice, Minister of Communications and Minister of Electronics and Information Technology (Shri Ravi Shankar Prasad) replied to the clarificatory questions asked by the Member. Thereafter, the motion was adopted and the Bill was introduced 10. Statement regarding Ordinance – Laid on the Table An explanatory statement (Hindi and English versions) showing reasons for immediate legislation by promulgation of the New Delhi International Arbitration Centre Ordinance, 2019 (No. 10 of 2019) was laid on the Table. *12.19 P.M. 11. Submission by Member Shri T.R. Baalu made submission regarding alleged derogatory remarks made by Puducherry Lt. Government Bill – Passed The Dentists (Amendment) Bill, 2019 Time Taken: 2 Hrs. 31 Mts. Open house discussion on MPLAD Scheme with Hon’ble Members of Lok Sabha was convened on 7th and 08th January, 2019 at the Auditorium, 2nd Floor, New Extension Building, Parliament House Annexe, New Delhi on the initiative of Shri Vijay Goel, Hon’ble MoS for Statistics and Programme Implementation. Shri Pravin Srivastava, Secretary, M/o Statistics and Programme Implementation and Shri Dinesh Kumar, Deputy Director General (PI) were also present. The list of Members invited for the discussions was divided into two groups. On 7th January, 2019, Members from the States of Bihar, Madhya Pradesh, Uttar Pradesh, Maharashtra, West Bengal and Gujarat were invited while the Members from the remaining States were invited on 08th Jan, 2019. The list of Hon’ble Members who participated in the discussions is attached as Annex-I. 2. Secretary, MOSPI welcomed and apprised the Hon’ble Members that this discussion is first of its kind for Lok Sabha Members of Parliament. He emphasized that the free flow of ideas and suggestions of Hon’ble Members during the discussions help the Ministry richer in making the Scheme better and shall serve as template for the successors. She is now going to attend the final round of the Gymnastics in Rio Olympics. Dipa has successfully completed the 'Produnova' vault, a very dangerous vault, to climb new peaks in her already well established upliftment. SHRI ADHIR RANJAN CHOWDHURY opposing the motion for introduction of the Bill, said: I am opposing the introduction of the Bill under rule 72 of the Rules of Procedure and Conduct of Business in the Lok Sabha. This Bill is not in consonance with the Constitution. The Government has not discussed the issue with the State Governments. That is why I oppose the introduction of this Bill. * Hon. Members may kindly let us know immediately the choice of language (Hindi or English) for obtaining Synopsis of Lok Sabha Debates. SHRI BHARTRUHARI MAHTAB: As water is a State subject, the State Governments need to be consulted before preparation of this Bill but it has not been done. That is why, I oppose the introduction of this Bill. SHRI T.R. BAALU: The Government of Tamil Nadu is aggrieved of many disputes. Orders have been issued but all the orders are pending before the Supreme Court. The Central Government is just bringing everything overnight without consulting the State Governments. SHRI GAJENDRA SINGH SHEKHAWAT clarifying said: Hon. Members have objected that the State Governments have not been consulted before introducing this Bill. No timeframe is fixed for the tribunals when those are set up and when their time limit is extended, it is extended indefinitely.
