Russia and Strategic Non-Nuclear Deterrence Capabilities, Limitations and Challenges
Russia and strategic Briefing Paper non-nuclear deterrence Russia and Eurasia Programme Capabilities, limitations July 2021 and challenges Summary — An analysis of Russian military theory and practice suggests that Russia’s views have undergone an evolution, moving from reliance on nuclear deterrence towards a greater emphasis on non-nuclear deterrence. The development of Russia’s new long-range precision-guided weapons strongly supports the notion of such a shift. — At the same time, Russia is pressing ahead with the development of both non-nuclear and nuclear capabilities. It ceaselessly emphasizes its nuclear weapons, and its nuclear projects continue to proliferate. — In Russian theory and practice, nuclear and non-nuclear (conventional) deterrence are inextricably linked. A picture emerges of a flexible package of capabilities, with non-nuclear strategic systems complementing non-strategic and strategic nuclear weapons. — In anything less than large-scale high-intensity warfare, Russia’s non-nuclear strategic deterrent is valid conceptually and has clear practical utility. — This paper examines Russian non-nuclear deterrence in its primary, military manifestations. It outlines the capabilities involved in the exercise of non-nuclear deterrence and explores its potential limitations as well as its ambiguities. Studying these nuances offers a way to gain a fuller understanding of the challenges that they present, including for NATO. OPENING PLENARY SESSION (i) Mr Hauty Sohrokov, Deputy Head of the Government of Kabardino – Balkarya Mr Sohrokov opened the seminar by expressing his pleasure and pride that the seminar was taking place in Kabardino-Balkarya. He expressed his belief in the importance of the humanities in education. Humanities subjects were the vehicle by which future generations would develop the best of human qualities and characteristics. Mr Sohrokov stressed the need to teach history in particular, in all its complexity. He argued that there is no correct way to teach history to young people, but versions of history which do not address the complexity of history are failing to address the nature of the subject. -

JULY 2017 CSIS BRIEFS CSIS Hezbollah’s Missiles and Rockets An Overview By Shaan Shaikh and Ian Williams JULY 2018 THE ISSUE Hezbollah is the world’s most heavily armed non-state actor, with a large and diverse stockpile of unguided artillery rockets, as well as ballistic, antiair, antitank, and antiship missiles. Hezbollah views its rocket and missile arsenal as its primary deterrent against Israeli military action, while also useful for quick retaliatory strikes and longer military engagements. Hezbollah’s unguided rocket arsenal has increased significantly since the 2006 Lebanon War, and the party’s increased role in the Syrian conflict raises concerns about its acquisition of more sophisticated standoff and precision-guided missiles, whether from Syria, Iran, or Russia. This brief provides a summary of the acquisition history, capabilities, and use of these forces. The Engesa EE-T1 Osorio was a surprising development for Brazil – a tank that, while not in the class of the latest tanks of the time, one that was far above the league of the typical third-world offerings. In design, it was similar to many tanks of the time; this was not surprising, since Engesa had a lot of help from West German, British and French armor experts. The EE-T1 was very promising – an excellent design that several countries were very interested in. The Saudis in particular went as far as to place a pre- order of 318 for the Osorio. That deal, however, was essentially killed when the Saudis saw the incredible performance of the M-1 Abrams and the British Challenger, and they literally cancelled the Osorio order at the last moment. This resulted in the cancellation of demonstrations to other countries, the demise of Engesa, and with it a promising medium tank.
