Physiography and Drainage: • The major river in the district is Kuzhithuraiar. • This river has got two major distributaries namely Kodayar and Paralayar. There are many tributaries for Kodayar River and among them are Chittar I and Chittar II rivers. • The origin of Kodayar River is Western Ghats and the river confluences with Arabian Sea near Thengaipattanam, at a distance of about 56 Km. west of Cape Comorian, the southernmost tip of India. • Valliar, another small river and its tributary Thoovalar, originates from Velimalai Hills, and confluences with Arabian Sea near Manavalakurichi. Pazhayar is another small river draining the district. The demand of water is increasing day by day. So, groundwater resources play a vital role for additional demand by farmers and Industries and domestic usage leads to rapid development of groundwater. About 63% of available groundwater resources are now being used. However, the development is not uniform all over the State, and in certain districts of Tamil Nadu, intensive groundwater development had led to declining water levels, increasing trend of Over Exploited and Critical Firkas, saline water intrusion, etc. ADMINISTRATIVE SET UP The geographical area of Thoothukudi district is 459054 hectares (4590.54sq.km) accounting for 3.5% of the geographical area of Tamilnadu State. This district has well laid out roads and railway lines connecting all major towns within and outside the State. For administrative purpose this district has been divided into 8 Taluks, 12 Blocks and 41 Firkas.

    Attukal Pongala Campaign Strategy Attukal Pongala 2019 Attukal Pongala is a 10-day festival celebrated at the Attukal Temple, Thiruvananthapuram, Kerala, India, during which there is a huge gathering of millions of women on the ninth day. This is the lighting of the Pongala hearth (called Pandarayaduppu) placed inside the temple by the chief priest. The festival is marked as the largest annual gathering of 2.5 million women by the Guinness World Records in 2009. This is the earliest Pongala festival in Kerala. This temple is also known by the name Sabarimala of women. Mostly Attukal Pongala falls in the month of March or April. Trivandrum Municipal Corporation successfully implemented green protocol for the third time with the help of the Health Department and Green Army International. The need of Green Pongala About 4 years back the amount of waste collected at the end of Attukal Pongala used to measure around 350 tons. Corporation took steps to spread messages of Green Protocol to the devotees and food distributers more effectively with the help of the Green Army. In 2016 Corporation brought this measure down to about 170 tons. Corporation continued to give out Green Protocol messages and warnings throughout the year. And the measure came down to 85 tons in 2017 and 75 tons in 2018. After the years of reduction in waste, Presently, this year, in 2019 the waste has reduced as much as 65 Tons. The numbers show the reason and need for Green Protocol implementation for festivals. It could be understood that festivals or huge gatherings of people anywhere can bring about a huge amount of wastes in which the mixing of food wastes and other materials makes handling of wastes difficult or literally impossible.

In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.
